NEXT REGULARLY SCHEDULED MEETINGS: Wednesday March 12, 2014 7:00 p.m. (Regular) Welcome to the Apple Valley Traffic Safety Advisory Committee meeting. The Committee is a forum to hear citizen concerns regarding traffic and parking on City streets, as well as pedestrian and bicycle safety issues. The Committee also evaluates proposals for traffic control devices, signage, and striping and considers citywide traffic education and communication programs. The Committee encourages residents to bring their concerns forward and appreciates your efforts to help make our City a safer community. Specific traffic solutions may also have unintended and potentially dangerous consequences as there are often engineering and liability issues involved with traffic controls and roadway designs to consider. When evaluating resident concerns, the Committee follows a process that looks broadly at multiple possible solutions and utilizes the City's engineering resources to help determine the most appropriate solution for identified problems: 1) The concern is received. 2) Options are identified to address the concern. 3) Additional analysis of the options to determine engineering, legal liability, and financial constraints or issues may be necessary. 4) A recommendation is made. Traffic Safety Advisory Committee City of Apple Valley November 13, 2013 7:00 p.m. Municipal Center Minutes 1. Call to Order The meeting was called to order at 7:00 p.m. by Chair Arthur Zimmerman Members Present: Todd Blomstrom, Charles Grawe, Mitch Scott, Laura Turek, Arthur Zimmerman Members Absent: Linda Dolan, Joe Shaw Consultants/Alternates Present: Dave Bennett Others Present: Ben Glaser, Glen Glaser, Laura Glaser, Marty Glaser, Sonia Glaser 2. Approval of Agenda MOTION: Mr. Blomstrom moved, second by Mr. Grawe to approve the agenda as presented. Motion passed 5-0. 3. Approval of September 11, 2013 Minutes MOTION: Mr. Scott moved, second by Mr. Grawe, to approve the Minutes of September 11, 2013 as amended. Motion passed 5-0. 4. Audience Items There were no audience items. 5A.Resident Concerns with Sight Lines at Johnny Cake Ridge Road and 144, St. At the previous meeting, several residents expressed their concerns with sight lines at Johnny Cake Ridge Road and 144th Street. Specifically, a wooden privacy fence and hedge row along the property abutting the Johnny Cake pedestrian trail obscure the view of motorists at the stop sign at 144th Street. The Committee directed staff to review and report. Mr. Bennett reported that the ordinance as it applies to setbacks and sight lines is met. However, the distance between the street and pathway is unusual and puts the pathway in a situation where the street traffic is visible, but not the path traffic. The resident to the south voluntarily allowed the hedge row to be cut back to increase visibility. The resident to the north requested the City explore a stop bar as an interim solution, but was open to further discussions. Mr. Bennett reported that a stop bar would not be an effective solution given the unique elements involved. MOTION: Mr. Blomstrom moved, second by Mr. Scott, to request City staff explain the issues with the stop bar with the resident to the north and see if the resident would be amendable to some form of modification to their fence in order to help improve visibility. Motion passed 5-0. 5B.Resident Petition for 4-way Stop at 147th Street and Johnny Cake Ridge Road Mr. Bennett distributed a memo from the traffic engineer studying the intersection and determining if warrants are met. The memo found that justification for an all-way stop was met. MOTION: Mr. Grawe moved, second by Mr. Zimmerman, to recommend the City Council direct installation of an all-way stop as justified in the engineer's memo. Motion passed 5-0. 5C.Speed Limit along Flagstaff Avenue from 140th Street to 1,350 feet south of 140th Street Mr. Blomstrom reported that MnDoT is still evaluating the speed limit. 5D.Resident Concern with Traffic Volumes and Speeds on Walnut Lane Mr. Bennett took traffic counts on Walnut lane and found Average Daily Totals of 607, 492, 232, and 295. These are all very low counts and are slightly lower than counts taken in June of 2007. A normal residential street could expect an ADT as high as 1,100. He recommended conducting another count next June and continuing enforcement efforts. MOTION: Mr. Blomstrom moved, second by Mr. Scott, to direct staff to continue with enforcement efforts and to notify the resident that current counts are within anticipated residential volumes and the City will continue to monitor traffic volume. Motion passed 5-0. 5E.Resident Concern with Westview Elementary School Traffic Mr. Blomstrom reported that the large volume of parents picking their children up after school is exceeding the school's parking capacity, leading to cars parked on the street and in some cases, blocking both lanes of traffic. MOTION: Mr. Blomstrom moved, second by Mr. Scott, to recommend the City establish a "no parking" zone on the west side of Garden View Drive across from the school, establish a loading zone on the east side of Garden View Drive adjacent to the school property, encourage the school to allow three lanes within the north parking lot, two exit lanes and one entrance lane, and to set the no parking time for 3:00 to 4:00 pm. Motion passed 5-0. 