CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE November 17, 1998 Minutes of the Apple Valley Parks and Recreation Advisory Committee held November 17, 1998. PRESENT: Committee Chair Greg Kopischke; Committee Members Tina Rankin and Royal Bakke; Park & Recreation Director Randy Johnson; and Recreation Supervisor Sandy Wagner. ABSENT: Charlie Maus, Tiffani Anglin, Russ DeFauw, and John DiRico. ITEM #1. Due to the lack of a Committee quorum, no formal meeting was held. Informal discussion of agenda items began at 6:40 p.m. ITEM #4.A. New Business - 1999 Fee Schedule - Family Aquatic Center. Mr. Johnson reviewed the pool fee survey information included with the meeting agenda packet. Staff based their proposals for the Apple Valley Family Aquatic Center on the Pipestone and St. Louis Park models. One item learned from St. Louis Park is that they undervalued their season pass at $27, which caused many problems with long lines, etc. Committee was asked to keep in mind that the comparison sheet is not completely comparable for price structures. Some of the facilities are not state of the art, as Apple Valley will be, and several of them are older facilities with older price structures. After reviewing the November 12, 1998 memo included in the Committee packet, Mr. Johnson asked for Committee input from those present regarding the proposed pricing structure for the Apple Valley Aquatic Center. He cautioned about those requests from non-residents that live very near the pool, who will want to purchase the punch pass at resident rates. Sandy Wagner explained that the proposed daily admission price is based on the comparable entertainment costs such as a movie theater ticket and Redwood outdoor pool admission. She also stated that the nice thing about the punch card is that it does not give the impression of automatic admission like a membership would. 1 Tina Rankin questioned the facility access availability for larger families because of admission costs. Randy Johnson assured her that staff is willing to work with those people in need on a case by case basis. There are also scholarship funds available if necessary. Committee members present were supportive of the proposed pricing structure as presented by staff. ITEM #5.A. Old Business - Verbal Update re: Valleywood Season Pass. Staff took the Committee’s recommendation to City Council in November. After review of the information, Council decided to skip all of the fee increments and proceed directly to the 50% increase rate for the 1999 non-resident season passes. ITEM #6. Other. Mr. Johnson gave a quick review/update on the Bond projects: Family Aquatic Center is almost completed. Construction crews are currently working on the mechanical parts. The pool has already been filled once for testing purposes. Teen Center should be open late December. Apple Valley Community Center Gymnasium Expansion looks like it should be completed by late January. Walls are up and concrete is being poured. Construction crews are currently working on the electrical. 26 Playgrounds are installed, but approximately 10-15 have finish work to be done, such as timber edgings and resilient surface for accessibility. Park Maintenance crews will be working on these in the spring. Pathway overlays, tennis court resurfacing and backstops were also covered with the Bond. ITEM #7. Adjourn.
