Minutes of the Apple Valley Parks and Recreation Advisory Committee held
November 18, 1997.
PRESENT: Chairperson Greg Kopischke; Committee Members Charlie Maus, John
DiRico, and Russ DeFauw; Park and Recreation Director Randy
Johnson; Recreation Supervisor Sandy Wagner; Valleywood Golf Course
Manager, Rick Dodge; sales representatives Todd Logan, Jason
Solomonson, and Jay Corniea.
ABSENT: Royal Bakke and Tina Rankin.
ITEM #1.
Chairperson Greg Kopischke called the meeting to order at 6:40 p.m.
ITEM #2.
Approval of Agenda.
Request was made to add as Item 6.A. Youth Advisory Member Application
Information.
MOTION: by Russ DeFauw, seconded by Charlie Maus to approve the
agenda with the addition.
VOTE: Yes - 4, No - 0
ITEM #3.
Approval of September 1997 Minutes.
MOTION: by Charlie Maus, seconded by John DiRico to approve the
minutes as presented.

ITEM #4.B.
New Business - Valleywood Rates.
Included in the Committee’s agenda package was a draft copy of the
proposed 1998 fee schedule. In an informal poll, a majority of the area
golf courses indicated that their 1998 fees will be increased between
$1.00 and $2.00 over the 1997 rate. Staff expects approximately 40,000
rounds of play (the same as 1997), with a net revenue between $70,000
and $100,000. Staff has not found it necessary to allocate advertising
money in the annual budget. The course is in great shape, and
recommendation is to consider what is reasonable to charge when setting
the fees for 1998.
Committee and staff assessed the mission for Valleywood Golf Course as a
public facility.
Discussion was conducted regarding season pass holder preference vs.
individual user. There were 200 season pass holders at Valleywood
during 1997; of those approximately 50% of them were residents of Apple
Valley. New non-resident season passes were eliminated in 1997.
Discussion covered gradually phasing out the season passes, limiting the
number available, ways of speeding up play, and increasing the fees.
Season passes and patron cards were originally implemented to generate
play in the early years of the course. Since then, Valleywood has
become a premier course. Rounds of play continue to maintain at
approximately 40,000 rounds per season.
MOTION: by Russ DeFauw, seconded by Charlie Maus to recommend
that the 1998 golf season be the last year for non-
resident season pass holders, and to notify the current
pass holders that in 1999 there will no longer be non-
resident season passes available.
Discussion: Staff recommend the non-resident season pass holders
be given an opportunity to discuss their opinion.
The change would require City Council approval. Staff
would present the Park and Recreation Advisory Committee
recommendation as part of the proposed fee schedule for
adoption.
Rick Dodge will process a letter regarding the
elimination of non-resident season passes for non-
resident season pass holder information with a copy to
the Committee.
VOTE: Yes - 4, No - 0
MOTION: by Russ DeFauw, seconded by John DiRico to recommend the
elimination of preferential tee time reservations,
reservations allowed seven days in advance for everyone.

Discussion: Recommend implementation in 1998. As a public golf
course, everyone should be on equal footing. Season
passes are typically purchased for advanced tee time
reservation preference and discounted play rate. Season
pass holders could play four holes at 7:30 p.m. on
Friday, but don’t feel they’re out financial if they
don’t have to open their wallet to purchase the
individual golf round.

elimination of patron cards and implementation of the
1998 fee schedule as follows:

Committee Member Russ DeFauw encouraged all members to attend the
upcoming City Council meeting to support these recommendations.
ITEM #4.B.
New Business - Tee Time Reservation Services Discussion.
Rick Dodge has been reviewing computerized tee time reservation
Ready GolfTee Master
programs. Representatives from and were in
attendance to presented their centralized reservation packages for
Committee Review. Potential benefits of a central computerized

reservation program include minimizing the no-show rates, reducing the
phone reservation time requirements at Valleywood, access to a data base
for golf related businesses, and internet access for reservations.
ITEM #5.A.
Old Business - Bond Issue Update - a) Maple wood floor vs. Sport
Court for new gym.
Staff recommends installation of the Sport Court flooring in the
gymnasium expansion. At a substantial savings (approx. $13,000) over
the maple wood flooring, it requires less maintenance, and resists wear
and tear better. It has also been recognized as better for athletic
activities. The draw- back would be contemporary style vs. traditional
wood flooring.
MOTION: by Charlie Maus, seconded by Greg Kopischke to recommend
installation of the Sport Court flooring in the Apple
Valley Community Center gymnasium expansion.

ITEM #5.A.
Old Business - Bond Issue Update - b) Family aquatic center budget
projections.
Committee reviewed the expenditures vs. potential revenue for the
proposed aquatic center. Anticipated net profit is over $72,000.

Old Business - Bond Issue Update - c) Miscellaneous updated
sketches.
Committee reviewed the architectural diagrams for the proposed Apple
Valley Community Center gymnasium expansion, swim center and teen
center. The Apple Valley Hockey Association has requested the addition
of a zamboni storage area to be located on the southeast corner of the
Community Center. At a cost of approximately $9800, this is under
consideration.
Once the swim center and teen center come on-line, the Parks and
Recreation Department will potentially be adding another full time
recreation specialist to assist with operations and programming.
Staff reports the projects are on budget and on schedule.
ITEM #5.A.
Old Business - Bond Issue Update - d) Projection milestone update.
Mr. Johnson will get a bond project information letter out to the
Committee and People for Parks volunteers, news releases will be done in

the spring of 1998, and information will be printed in the Parks and
Recreation quarterly brochure.
ITEM #6.A.
Other - Youth Advisory Representative Application.
Tiffani Anglin has applied for the Committee position recently opened by
the resignation of Andy Gustafson. Currently a University of Minnesota
student, with parks and recreation program experience, she is a 1997
graduate of the School of Environmental Studies in District #196. Staff
recommends approval of her application.
ITEM #6.A.
Other
Committee recommended foregoing the regularly scheduled December Parks
and Recreation Advisory Committee meeting, and investigating an off-site
meeting for January 20, 1998.
ITEM #7.
Adjourn.
There being no further business, the Park and Recreation Advisory
Committee meeting was adjourned.
