CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE January 20, 1998 Minutes of the Apple Valley Parks and Recreation Advisory Committee held January 20, 1998. PRESENT: Chairperson Greg Kopischke; Committee Members Tiffani Anglin, Royal Bakke, Russ DeFauw, John DiRico and Tina Rankin; Park and Recreation Director Randy Johnson; and Valleywood Golf Course Manager, Rick Dodge. ABSENT: Charlie Maus. ITEM #1. Chairperson Greg Kopischke called the meeting to order at 6:45 p.m. ITEM #2. Approval of Agenda. MOTION: by Russ DeFauw, seconded by Tina Rankin to approve the agenda as presented. VOTE: Yes - 6, No - 0 ITEM #3. Approval of November 1997 Minutes. MOTION: by Russ DeFauw, seconded by John DiRico to approve the minutes with noted amendments - page 2, line 4 delete last 0 to show “40,000 rounds of play”; page 3 line 8 change “golfers” to “season pass holders”; page 3 delete the 18 hole patron and 9 hole patron notations in both the weekday and weekend rates, and change the weekend 9 hole rate to $18.00. VOTE: Yes - 6, No - 0 ITEM #4.B. New Business - Welcome Tiffani Anglin - New Youth Representative. Introductions of the committee and staff were made and a general overview of the committee responsibilities were covered. 1 ITEM #5.A. Old Business - Continued discussion - I. Non-resident season pass sales at Valleywood Golf Course. Decision was made to revisit the issue of non-resident season pass holders at Valleywood because of the unexpected introduction of the topic at the November meeting. Staff views many of the resident and non-resident season pass holders as having been with the golf course since its early years. The pass holders stayed, as ambassadors, with a sense of ownership to the course. The economic argument for eliminating the non-resident season pass is recognized, but the decision to eliminate them should not be based entirely on the bottom line. The Committee recognized that there are two issues to the topic. One being the money issue and the other being the priority access to tee time reservations issue. No new non-resident season passes have been available since 1996. Through natural attrition, the current non-resident season pass holders will be eliminated over a period of time. Various ways of speeding up the process were covered, i.e., charging a higher rate for non-resident season passes, eliminating all non-resident season passes, placing a time line of two or three years on the passes, restricting the hours of course tee time availability, etc. Any changes made will not be implemented until the 1999 season. Approximately 100 of the season passes holders have already purchased their passes for 1998, with the understanding that they would have a one day advantage for tee time reservations. Recognizing that a majority of the season pass holders are seniors, who don’t usually golf on weekends: MOTION: by John DiRico, seconded by Russ DeFauw to keep the current non-resident season pass holder option, but beginning in 1999, restrict the days of use to Monday through Thursday. Amendment: by Russ DeFauw, seconded by John DiRico to recommend for 1999 decreasing the non-resident season pass to $600 per year, in recognition of the usage restrictions. VOTE: Yes - 6, No - 0 Randy Johnson will take the recommendation to City Council as a consent agenda item during the February 12, 1998 meeting. ITEM #5.A. Old Business - Continued discussion - II. Advance tee time policy. 2 MOTION: by Russ DeFauw, seconded by Tina Rankin to recommend a 1998 tee time policy of six day in advance, without preference for anyone. DISCUSSION: There was some debate as to whether tee time reservations is a policy decision or a management decision. VOTE: Yes - 1(DeFauw), No - 3 (Kopischke, DiRico, Bakke) Abstain - 2 (Rankin and Anglin) MOTION: by Greg Kopischke, seconded by John DiRico to recommend a policy change to reflect a six day advance tee time reservation for season pass holders and five day advance for non-season pass holders for 1998, and change to a six day advance for everyone in 1999. VOTE: Yes - 5, No - 1 Ready ITEM #5.A. Old Business - Continued discussion - III. Golf update. The City of Apple Valley has negotiated a three year agreement with Ready GolfEnterprises to provide tee time reservation services for Valleywood Golf Course. Users will be able to make tee time reservations using the telephone or the internet. The necessary communications equipment will be install for the 1998 season at a cost Ready of approximately $3500. Golf will also receive a percentage of the fees for any golf rounds over 41,000. The agreement states that Ready Golf will receive in 1999 and 2000 a yearly fee and a percentage of the rounds, plus no-show fees. The City has the option of terminating the agreement at any time. ITEM #5.A. Old Business - Continued discussion - IV. Update on park bond projects. Staff reports that the projects are almost at the end of the design and development phases. They will seek final authorization from City Council in February. Ground breaking can then take place in about late- March. Proppsed fee schedules for facilities will be presented for Park and Recreation Advisory Committee review, possibly in June. ITEM #6.A. Other - Seasonal jobs information. 3 Committee reviewed the draft copy of the City of Apple Valley’s job flyer. Staff recommended that anyone interested, or knows of anyone interested, complete a job application at City Hall. Approximately 150 seasonal employees are hired during the summer months. ITEM #6.A. Other - Mid-Winter Fest information. Committee reviewed the list of activities planned for the annual event in Apple Valley; this year during the weekend of February 7 and 8. ITEM #7. Adjourn. There being no further business, the Park and Recreation Advisory Committee meeting was adjourned.