5F. Resident Request for Parking Restrictions on Exley Avenue Cul-de-sac Mr. Bennett explained the original concern was that people would use the cul- de-sac as a parking lot due to easy access onto nearby sports fields. However, it appears that the parking is generated by parents parked for a short period of time while picking their students up from school in an attempt to avoid the traffic on the school property. Mr. Scott said the Police Department will monitor this situation and count the vehicles parked in the cul-de-sac. 6A.Other Traffic Concerns Communicated to the City of Apple Valley Police Concerns Mr. Scott reported no new police concerns. Public Works Concerns Mr. Blomstrom provided a brief update on the ISD 196 project at its Diamond Path campus that had raised some traffic concerns. 6B.Educational Issues The Toward Zero Deaths conference is coming up. 6C.Adopt 2014 Meeting Schedule MOTION: Mr. Grawe moved, second by Mr. Blomstrom, to adopt 2014 meeting dates of January 8th, March 12th, May 14th, July 9th, September 10tH and November 12th. The members of the Committee throughout 2013 were: Todd Blomstrom, Linda Dolan, Charles Grawe, Michael Marben, Mitch Scott, Joe Shaw, Laura Turek, and Arthur Zimmerman. Mr. Scott replaced Mr. Marben as the Police Department representative during the year. Arthur Zimmerman served as Chair and Joe Shaw served as Secretary. Major accomplishments and/or undertakings by TSAC during its thirteenth year include: • Resident Request for Ordinance Amendment to Allow Golf Carts on City Streets and Pathways: A Lakeville resident with physical disabilities requested an ordinance amendment that would allow her to operate a golf cart on selected City streets and pedestrian pathways. The Committee came to consensus on the following findings when not recommending a change to the ordinance: 1. When considering the proposed use of golf carts, this committee and the City must consider public safety of all users on the trail system and street system. 2. Existing trail users include walking pedestrians, wheel chair users, visually impaired users, scooters, children/adult bicyclists, and others. 3. Public trails are intended for 2-way traffic, and must provide adequate space to reasonably allow oncoming traffic to pass, without requiring a user (e.g. wheel chair, bicyclist, walker) to deviate off the trail pavement onto the adjacent boulevard. 4. Departure from the pavement surface can create safety issues and space may not be available during the winter months due to snow banks. 5. The existing trails along Flagstaff, Foliage, and Galaxie Avenues extending north from CSAH 46 are a maximum of only 8 feet wide. Sidewalks along Garden View Drive are 5-feet wide. 6. Wheel chairs and other users would typically require approximately 36-inches to trail width, plus approximately one (1) foot clear zone to the right and 1 to 2 feet of clear zone to the left to provide safe passage of oncoming motorized vehicles. 7. Given a typical golf cart with approximately 4-feet width, weighing several hundred pounds, and traveling in excess of 10 mph, the City's existing trail segments noted above do not allow adequate width to accommodate 2-way traffic, while mixing existing users plus golf carts. 8. Modifications of the existing trail segments listed above would require changes that would fundamentally alter the nature of the City's services and infrastructure by requiring potential right-of-way acquisition, reconstruction of trail segments, and significant increase in maintenance costs to expand existing 8-foot wide trails to 11 or 12-ft wide trails. 9. Permitting golf carts on 8-ft wide multi-use trails within the public right-of-way would likely come at the expense of compromising public safety for other users. 10. Flagstaff, Foliage and Galaxie Avenues all have posted speed limits of 40 mph or more and Average Annual Daily Traffic (AADT) volumes in excess of 3,000 vehicles per day. 11. The TSAC reviewed the memorandum from the City Attorney dated July 12, 2012 titled Use of Golf Cart on Sidewalk and Roadway. 12. Inter-mixing golf carts within these collector road segments could potentially result in significant public safety issues. 13. The City must balance several factors as part of the decision making process, including available funding, staffing, resources and public safety issues. • Proposed All-Way Stop at the Intersection of 153rd Street and Garrett Avenue: The Committee heard a proposal to install a four-way stop at the intersection in which 153rd is currently a through street with stops for Garrett traffic. The Committee recommended installation of the all-way stop. • Consider Establishment of School Speed Zone on Flagstaff Avenue near Eastview High School: The Minnesota Department of Transportation studied the speed limits on various segments of 153rd Street and Flagstaff Avenue. The Department determined that a 40 mile per hour limit would be appropriate on the segment adjoining Eastview High School. The Committee asked that the Department reconsider raising the speed limit near Eastview High School due to the heavy student traffic volumes and city vehicle activity from the maintenance facility. When the Department remained with its original determination, the Committee recommended the City Council establish an urban district adjoining Eastview which would have a 30 mile per hour limit. The Department agreed to re-examine its determination and continued to study the issue in 