January 21, 2014
Minutes of the regular meeting of the Lebanon Cemetery Advisory Committee of Apple Valley,
Dakota County, Minnesota, held January 21, 2014, at 2:00 p.m. at Apple Valley Municipal Center.
PRESENT: Nancy Anderson, David Brueshoff, Tanya Grawe, Jay Hoekstra, Dave Kemp,
Alan Kohls
ABSENT: Tim Anderson
City staff inembers present were: Public Works Director Todd Blomstrom, Cemetery Supervisor
Mike Glewwe, and Cemetery/Public Works Coordinator Jean Bryant
1. CALL TO ORDER
The meeting was called to order at 2:04 p.m. by Chair Kohls.
2. APPROVAL OF AGENDA
MOTION: of Kemp, seconded by N. Anderson, approving the agenda for today's meeting as
written. Motion passed unanimously.
3. AUDIENCE — 10 MINUTES TOTAL TIME LIMIT FOR ITEMS NOT ON THIS AGENDA
There was no one present to speak.
4. APPROVAL OF MINUTES — October 15, 2013
MOTION: of Kemp, seconded by Hoekstra, approving the minutes of the October 15, 2013,
meeting as written. Motion passed unanimously.
5. NEW/CONTINUED BUSINESS
A. Cemetery Advisory Committee Term Expirations
Terms of Nancy Anderson, David Brueshoff, and Alan Kohls expire March 1, 2014. All
expressed interested in serving another term.
B. Activity Report
MOTION: of Hoekstra seconded by Brueshoff, accepting the Activity Report for Fourth
Quarter and 2013 with correction of the ending date for the year-to-date figures, and Lot
Sales and Burials Since 2000 and the Quarter Activity Comparison as submitted. Motion
passed unanimously.
C. Maintenance and Grounds
Maintenance mainly consisted of snow and ice removal from roads, the columbaria feature,
and the Firefighters memorial; and replacing the flags. With the cold temperatures, frost
burners have been needed to thaw the ground before digging graves. Staff is investigating
radiant heaters as a more effective thawing method.
D. 2013 Cemetery Report
MOTION: by N. Anderson, seconded by Grawe, to accept the 2013 Cemetery Report and
request staff to submit it to City CounciL Motion passed unanimously.
E. 2014 Goals
MOTION: by Hoekstra, seconded by Kemp, to approve the 2014 Goals. Motion passed
unanimously.
6. COMMUNICATIONS / UPDATES
Members reviewed article on the historical marker from the Winter 2014 City News.
7. OTHER BUSINESS
Chair Kohls offered to conduct a tour of the cemetery for the Committee. Members would like
to know some of the history of the cemetery and the people buried there. They also discussed
the possibility of offering tours for the public.
8. ADJOURN
MOTION: of Brueshoff, seconded by Kemp, to adjourn the meeting. Motion passed
unanimously.

A visible part of Apple Valley's history is Lebanon
Cemetery. It was established in 1863 at the time of the Civil
War when the �rea was known as Lebanon Township. The
original two-acre site on the southeast corner of County
Road 42 and Pilot Knob Road was purchased to serve the
burial needs of the community. The earliest recorded burial
was May 25, 1861.
For 135 years, Lebanon Cemetery was owned by those
who owned � grave site. It was managed and operated
by a small volunteer Board of Trustees who, with limited
resources from the sale of grave lots, maintained the
cemetery �s a public service.
After the area became Apple Valley, many of the area
citizens were choosing Lebanon as their fin�l resting place.
This historic cemetery needed additional space and a
major upgrade if it was to continue to serve the community.
The Board of Trustees realized the cemetery could not
meet the community's needs without additional resources
and voted to offer the cemetery to the City of Apple Valiey
in retum for City perpetual c�re and expansion.
In May of 1997, Apple Va�ley voters approved acquisition
of the cemetery and a bond referendum to obtain an
additional eight acres of land. A master design ��nd
development plan was drafted. Transfer of the original two
acres of the cemetery was made to the City in December
1998. and the additional land was purchased.
In 2013 the City added approximately three acres of land
on the east side of the cemetery. This establishes the final
boundary of Lebanon Cemetery.
Many citizens who helped develop Apple Valley are buried
in Lebanon Cemetery. If you visit the cemetery, you can see
some familiar names on the monuments and markers. The
cemetery is open every day from sunrise to sunset.
