CITY OF APPLE VALLEY
PARKS AND RECREATION ADVISORY CONSNIITTEE
September 19, 1995
Minutes of the Apple Valley Parks and Recreation Advisory Committee
held September 19, 1995 at Apple Valley Community Center.
PRESENT: Chairperson Greg Kopischke; Committee Members Charlie Maus
(arrived at 6:40pm) ,Royal Bakke, John DiRico and Tina Rankin; and
Parks and Recreation Director Randy Johnson.
ABSENT: Russ DeFauw and Laura Steadman.

ITEM #2. Approval of Agenda.
MOTION: by John DiRico, seconded by Tina Rankin to
approve the agenda as presented.
VOTE: Yes - 4, No - 0
ITEM #3. Approval of May 1995 Minutes.

approve the May 1995 minutes as presented.

• ITEM #4. New Business
No new business to report.
ITEM #S.A. Old Business - Update on Arena Project
The arena is coming along quickly, on time and on budget. The
official open date is scheduled for January 1996.
ITEM #5.8. Old Business - Central Athletic Complex Fourth Highschool
Update.
The School District recently completed the purchase agreement
with the property owners for the site north of 140th Street, west
of Johnny Cake Ridge Road for the new high school. The staff
have also reached a favorable joint powers agreement with the
School District officials in regards to the usage/responsibility
for the future athletic fields on that site.
� � City construction of the athletic fields is contingent on the
City's ability to locate funding for this project at roughly a $2
million cost. Staff and City Council have held some discussion
regarding the possibility of a bond referendum - maybe include
some items for other parks also, such as play equipment
replacement, etc.
The new high school is slated to open in the fall of 1997. The
northern 3/5 of the area shown on the development map is intended
to open with the school. This includes one or two fields. Those
items on the southern portion of the map will wait until McNamara '
has completed the gravel mining.
City Council should address the need for a bond referendum in the
next few months. Suggestion was made to tie a referendum vote to
the youth athletic association spring sign ups.

� ITEM #S.C. Old Business - Senior Center Construction Update
Groundbreaking ceremony was held at 11:45 a.m. September 19, 1995
on site for the senior center addition to Hayes Cammunity
Building. Pot luck luncheon was provided for 110 participants.
Construction has already begun; allowing for 150 construction
days, will target a February 1996 open date.
The addition will be approximately 48' x 50' . Funding was
provided by a roughly $200,000 Federal Block Grant and $50, 000
from Capital Improvement funds from the City of Apple Valley.
Bid amounts came in at $209,000 and $239,000 with architectural
fees included.
The Senior's Club is selling Dining Monthly Club cards to help
purchase furnishings for the facility.
ITBM #6. Other
Randy Johnson reviewed the outcome of the meeting held with
� VAA/RAAA/City/School District representatives September 15, 1995.
The meeting was precipitated by a Minnesota Thundex professional
soccer team's game at Eastview early in June that caused
extensive damage to the Eastview "C" field. This forced the
closing of the field from June until the beginning of the Apple
Valley High School fall soccer season. City staff and
Association representatives agreed to work together on the field
usage schedules for next year.
Next Meeting: Scheduled to meet at the Apple Valley Cammunity
- Center at 6:30 p.m. October 17, 1995.

There being no further business, the Parks and Recreation
Advisory Committee meeting was adjourned.
