John DiRico, David Gross, Charlie Maus, and Laura Steadman; City Council Member Tom Goadwin; Parks and Recreation Director Randy Johnson; Park Maintenance Superintendent Tom Adamini; RAAA Representatives Steve Reischauer. ABSENT: Tina Rankin, �....Y Item #L Acting Chairperson Charlie Maus called the meeting to order at 6:35 p.m. Item #2. Approval of Agenda. MOTION: by John DiRico, seconded by David Gross to approve the agenda with twa additional items from Randy Johnson under the Item #6 - Other. VOTE: Yes - S, No - 0 ITEM #3. Approval of January 1994 Minutes. MOTION: by John DiRico, seconded by David Gross to approve the January 1994 minutes as presented. VOTE: Yes - 5, No - 0 1 � � ITFM #4.A. New Business - Playground Equipment Selection. � Four playground equipment vendors were asked to submit display boards £or the best playground equipment available with a value of $22,000. The standards for all four vendors are virtually identical, warranties, safety features, ADA requirements, reliability, installation, etc. After raview of each of the four displays, those present at the meeting were asked to vote on the display they felt would be most conducive to the park usage at the Schultz's property park. The Earl F. Anderson display was voted number one choice by a majority vote. Installation should be completed by June 1, 1994. ITEM #4.B. New Business - Name Selection for New Park. The name "Wallaee Park" was presented for consideration for the Schultz`s property park. Keith Wallace was employed by the City of App1e Valley pribr to his murder last fali. After some discussion, this item was tabled until a later meeting. ITEM #4.C. New Business - Outdoor Recreation Grant Program. Information Item - The State of Minnesota, after several qears o£ no funding in the Outdoor Recreation Grant Program, has reinstated the program. The program provides matching funding with the grant recipients. � ` Approximately $3 mi,llion are available for allocation throughout the State. ,._ The City of Apple Vailey has submitted several projects for consideration. ITEM #4.D. New Business - Receive New Edition of City Map. Committee members were presented with the 1993-94 City of Apple Valley map. ITEM #S.A. Old Business - Athletic Complex Puz'chase. Information Item - The land sale paperwork is being reviewed by the City Attorney's office. Mr. dohnson will continue to update the Committee on this item. ITEM #S.B. Old Business - Arena 2nd Sheet of Ice. City Gauncil will hold a special meeting March 1�, 1994 to discuss the possibility of constructing a second sheet of ice for the City of Apple Valley. A decision will be made regarding the projected revenue, expenses and potential shortfall. If the project receives City Council approval, construction will take about a year to completion. LocaCion for the second sheet of ice would be adjacent to the current arena, 14450 Hayes Road. The Arena Manager will oversee both locations. 2 � • The new arena schedule would be similar to the current arena in that it will be Ij2 year ice, allowing for other activities the rest o£ the year. r'� � The cast of refrigeration makes it financially unfeasible to maintain ice ' during the summer months. The projected construction costs are approximately $2 million. Apple Valley Hockey Association will make a $100,00� donation at the March 17 City Council meeting. The hackey association has pledged to rent all of the prime-time ice hours at the new arena. MOTIDN: by David Gross, seconded by Russ DeFauw stating that the Park and Recreation Advisory Committee heartily recc�mmends the construction of a second arena in the Gi�y of Apple Valley. It is a much needed projec�. VOTE: Yes - 6, No - 0 ITEM #S.C. Old Business - Receive 1993 Park Maintenance Annual Report. Randy Johnson stated tha� the Park Maintenance annual report hints at what the Park Maintenance Department has done during the last year. "It has gotten better each year." David Gross commented, seconded by Charlie Maus, on the extensiveness of the repart and a job well done by Tom Adamini and the MainCenance Department, ITEM #6.A. flther - Volunteer Opportunity - Ring-Axound-the-Arts. � _ Randy Johnson is the Site and Logistics Chairperson f�r the fesCival. He extended an invitation to the Advisory Committee members and/or their friends and acquaintances to participate in the festival by volunt�ering to coordinate the after-festivai volunteer's party or staffing of Che volunteer headquarters. Any�ne interested should contact Randy Jahnson. Royal Bakke volunteered. ITEM #6.A. Other - 1. Mr. Johnson distributed copies of a newspaper article about David Gross' children, Andy and Sadie, with a word of congratulations. 2, Next tldvisory Committee meeting is scheduled far April 19, 1994 at 6;30 p.m. ITEM #7. - Adjourn. There being no further business on the agenda, the Park and Recreation Advisory Comraittee was adjourned.
