CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COPM�IITTEE May 16, 1995 Minutes of the Apple Valley Parks and Recreation Advisory Committee held May 16, 1995 beginning at Alimagnet Park. PRESENT: Chairperson Greg Kopischke; Committee Members Charlie Maus, ' Russ DeFauw, and Tina Rankin; Parks and Recreation Director Randy Johnson, Park Maintenance Superintendent Tom Adamini, and Recreation Supervisor Sandy Wagner; Assistant Planner Tom Lovelace. ABSENT: John DiRico, Royal Bakke and Laura Steadman. ITEM #1. Chairperson Greg Kopischke called the meeting to order at 6:30 p.m. with a picnic supper. ITEM #2. Approval of Agenda. MOTION: by Russ DeFauw, seconded by Charlie Maus to approve the agenda as presented. VOTE: Yes - 4, No - 0 ITTsM #3, Approval of March 1995 Minutes. New Business - Tour of Selected Park Sites. * Alimacxnet Park - upcoming nature trail designating various focal points along the way should be open in the next couple of weeks. Maintenance Department is planning an asphalt overlay to the parking lot this summer. The playscape is an example of a newer installation. * Pennock Park - playscape equipment was installed approximately 20 years ago. The metal portions of the equipment are in fairly good shape; however, the wood portions are showing their age. Maintenance has tried to extend their lifespan by sanding and staining them quite a few times. * Lonq Lake Park - There are approximately 10 similar playscape structures in the City park system, all of them of similar age. The structure was designed for the ten to twelve year old age range. Most complaints come from the parents of younger children using the equipment and falling through the open spaces. Physical changes cannot be made to the equipment without losing the City's liability protection against injury. This park contains the first handicap swing installed in the park system. * Galaxie Park - The playscape equipment is an example of a $25, 000 to $30, 000 expenditure, timbering and edging adds an additional $5, 000+. The park building was constructed in 1994 by the Maintenance Department at a cost of approximately $25, 000. Many of the City's play structures were installed with debt services that have been retired. It may be time to consider another hond issue to replace some of the older items. In round numbers, $1 million would be needed to replace the more than 20 playstructures in the park system recommended for replacement by staff. Staff believes that by investing in the community parks, the City of Apple Valley property values will be sustained or even increased. Tying in the development of the athletic fields would add approximately $1 million to a bond issue. Other items discussed were a swimming pool and additional gym courts and meeting space to be added to the Apple Valley Community Center. Shoreview and Chaska were given as examples of currently popular community centers in the metro area. 2 � � ITEM #4.C. New Business - Walnut Hills Development. Assis�ant Planner Tom Lovelace outlined the Planning Commission's request that the Park Advisory Committee address the issue of neighborhood park access for the residents surrounding the Walnut Hills subdivision. Several suggestions were discussed, i.e. pathways to be installed by the County, an underpass, stop lights/walk signals that will be installe� on Pi1ot �ob and Diamond Path to make it a more controlled intersection. The C.I.P. lists the installation of pathways along Pilot Knob, but space becomes an issue. Staff believes there will be at pathway on at least one side of the street. Other issues to consider are the City's limited resources, park land instead of cash takes the property off the tax rolls and �t also increases the demands on maintenance. Following the Master Plan recommendation of a 1/2 mile radius for parks, this area is adequately served by Farquar, Huntington and Long Lake parks. IT�M #5.A. Oid Business - 2nd Arena Update. The City of Apple Valley has received the third and final arena construction bid packages. Groundbreaking ceremony should take place shortly after Memorial Day. Staff anticipates a six month construction schedule w�th opening in January 1996. ITEM #5.8. Old Business - Central Athletic Complex Fourth Highschool Update. City is close to an agreement with ISD #196. Their purchase agreement requires a joint powers agreement by the end of May. Staff recommendation is to have the City maintain/schedule all of the athletic fields except the football field. Planning Commission is recommending to City Council approval of the project. The item will be on the May 25, 1995 Council agenda. McNamara wil.l continue to mine the southern portion of the property for the next year and a half before turning it over to ISD #196. One acre (northeast eorner) of the original 72 acres purchased by the City was set aside for the electrical substation. 3 • � ITEM #6. Other Next Meeting: Scheduled to meet at the Apple Valley Community Center at 6:30 p.m. June 20, 1995. Randy Johnson distributed staff shirts to the Committee metnbers. ITEM #7. Adjourn. There being no further business, the Parks and Recreation Advisory Committee meeting was adjourned.
