LEBANON CEMETERY ADVISORY COMMITTEE
April 18, 2023
Minutes of the regular meeting of the Lebanon Cemetery Advisory Committee of Apple Valley,
Dakota County, Minnesota, held April 18, 2023, at 2:00 p.m. at Apple Valley Municipal Center.
PRESENT: Nancy Anderson, Dave Brueshoff, Tanya Grawe, Alan Kohls, Jan Monro
ABSENT: Tim Anderson, Dave Kurtz
City staff members present were: Public Works Director Matt Saam, Streets Superintendent Jeff
Lathrop and Cemetery/Public Works Coordinator Wendy Davis
1. CALL TO ORDER
The meeting was called to order at 2:04 p.m. by Chair Kohls.
2. APPROVAL OF AGENDA
MOTION: of D. Brueshoff, seconded by T. Grawe approving the agenda for today’s meeting as
written.
3. AUDIENCE – 10 MINUTES TOTAL TIME LIMIT FOR ITEMS NOT ON THIS AGENDA
There was no one present to speak.
4. APPROVAL OF MINUTES – January 17, 2023
MOTION: of J. Monro, seconded by N. Anderson approving the minutes of the January 17, 2023,
meeting.
5. NEW/CONTINUED BUSINESS
A. Election of Officers
Chair Kohls asked for nominations for Chair. Committee Member T. Grawe nominated Alan Kohls
for Chair.
Chair Kohls asked for nominations for Secretary. Committee Member N. Anderson nominated
David Brueshoff. There were no other nominations.
MOTION: of N. Anderson, seconded by T. Grawe, closing the nomination for election of
Officers.
MOTION: of N. Anderson, seconded by T. Grawe appointing Alan Kohls, Chair and David
Brueshoff, Secretary of the Lebanon Cemetery Advisory Committee for 2023.
B. Cemetery Improvements
New Columbarium Area – Mr. Lathrop discussed the proposed design for the new columbarium
that is planned to be installed near the south side of the memorial shelter. Images were
provided to the committee. The first phase of installation will include all footings, concrete and
one columbarium. Staff is currently working with the architect on installation of the footings.
The plan is to go out to bid for the footings later this spring.
C. 1st Quarter Activity Report
MOTION: of N. Anderson seconded by J. Monro, accepting the Activity Report for First Quarter
2023.
D. Maintenance and Grounds Update
Mr. Lathrop stated that a full cemetery cleanup had taken place on April 10. Non-regulation items
and litter were collected. Gravesite restorations are planned to begin in the next 1-2 weeks,
weather dependent. Planned improvements for the spring and summer include expanding the
boulder area in the SE corner of the cemetery, sealing the sidewalks leading to the shelter, and
replanting two trees near the existing columbaria. A mini excavator that will assist in completing
grave digs is being purchased and will be shared by Public Works divisions. There is a 1–3-month
lead time on the mini excavator.
6. COMMUNICATIONS / UPDATES
A. Workers Day - The annual Workers Day Ceremony will be held on April 28 at 6PM. The ceremony
commemorates workers who have died while performing their occupations.
B. Controlled Burn - A controlled burn is planned for the cemetery. The burn will help eliminate
buckthorn and other invasive plants and encourage new growth. Notices will be mailed to area
residents ahead of the burn.
C. Memorial Day – The Apple Valley American Legion Honor Guard will conduct a ceremony
beginning at 9am at Lebanon Cemetery on Memorial Day.
