CTTY OF APPLE VALLEY PARKS AND RECREATION AD'VISORY COMMITTEE March 21, 1995 Minutes of the Apple Valley Parks and Recreation Advisory Committee held March 21, 1995 at the Apple Valley Community Center. PRESENT: Chairperson Greg Kopischke; Committee Memb�rs _Charlie Maus, Laura Steadman, Royal Bakke, ancl Russ DeFauw; Parks and Recreation Director Randy Johnsfln. ABSENT: John DiRico and Tina Rankin. ITEM #1. Chairperson Greg Kopischke called the meeting to order at 6 :40 p.m. �� ITEM #2. Approval of Agenda. Request by Mr. Johnson to add item 4.B. as Committee/Comrnission Recognition Program. MOTT4N: by Russ DeFauw, seconded by Charlie, Maus to . approve the agenda with the addition to item #4. VOTE: Ye s - 5, No - 0 ITEM #3 . Approval of January 1995 Minutes. New Business - 1995 Park Dedication/Maintenance Fund Expenditure Request (part 2) . Randy Johnson outlined the Park Dedication/Maintenance Fund Expenditure memo that was included in the Committee information packet. MOTION: by Russ DeFauw, seconded by Charlie Maus to approve and recommend City Council approval of , the fund expenditure request. VOTE: Yes - 5, No - 0 ITEM #4.8. New Business - Committee/Commission Recognition Program. Randy Johnson reviewed the Committee/Commission recognition program available for City of Apple Valley volunteer cammittee or. commission members as a "thank you for service° from the City and the Park and Recreation Department. Letters were distributed to the members outlining the information. ITEM #S.A. Old Business - 2nd Arena Update. The City of Apple Valley has received the first arena construction bids for the concrete tip up walls and steel beams at $23, 000 below estimated costs. These two items represent �.� approximately 30;s of the total construction project. The next bids will be for the ice compressor and dasherboards. These items represent another 30°a of the total project. Staff reports a positive experience working with Krause Anderson on this project. The projected open date for the new arena is • mid-December 1995. Groundbreaking will be mid to late May, and - the shell of the building should be up by mid-July. As an informational note, the sports arena currently attached to the south side of the Apple Valley high school was constructed at a cost of $980, 000 in 1976. A similar project in 1995 could be estimated at approximately $3�4 million. ITEM #S.S. Old Business - Central Athletic Complex Fourth Highschool Update. Staff are working with ISD #196 representatives in an effort to enter into a joint powers agreement on the proposed fourth highschool location and the central athletic complex. Official information regarding the site plans, etc. should be available at the next Advisory Committee meeting. - 2 � � ITEM #6.A. Other - Discuss Spring Park Facility Tour April or May. Unanimous decision was reached to conduct the tour in May and begin the meeting at 6 :00 p.m. witih a barbecue dinner at Alimagnet Park. Unless important information develops, the April meeting may be cancelled. ITEM #6. Other - Committee members were invited to attend the Agril 27, 1995 City Council presentation of the "10 years of service" award to Tina Rankin. Saturday open gymnasium problems at the Apple Valley CommuniCy Center have basically resolved themselves. The stationing �f the police officer in the gym and the cost differential of resident vs non-resident fees have helped alleviate the problems. A group of highschoal students attempted to organize teen dances on a regular basis at the community center. The first dance in February had approximately 200 in attendance; however number5 have dropped significantly since then, down to 20 at the March 4 dance. Lynn O' Patxny of ISD #196 Community Education has approached the Park and Recreation Department regarding programming for middle school age children's activities after school. The C.A.V.Y. group has been formed to reach those students not currently � involved with extra-curricular activities, and looking for something to do after school: that may include games, homework assistance or other activities that interest this age group, Next MeeCing: Scheduled to meet at the Apple Valley Community Center at 6:30 p.m. April 18, 1995. ITEM #7. Adjourn. There being no further business, the Parks and Recreation Advisory Committee meeting was adjourned.
