Minutes
1. Call to Order
The meeting was called to order at 7:00 p.m. by Chair Arthur Zimmerman
Members Present: Todd Blomstrom, Linda Dolan, Charles Grawe, Mitch
Scott, Joe Shaw, Laura Turek, Arthur Zimmerman
Members Absent:
Consultants/Alternates Present: Dave Bennett
Others Present: Ben Glaser, Glen Glaser, Mary Glaser, Sonia Glaser
2. Approval of Agenda
MOTION: Mr. Scott moved, second by Mr. Blomstrom to approve the
agenda as presented. Motion passed 7-0.
3. Approval of July 10, 2013 Minutes
Mr. Bennet noted a typographical error where sentences 2 and 3 of Item 5
should have been under Item 6.
MOTION: Ms. Dolan moved, second by Mr. Shaw, to approve the Minutes
of July 10, 2013 as amended. Motion passed 6-0 (Mr. Grawe abstained).
4. Audience Items
There were no audience items.
5. Resident Concerns with Sight Lines at Johnny Cake Ridge Road and 144th St.
Several residents expressed their concerns with sight lines at Johnny Cake
Ridge Road and 144th Street. Specifically, a wooden privacy fence and hedge
row along the property abutting the Johnny Cake pedestrian trail obscure the
view of motorists at the stop sign at 144th Street. The Committee discussed
the issue and possible solutions.
MOTION: Ms. Dolan moved, second by Mr. Zimmerman, to request City
staff to study the sight lines at the intersection, determine appropriate
setbacks, and bring a recommendation back to the Committee. Motion passed
7-0.
6. Resident Concerns with Speed Limit on Garden View Drive near 144th St.
Mr. Bennett said a resident requested moving the school speed zone sign
further away from the Westview Elementary School, effectively expanding
the school speed zone. The Committee discussed the traffic concern, the
issues surrounding moving the sign, and possible solutions.
The Committee took no action at this time.
7. Resident Concerns with Traffic on Ellice Trail
Mr. Bennett said the original concern was over vehicle speeds. Staff
conducted a traffic study and found an Average Daily Total of 1,565 vehicles.
This is not particularly high given the type of roadway design of Ellice Trail.
Staff has identified an area where it may be feasible to add a driver feedback
sign. Police officers have also been expanding enforcement in this area.
8. Resident Petition for 4-way Stop at 147th Street and Johnny Cake Ridge Road
The intersection has been open for about one year. A number of residents
signed a petition requesting the installation of a four-way stop. Mr. Bennett
recommended that the City conduct a traffic study to determine if warrants are
met for a four-way stop.
MOTION: Ms. Dolan moved, second by Mr. Zimmerman, to request City
staff to study the intersection and determine if warrants are met for a traffic
control and to report the findings to the Committee. Motion passed 7-0.
9. Discuss Posted Speed Limit along Flagstaff Avenue from 140th Street to 1,350
feet south of 140th Street
Mr. Blomstrom reported that MnDoT has questioned the rationale of
establishing an urban speed district on Flagstaff Avenue and has agreed to re-
examine its findings.
10. Resident Concern with Pedestrian/Bicycle Traffic on Trail Adjacent to
Galaxie Avenue between 140th Street and McAndrews Road
Mr. Bennett reported that a resident expressed concern over the courtesy and
etiquette of the pathway users toward one another. The resident suggested
segregating bicycle traffic on some trail segments and pedestrians on others.
The Committee discussed the issue and suggested staff consider a variety of
educational avenues to help educate pathway users on appropriate etiquette.
11. Garden View Drive Driver Feedback Sign Data
Staff distributed collected data.
12. Dodd Road Accident Concerns Update
Staff was unable to contact the resident making this complaint for follow-up
information. No discussion took place.
13. Other Traffic Concerns Communicated to the City of Apple Valley
Police Concerns
Mr. Scott reported concerns with cut through traffic on Everest Avenue
between Johnny Cake Ridge Road and 142nd Street. He also reported the
speed study of Dodd Road did not reveal unusually high rates of speed.
Public Works Concerns
Mr. Blomstrom said there was a parking concern on 145th Path where a home
serves as a day care facility. He said staff will approach the day care operator
about asking clients to voluntarily park on one side of the street to avoid
congestion.
14. Educational Issues
The Toward Zero Deaths conference is coming up.
The Dakota County Teen Summit is also coming up.
15. Adjourn
MOTION: Mr. Blomstrom moved, second by Mr. Grawe, to adjourn. Motion
passed 7- 0. Meeting was adjourned at 8:18 p.m.
