Minutes
1. Call to Order
The meeting was called to order at 7:00 p.m. by Chair Arthur Zimmerman
Members Present: Todd Blomstrom, Linda Dolan, Charles Grawe, Mitch
Scott, Joe Shaw, Laura Turek, Arthur Zimmerman
Members Absent:
Consultants/Alternates Present: Dave Bennett

2. Approval of Agenda
Mr. Bennett requested the addition of the driver's feedback sign schedule.
MOTION: Mr. Blomstrom moved, second by Ms. Dolan, to approve the
agenda as amended. Motion passed 7-0.
3. Approval of March 13, 2013 Minutes
MOTION: Mr. Blomstrom moved, second by Ms. Dolan, to approve the
Minutes of March 13, 2013 as presented. Motion passed 5-0 (Mr.
Zimmerman and Mr. Scott abstained).
4. Approval of April 17, 2013 Special Meeting Minutes
MOTION: Mr. Grawe moved, second by Mr. Blomstrom, to approve the
Minutes of April 17, 2013 as presented. Motion passed 5-0 (Ms. Turek and
Mr. Scott abstained).
5. Audience Items
There were no audience items.
6. Approve 2012 Annual Report
MOTION: Mr. Shaw moved, second by Ms. Dolan, to approve the 2012
Annual Report and forward it to the City Council for receipt. Motion passed
7-0.
7. Speed Limit Zone along Flagstaff Avenue near 140th Street
Mr. Blomstrom reported that MnDOT reconsidered the speed limit for this
segment, but has determined the limit remains 40 miles per hour. The City's
options include establishing a school speed zone which is only enforceable
when children are present or establishing an "urban district" under the
statutory definition which has a speed limit of 30 miles per hour.
There was brief discussion about the two options.
MOTION: Mr. Shaw moved, second by Mr. Scott, to recommend the City
Council establish an urban district on Flagstaff Avenue between 140th Street
and 1350 feet south of 140th Street with a speed limit of 30 miles per hour.
Motion passed 7-0.
8. Left Turn Movements from Egress Driveway along 140th Street at Eastview
High School
A student asked why the signs prohibiting left turn movements are not
enforced. The signs were installed on private property and do not conform to
the Minnesota Manual on Uniform Traffic Controls.
There was brief discussion about the situation.
The consensus of the Committee was to take no action at this time and
monitor the situation until there is evidence that this is an actual problem.
9. Garden View Drive Speed and Traffic Update
Staff presented the collected data.
10. Driver's Feedback Sign Schedule
Staff presented the schedule for the summer: Pennock Avenue spring until
June 22"d, 140th Street between Hayes Road and Pennock Avenue between
July 1St and 19th, Redwood Drive between County Road 42 and Whitney Drive
between July 29th and August 16th, and Galaxie Avenue in the area of
"d
Greenleaf School between September 2 and September 20th
11. Other Traffic Concerns Communicated to the City of Apple Valley
Police Concerns
Mr. Scott reported the speed trailer was deployed on McAndrews Road in
response to speed concerns.
Public Works' Concerns
Mr. Blomstrom said there will be significant road construction this summer
including overlays of County Roads 42 and 46, installation of the final top
"lift" of pavement on Cedar Avenue, and traffic diversions from construction
on I35E.
12. Educational Issues
Ms. Dolan asked for Committee feedback on educational materials distributed
to school booster clubs. The Committee consensus was to distribute
educational information provided by other professional and government
sources and not to focus on city-generated tips.
13. Adjourn
MOTION: Mr. Blomstrom moved, second by Mr. Scott, to adjourn. Motion
passed 7- 0. Meeting was adjourned at 8:57 p.m.
