CITY OF APPLE VAi,LEY PARKS AND RECREATIDN ADViSORY COMMITTEE September 20, 1994 Minutes of the Apple Valley Parks and Recreation Advisory CommiCtee held September 20, 1994 at the Apple Valley Community Genter. PRESENT: Chairperson Greg Kopischke; Committee Members Royal Bakke, John DiRico, Tina Rankin, Charlie Maus, and Russ De�'auw; Parks and Recreation Director Randy Johnson; Park Maintenance Superintendent Tom Adamini. ABSENT: Laura Steadman. $ Item #1. Chairperson Greg Kopischke called the meeting to order at 6:35 p.m. Item #2. Approval of Agenda. MOTION: by Russ DeFauw, seconded by Tina Rankin to approve the agenda as presented. VOTE: Yes - 6, No - 0 ITEM #3. Approval of 7une 1994 Minutes. MOTI�N: by Tina Rankin, seconded by John DiRico to approve the June 1994 minutes as presented. �lOTE: Yes - 6, No - 0 ZTEM #4.A. New Business - Facility Tour - tabled until after the regular business meeting items. 1 • � ` ' ITEM #4.B. New Business - National Park and Recreation Congress in Minneapolis Oct. 12 - 16. Anyone interested in attending the seminars, trade shows, etc. should contact Randy Johnson by late September for admission registration. ITEM #4.C. New Business - Receive David Gross' Resignation and Present Recognition Plaque. Recommendation was made by the Committee members to accept the resignation. They humorously added "only after requiring Mr. Gross to make a $50,000 donation toward park dedication or $5,000 toward parks and recreation. " ITEM #S.A. Old Business - Arena Project. After a $2.25 million estimate by the City Engineer and Architects, the low bid for the second arena project came in at $2.7 million. Only two bids were received. , City Council has placed the item on hold. Three options are under consideration: 1) working with the ISD #196 to share in the cost - joint powers agreement similar to the current arena. � 2) wait until after the first of the year and go out for bids again. 3) support the hockey association in a referendum. iTEM #S.B. Old Business - Athletic Complex ISD #196 is considering the purchase of land (50 acres) south of the MeNamara processing plant, which is located south of the Central Maintenance buildings, for a fourth high school. If they decide on this location, it may speed up the development of the youth athletic complex located to the west of Eastview Athletic Complex. The School District may come to the City with a joint powers agreement proposal. The gravel pit is another possible location under consideration by the School District for the high school. ITEM #6. Other. Pretrials have been held, the attorneys will be filing their briefs, and the trials will probably be held in late January or early February for the murder of City Park Maintenance employee, Keith Wallace. After the trials are finished, staff will place on the Parks and Recreation Advisory Committee agenda a request for naming the park located at Pennock and 138th Street. 2 . _ � . ITEM #7. Adj ourn. There being no further business, the Parks and Recreation Advisory Committee meeting was adjourned to the City van to begin the park tour. MOTION: by Tina Rankin, secanded by Russ De�"auw to adjourn the meeting at 6:47 p.m. VOTE: Yes - 6, No - 0 138th and Pennock park Iocation: The park as it is today cost approximately $3�,000. Of that cost, $25,000 was for play equipment. Most of the park construction work was done in- house. A new surface material called Inflex was used to allow wheelchair aceess to the play equipment. The material is made of recycled tires and glue. The maintenance crews will begin to grub the trail in the next week. Apple Valley East park location: The park building was constructed by using in-house labor on everything except the footings and rough plumbing. It is a 28' x 32' garage plan purchased from Menards, with a few modifica�ions to suit the warminghouse/playground program needs. Cost was approximazely $15,000. Outside lighting is scheduled to be installed for the skating rinks within the next month. A similar building is currently being constructed at Galaxie Park.
