ABSENT: Russ DeFauw, David Gross and Charlie Maus.
Item #1. Chairpezson Greg Kopischke called the meeting to order at 7:35 p.m.
Item #2. Approva]. of Agenda.
Request was made to add two additional items to the agenda under Item
�6. Other: A. Public Hearing Information for the Dakota County Park
Policy Plan; and B. Memorandum from Roseauount requesting support of
Rosemount's Birger Pond area developmen�.
MOTION: by Tina Rankin, seconded by John DiRico to approve the
agenda with the requested addi�ions.
VOTE: Yes - 4, No - 0
ITEM #3. Approval of May 1994 MinutES.
MOTION: by Tina Rankin, seconded by Laura Steadman to aQprove the

ITEM #4.A. New $usiness - Resident's Petition to Request a Park West of
Pennock and North of Palomino.
A copy of the petition was included in the Committee's agenda
information for review. City of Apple Valley Community Developrnent
Director Rick Kelley provided background information regarding the
property in quesCion. Currently approximately 3.48 acres of the
property on the west side is zoned single family, and approximately
6.5 acres is zoned multiple family. There is a possibility of
approaching the Minnesota Department of Transportation to request the
use of the easement option they hold for the land area between the
Cedar Avenue off ramp and Pennock Avenue.
North of Palomino Drive is an older section of the city. When the
city fathers were accepting park dedication for developments in the
1960s, they agreed to the large Alimagnet Park area to satisfy the
dedication requirements. The city doesn't have the authority to
require additional park dedication at this time for this area.
Ms. Conner stated that the neighbors are upset about the proposed
housing being built on the land. They would rather see the land
remain as a natural open space as a place their children can have to
play in. There are an estimated 40 - 45 children living in the
subdivision.
Chaparral Park is approximately � mile from them. Access to this
park also requires the residents from the subdivision to cross Butte
Avenue, which is quite steep.
Approximazely six years ago the Parks and Recreation Advisory
Committee rejected the suggestion of additional park Iand in this
area. The awkwardness of the land, maintenance issues and the
difficultness of locating a large enough parcel of land to situate a
park were all part of the decision.
Mr. Kelley pointed out that when the area near Pennock is developed,
there will be sidewalks/pathways installed on the west side o£ that
neighborhood collector street. There will also be pathways installed
along Palomino when it is upgraded.
Chair Kopischke reviewed by saying the inclination is that the city
is lilcely not to be in a position to acquire land, would like to ask
Mr. Kelley to pursue the right-of-way frota the Minnesota Department
of Transportation. If/when the multiple family development is
constructed, maybe the smaller tip of the land along the south may be
pursued as a play area. Hopefully the sidewalks and the installation
of the planned four-way stops will help the situation.
Ms. Conner stated that the neighborhood residents would be willing to
heip with the maintenance of a park area if necessary.
Tina Rankin explained that the only place the city receives finances
for park development and park projects is through developments park
dedication, unless a bond issue is held. The park dedication will be
declining because of the completion of the available development area
within Apple Valley.

Chair Kopischke stated that if anythir�g ct�ar►ges with this issue, it
wiil again be placed on the Parks and Recreation Advisory Committee
agenda.
ITEM #4.B. New Business - Park Dedication Fund Expenditure.
The Park a�n,d Recreation Department continues to receive cails from
the athletic prograrns regarding the field conditions. The problem of
standing water on the fields has been occurring because of the
natural wear and tear of the fields by weather, and the heavy usage'
on them. Ia response the Department proposes spending approximately
$1,000 psr field to add ag-li.ms to 20 fieids of major concern.

money from park dedication to re-aglime 24 a�hletic
fislds.

ITEM #S.A. Q1t1 Business - Arena Update Review Preliminary Plans.
Included in the Com�aittee's agenda package were rex�uced copies of the
second arena p�.ans. A fuil copy of the final plans should be
available from Randy Johnson's of£ice in a eouple of days. If bond
sales are completed as planned in .Iuly, some cor�.structian progress
should be seen in August. The current arena programs and activities
shauld see na interruptians during the construction period.
ITEM 5.8. Old Business - Review Request to Remove Basketball Hoops from
Diamond Path Park.
The situation seems to have settled dowti. Mr. Johnson has been
monitoring the park on a daily basis, with very littie activity being
seen there. No further complaints have been received by the police
department.
ITEM #b,A. l3ther - Public Hearing Information for the 1?akota Courity Park
Policy Plan.
Dakota Gounty Board of Commissioners will be holding a public hearing
to receive commenCS regarding the proposed "County Park Policy Plan"
on Tuesday, Juiy 1.9 at 9:00 a.m. in the Dakota County Administration
Center in Hastings. All interested parties are encouragsd to attend.
ITEM #6.B. Other - Memorandum from Rosemount requesting supgort of
Rosemount's Birger Pond area development.
The memorandwn writer, Dave Bechtold, has recently left the employ of
the City of Rosemount. Mr. Johnson has discussed the request with
the current Rosemaunt Recreation/Arena Director wha has no objections
against the request.

MOTION: by Royal Bakke, seconded by Laura Steadman to send a
letter to the City of Rosemount endorsing their proposal
for Birger Pond.
VOTE: Yes - 5, No - 0
ITEM #6. cont. -
#1 - Greg Kopischke, John DiRico and Randy Johnson expressed a
positive response from attending a picnic earlier in the evening at
Spring Lake Park Reserve sponsored by the Dakota County Park and
Recreation Advisory Committee. Former CiLy of Apple Valley Mayor,
Bill Holton is the chair of the Committee. The event was to
encourage inter-goverr�ment cooperation and communication.
#2 - Those Committee members who had not received a Parks and
Recreation shirt were asked to stop at the front desk of the
community center after the meeting to pick one up f�om Mr. Johnson.
#3 - Next meeting of the Parks and Recreation Advisory Committee will
be scheduled for August.
ITEM #7. Adjourn.
There being no further business on the agenda, the Parks and Recreation
Advisory Committee was adjourned.
