PRESENT: Chairperson Greg Kopischke; Committee Men�bers John DiRico, Charlie Maus, Laura Steadman, Tina Rankin; Parks and Recreation Director Randy Johnsc�n, Park Maintenance Superintendent Tom Adamini; Recreation Supervis+�r Randy Quale; Arena Manager Gary Pietig; Valleywood Golf Course Manager Rick Dodge; and RAAA Representative Steve Reischauer. � ABSENT: Royal Bakke and Russ DeFauw. � Item #I. Chairperson Greg Kopischke called the meeting to order at 6 :42 p.m. Item #2 . Approval of Agenda. MOTION: by Tina Rankin, seconded by Laura Steadman to approve the agenda with two additions to Item #6 - A.1 Dakota County Parks Meetings; and 6.) R.A1�A Participation Numbers Information Handout. VOTE: Yes - 5, No - 0 ITEM #3 . Approval of Noveinber 1994 Minutes . MOTION: by Tina Rankin, seconded by John DiRico to approve the November 1994 minutes as presented. VOTE: Yes - 5, No - 0 i , � � � . ITEM #4 .A. New Business - Joint Powers Agreement with ISD #196 ( for Tennis Courts at Hagemeister Park. MOTION: by Charlie Maus, seconded by Laura 5teadman to recommend to City Council the approval of a joint powers agreement with the Independent School District #196 in regards to the construction of two new tennis courts at Hagemeister Park. VOTE: Yes - 5, No - 0 ITEM #5 .A. Old Business - Receive a 5-minute verbal report surnmarizing 1994 from Golf Course, Arena, Recreation and Park Maintenance Operations Mangers . Randy Quale - Recreation Supervisor The recreation segment of the department offers programs in six different categories as follows : 1) athletic programs 2) adult programs 3) outdoor pool 4) cultural programs 5) teen and youth programs �. 6) facilities These programs project an estimated $350, 000 in revenue for 1994 . In addition to the full time staff, there are approximately 100 part time staff employed to administer the programs . $150, 000 in revenue is generated from the adult athletic leagues alone per year. Eastview Athletic Complex was rated as the , number two complex in the State of Minnesota in 1994 . ' Mr. Quale is also the staff liaison for the area youth , athletic associations . ' There was some discussion outlining the new open adult ' basketball policy at the Apple Valley Community Center to become effective after January 1, 1995 . � Due to continual problems that have taken place recently, a I, uniform police officer will be on duty at the community I center during scheduled open adult basketball . Residents will receive priority ent�ance into the program and a rate of $2 . 00 per person vs . non-resident' s of Apple Valley rate of $5 . 00 per person. The new policy information will be distributed to current I 2 . y ' � � program participants and also posted for public review in the facility. Parks and Recreation Advisory Committee member5 suggested placing a news release in the local papers as an addi�ional way of getting the information out to the public. Gary Pietig - Arena Manager Addressed the issue of the construction of a second arena. Those that have been working with the issue realize there is a need for more ics, but at what price? The sports arena' s "learn to skate" program is offered twice per yea� with 350 participants enrolled each session. Public skating averages approximately 1Q0 participants per session. Youth skating teams coordinated thr4ugh the Apple Valley Hockey Association are at capaci�y. The sports arena is home arena for both the Apple Valley high sehool and Eagan high school . In addition to the above mentioned ice oppor�unities, there are also dry floor activities such as boys and girls tennis programs with 200+ participants and the adult men' s hockey program. The facility is twenty years old and has been �xperiencing some corrosion in the refrig�ration pipes in the floor. Built within the floor is enough �" metal pipe to run end to end from Apple Va13ey to Farmington. This is an area of concern that may have to be seriously addressed in the near future. Tom Adamini - Park Maintenance Superinter_dent Copies of the 1994 Maintenance Annual Report was distributed to the Advisory Committee for their review. Mr. Adamini briefly reviewed some of the items covered in the report such as playgrounds, Valley Middle, Redwood shelter, etc. Discussion was held in regards to the 45 playstructures located in the Apple Valley parks of which more than 113 are in need of replacement in the near future. Advisory Committee members requested that Mr. Adamini identify those playstruc�ures in need and have the information available for discussion and consideration when the Committee is evaluating the i995 park dedication expenditure recommendations . 3 � , � � Mr. Johnson reported that not all playstructures are up to current guidelines and recommendations, but staff doesn' t believe that any of them are in unsafe condition. Two new park areas were added to the park system in 1994 - Cedar Isles Estate in the previous Fischer gravel area on the northeast side of Galaxie Avenue and 140th Street, and the extension of Greenleaf Park. Rick Dodge - Valleywood Golf Course and Park Manager 1994 has been the most successful year ever for Valleywood with approximately 45, 000 rounds of golf . There are ten different leagues, including a men' s club and two ladies leagues. The junior league has been successful. A couples league night will be instituted in 1995 . Staff numbers range from one during the winter months to 45 during the busier operation months. Cross country skiing and snow tubing are available on weekends during the winter months . Valleywood receives no tax dollars from the City of Apple Valley for restructuring. Those projects are covered by the enterprise fund generated from operations at the course . Future considerations may be the expansion of the clubhouse which during the summer months averages between 300 and 350 people daily, and a fence around the course for security reasons . There has been some damage on the course late at night after hours. ITEM #6 .A. Other - Dakota County Parks Meetings . Charlie Maus attended the meeting on behalf of the Advisory Committee. Meeting discussion included Dakota County' s consideration of banning snowmobiles from Lebanon Hills Regional Park beginning with the 1995-96 season. They feel the park does not lend itself to this type of activity any longer. The next meeting covering this issue is scheduled for January 17, 1995 at 4 :30 p.m. Dakota County and the State of Minnesota both have published maps of snowmobile trails available for the public. Tom Adamini will be assigned to the Dakota County Parks Deer Management Task Force as a representative for the City of Apple Valley. Main focus of the group will be controlling 4 . � . � � the deer population within Dakota County which is currently j estimated at 75 deer per square mile. A large deer population causes several problems in the metro area such as car accidents, damage to vegetation, etc. iTEM #6,8. Other - RAAA Participation Numbers Information Handout . Steve Reischauer distributed copies of the Rosemount Area Athletic Association' s (R�AA) par�icipation statistics for 1994 . Preliminary discussion between RAAA and the Valley Athletic Ass�ciation (VAA) in regards to the upcoming construction af an additional high school in Apple Valley is to continue with the two separate organizations with some . adjustment in the area served boundaries. Mr. Johnson recognized that in City of Apple Valley dealings with Mr. Reischauer, he has proven to be an excellent person to work with as a representative of RAAA. Next Meeting: Scheduled to meet at. the Apple Valley Community Genter at 6 :30 p.m. January 17, 1995 . ITEM #7. Adjourn. '�.
