Call to Order The meeting was called to order at 7:02 p.m.by Chair Arthur Zimmerman Members Present: Todd Blomstrom,Linda Dolan,Mitch Scott,Joe Shaw, Laura Turek,Arthur Zimmerman Members Absent: Charles Grawe Consultants/Alternates Present: Dave Bennett Others Present: 2. Approval of Agenda MOTION: Ms.Dolan moved,second by Mr. Scott to approve the agenda as written. Motion passed 6-0. 3. Approval of March 13,2013 Minutes MOTION: Ms.Dolan moved,second by Mr. Shaw,to approve the Minutes of May 8,2013 as presented. Motion passed 6-0. 4. Audience Items There were no audience items. 5. Resident Concerns with Traffic on Ellice Trail Mr.Bennett and Mr.Blomstrom reported that a resident was concerned with excess speed on Ellice Trail and would like more resources devoted to speed enforcement. Mr. Scott showed a list of 6 crashes(May 1,2012-June 6,2013) that have occurred on Ellice Trail. Two involved an animal,another two involved crashing into a tree on Europa and the last two involved two motor vehicles. MOTION: Mr. Blomstrom moved,Mr. Scott seconded to recommend: -traffic volume data be collected on Ellice Trail, -driver feedback sign to be placed on Ellice Trail in August after the 140th �--- Formatted:indent: Lett: i°,First line: o" location has been completed -SET team enforcement be on Ellice Trail -City continues to monitor crashes and -City reports back to resident on information gathered. Motion passed 6-0. 6. Resident Concerns with Speeds on Dodd Blvd near Dundee Avenue Mr. Bennett reported that a resident was concerned with speed and suspected overrepresented crashes along Dodd Blvd near Dundee Avenue. MOTION: Mr. Scott moved,Mr. Shaw seconded to recommend that we table discussion about this issue until the City obtains additional crash data,CSO's collect speed data and SET team is posted in the area and reports back their findings. Motion passed 6-0. 7. Request for Crosswalk along McAndrews Road(north side)at Zoo Boulevard Mr.Bennett reported that many pedestrians and bicyclist trail users traveling along the north side of McAndrews Road(CSAH 38)cross Zoo Boulevard. Driver sight lines are restricted due to the terrain adjacent to the intersection. Due to the importance of this crossing,the City did install crosswalk markings prior to TSAC meeting as part of the recent trail resurfacing improvements. Mr.Blomstrom also noted that there is a North Creek Greenway bike/ped trail being planned between Farmington and Eagan. A pedestrian overpass is planned at this location. The City will report at the next meeting details of this Greenway. 8. Parking Restrictions on Upper 139th Street Staff presented that the City Council approved to place parking restrictions on Upper 139th Street near the new transit station from Monday—Friday 6:00am- 10:00am. Staff discussed the likelihood of forthcoming request for parking restrictions on Granada Way south of 138 'Street. The townhouse association is meeting to discuss their concerns about citizens parking on Granada Way and using the transit station. MOTION: Mr. Blomstrom moved,Mr. Shaw seconded that TSAC would support parking restrictions on Granada Way near the transit station as determined by staff. Motion passed 6-0 9. Update on Speed Limit Changes Mr.Blomstrom reported that he has contacted Mn/DOT. They received our request to reconsider the speed limit for this segment. Mn/DOT is in the process of sending the City a formal letter documenting that their recommendation for a 40 mph speed zone along portions of Flagstaff Avenue and 147th Street. City staff will proceed with recommending an urban district on Flagstaff Avenue between 140th Street and 1350 feet south of 140th Street with a speed limit of 30 MPH as noted in a motion at the May 8,2013 TSAC meeting. 10. Garden View Drive—Driver Feedback Sign Data Mr.Bennett presented data from the driver feedback signs along Garden View Drive and reported that the majority of drivers on Garden View Drive are driving below 35mph both northbound and southbound. 11. Other Traffic Concerns Communicated to the City Pple Valley Police Concerns Mr. Scott reported that the speed trailer has been deployed in various locations. He also noted there was a motorcycle crash in Apple Valley that resulted in a fatality. No serious incidents were reported on 4th of July. Public Works Concerns Mr.Blomstrom said there were no other concerns to report. 12. Educational Issues No issues were reported 13. Adjourn MOTION: Mr. Blomstrom moved,second by Mr. Scott,to adjourn. Motion passed 6-0. Meeting was adjourned at 8:12 p.m.