2014. • Left Turn Movements from Egress Driveway along 140th Street at Eastview High School. A student asked that the City enforce signs prohibiting left-turn movements out of the Eastview High School parking lot. The Committee determined that the signs were not posted by the City and do not conform to the Minnesota Manual on Uniform Traffic Controls and could not be enforced. The Committee continues to monitor the situation to see if there is a problem. • Resident Concern with Traffic Speeds and Volumes on Ellice Trail: A resident expressed concern with vehicle speeds on Ellice Trail. The Committee recommended a number of enforcement and evaluation steps to address the issue. The Committee also identified an area in which a portable speed advisory sign could be erected during 2014. • Resident Request for Marked Crosswalk along McAndrews Road at Zoo Boulevard: The pedestrian and bicycle pathway on the north side of McAndrews is heavily traveled. A crosswalk was installed as part of the trail resurfacing project. • Parking Restrictions on Granada Way south of 138th Street: In response to resident concerns regarding parking near the new transit stations, the Committee supported the extension of parking restrictions to Granada Way if determined appropriate by staff • Resident Concern with Sight Lines at Johnny Cake Ridge Road and 144th Street: Several residents expressed concern that a hedge and a privacy fence located directly adjacent to the pedestrian pathway obscures the presence of pedestrians and bicyclists from motorists stopped at the intersection. The Committee found that there were no setback violations, but the distance of the pathway from the roadway places the pathway against the lot line. The Committee asked staff to work with the property owners on a voluntary basis to see if modifications could be made to their property that would improve the situation. • Resident Request for Four-Way Stop at Johnny Cake Ridge Road and 147th Street: A number of residents signed a petition requesting a four-way stop at the intersection. The Committee requested a traffic study of the intersection. The study found justification for a four-way stop at the intersection and the Committee recommended the City Council order installation of the stop signs. • Garden View Drive Traffic Concerns: The Committee continued to monitor traffic speeds and volumes on Garden View Drive. • Resident Concerns with Traffic near Westview Elementary School: There were several issues regarding traffic in the area of the school. One request was to expand the school speed zone further north on Garden View Drive. The Committee studied the difficult for vehicles attempting to turn onto Garden View, but did not recommend altering the school speed zone. The second concern involved the large number of parents picking up their children after school and parking in the street. The Committee recommended creation of a loading zone and posting part of the street with"no parking" between 3:00 pm and 4:00 pm to alleviate the problem. • Portable Driver Feedback Sign Program: The City acquired two solar-powered driver feedback signs that could be erected on a temporary basis to address traffic concerns in specific neighborhoods. The signs were installed along Pennock Avenue, the segment of 140t11 Street between Hayes Road and Pennock Avenue, the segment of Redwood Drive between County Road 42 and Whitney Drive, and the segment of Galaxie Avenue near Greenleaf Elementary School in 2013. • Reviewed Traffic Concerns Communicated to City: At each meeting, TSAC reviewed traffic concerns/issues brought to the Police and Public Works Departments during the month. • There was a concern over the etiquette of bicyclists toward pedestrians using the pathway along Galaxie Avenue. A resident suggested designating certain pathways for one direction of traffic or segregating bicycles from pedestrians. The Committee continues to seek educational initiatives to encourage all residents using the City's pathways to be courteous and respectful of one another. • The Committee received concerns about cut through traffic on Everest Avenue between Johnny Cake Ridge Road and 142nd Street. • The Committee received concerns about speeds on Dodd Road, but was not able to verify the concern in traffic studies. • The Committee received a concern about customer parking in front of an in-home day care on 145th Path. The Committee asked staff to work with the day care provider to encourage customers to be courteous about their parking behaviors. • The Committee received a concern about traffic volumes on Walnut Lane. Traffic studies did not support unusual traffic volume. • The Committee received a concern about parking in the Exley Avenue cul-de-sac. The parking appears related to after-school pickup. The Police Department is monitoring this situation. • Educational Outreach Efforts: In its thirteenth year, TSAC continued to focus on its educational outreach efforts. Some educational outreach efforts included the following: • The Committee studied means to work with the school district to conduct driver safety outreach through sports teams and other school organizations. • The Police Department purchased a go-cart to help student drivers simulate conditions on drunk or distracted drivers. The Traffic Safety Advisory Committee welcomes direction from the City Council as well as any recommendations, questions, or concerns.
