1. Call to Order
The meeting was called to order at 7:00 p.m. by Arthur Zimmerman.

MOTION: Mr. Grawe moved, second by Mr. Dahlstrom, to approve the
agenda as presented. Motion passed 5-0.

4. Approval of March 8, 2023 Minutes
MOTION: Mr. Grawe moved, second by Mr. McKenzie, to approve the
Minutes of March 8, 2023. Motion passed 4-0 (Mr. Dahlstrom abstained).
5A. Review of Findings at 147 h and Garrett Crosswalk (Fit Academy)
Mr. Anderson said that a crosswalk had been previously established under
conditions that the school provide crossing guards. Fit Academy makes use of
the fields across the street and hold three to five classes across the street in
spring and fall months. In addition, there are some students who walk to
school and cross 147 h Street. Mr. Allaire explained more about how the
school activities require crossing the street.
Mr. Anderson said a roundabout is schedule for installation at Glazier Avenue
and 147 h Street, which will likely impact traffic flows near the school. The
current traffic data for 147 h Street shows average daily trips of 8,800 vehicles
per day with an 85th percentile speed of 36 miles per hour. The school
estimates that it takes about 45 seconds for an entire class to cross the street.
There have been seven intersection-related crashes at that location in the past
10 years.
Mr. Anderson said Engineering would like to continue to study the best option
for this entire section of 147 h Street, which also has stacking issues near
Galaxie Avenue. He said some additional enhancements are warranted. Two
options he is looking at include enhanced marking and signage. This solution
would require restriping and installation of an in-road pedestrian sign that
would remain in place April through October. The other option involves a
rectangular flashing beacon and enhanced LED pedestrian crossing warning.
However, the current four-lane road design makes this option less safe. He
would like to further investigate the possibility of reducing the roadway to a
three-lane design if this was to go forward.
5B. Request for Stop Sign at Gunflint Path and 1341h Street W
Mr. Anderson said the City received a request for a stop sign at this four-way
intersection. There are no sight line issues, very low traffic volumes, and no
crash history. Similar surrounding intersections also have no control signage.
The Committee did not recommend any action as no warrants for stop signs
were met.
