Minu�es of the Apple Valley Parks and Recreation Advisory Committee held
December 21, 1993 at the Apple Valley Community Center.
PRESENT: Chairperson Greg Kopischke(arrivedat7:55p.m.); Gommittee Members Royal

City Council Member Tom Goodwin; Parks and Recreation Director

Item #1. - Acting Chairperson Charlie Maus called the meeting to order at 7:30

Item #2. - Approval of Agenda.
Request was �ade to change the order of the agenda items, moving Item
#5. Old Business - Veteran's Memorial ahead of Item #4. New Business.
Vernon Yetzer had an 8:00 p.m. meeting to attend at the Legion.
MOTION: by Tina Rankin, seconded by Russ DeFauw to apprave the
agenda with the requested changes.
VOTE: Yes - 5, No - 0
ITEM #3. - Approval of November 1993 Minutes.
MOTION: by Russ DeFauw, seconded by Tina Rankin to approve the
minutes as presented.

ITEM #S.A. - Old Business - Veteran's Memorial
Vernon Yetzer heads a committee of American Legion members to put together
a memorial in Apple Valley. The City representatives originally approached
the American Legion approximately four years ago with the idea of a '�
memorial in Apple Grove Park. At that time the Legion approved allocating 'I
approximately $12,000 to be used for the projecC. Nothing has happened �
with the project since then.
Discussion was held as to other possible locations for the memorial; i.e.
Apple Grove Park in the wooded area, the government center/police station,
and the property currently owned by the Legion just south of their current
facility.
The memorial wilZ tie in well with the amory, once it is constructed in
Apple Grove Park. Visibility/awareness will be promoted by the Fourth of
July Parade passing by the park.
Russ DeFauw stated that he felt the renaming of this particular park will
not set a precedents. Each situation should be assessed on its own. The
Legion has been very good to the community, very generous.
However, there is a problem with the project funding. The Parks and
Recreation Department has had no increase of funding, VAA and RAAA youth
sports have been asked to pay fees for the city facilities usage; there
aren't enough dollars in the budget to build the memorial.
( Vernon Yetzer stated that there would be no problem with the Legion funding
the project over a two or three year period. They would like to dedicate
the project during the 25th anniversary of the city in 1994. Also, would
like to have plans drawn and the stones installed in 1994; maybe benches
during 1995.
Royal Bakke would like to have this project finalized in consideration of
Apple Valley's 25th anniversary. He also clarified that full funding means
from the first shovel of dirt to the final.
Randy Johnson stated that the initial markers could be installed by
Memorial Day 1994 with the cooperation of the manufacturers. As soon as he
_ receives the okay from the Committee, the markers can be ordered.
- Mr. Yetzer is quite confident that he can obtain additional funding from
the VFW and the Sons of the American Legion organizations to help with the
funding. The Legion would not be asking for any funding from the City of
Apple Valley.
Gharlie Maus believes the name change of the park to be the only other
issue delaying the construction. According to last month's straw vote, two
Committee members were against the change of the park name. One of those
two members was not in attendance.
Laura Steadman was concerned about the precedents it would set to change
the name of other city parks.

MOTION: by Russ DeFauw, seconded by Royal Bakke to recommend to
City Council that they accept the American Legion's
proposal of donating space in Apple Grove Park, wiCh the
exact location to be determined by City staff and
American Legion representatives, with full funding for
. the natural and direct construction to be provided by the
American Legion, City of Apple Valley to provide support;
and propose the renaming of Apple Grove Park to Veteran's
Memorial Park. Funding for the £ull project may take
more than one year ta complete.
VOTE: Yes - 4, No - 1 / Steadman, Abstain - 1 / Rankin
Tom Goodwin addressed the Committee with some late breaking news about the
potential second ice arena for Apple Valley. Mayor Branning has issued a
challenge that the decision for a second arena issue will happen in the
next three months or be forgotten for the next severai years.
Things are coming along quickly. The construction would be done next to
the current arena/sports center. The numbers are lookir►g good and Council
Member Goadwin hopes to have them available at the next Parks and
Recreation Advisory Committee meeting.
The Youth Athletic Complex proposed land (McNamara owned) east of the
City's Central Maintenance Facility bill of sale should be coming to the
City Council December 29, 1993. The next step after the land purchase
would be a bond issue. The purchase would be done with current fund
balances of the City.
ITEM #4. - New Business - Park Dedication Requirernents {new developments)
Cedar Isles Estates
This item will go to the Planning Commission January 5, 1994. Staff
recommendation is to return this proposal to the developer as unacceptable.
Recommendation is for seven contiguous acres on street for the park land.
'There was some discussion of the recommendation for sidewalks in the
development.
MOTION: by Russ DeFauw, seconded by Tina Rankin recommending
against the acceptance of this development plan and ask
that the deveZoper resubmit an alternative.
VOTE: Yes - 6, No - 0
Diamond Path Townhomes -
7 acre development - .7 acre park dedication or $14,OQ0
Valley Oaks Townhomes -
S.5 acre development - .55 acre park dedication or $11,000
Mistwood -
7.9 acre development - .79 acre park dedication or $15,800

These are corners that haven't developed, basically fill ins. All
locations have been addressed in the Comp Plan. Planning Department and
staff recommend the acceptance of cash in lieu of land because these areas
are adequately provided with park land already.
Park dedication fund balance is approximately $730,000. Some of that money
may be used to fund the youth athletic complex land purchase.
MOTION: by Tina Rankin, seconded by Russ DeFauw recommending the
acceptance of cash in lieu of land for park dedication
for Diamond Path Townhomes, Valley Oaks Townhomes and
Mistwood developments.
VOTE: Yes - 5, No - 0, Abstain - 1 / Kopischke
ITEM #6. Other
, Youth Athletic Complex
Discussion of the youth athletic complex land purchase agreement - total
acreage of the McNamara property is 72 acres, meaning the possibility of 12
multipurpose fields on 60 acres of usable space. There are some side hills
involved on the property.
The City could purchase the land in December 1993, take possession in 1995
of 30 to 40 acres with the agreement that McNamara will continue to mine
the remaining property, returning approximately 10 acres per year for City
use over the next several years. The City of Apple Valley would own the
entire 72 acres of land, but lease a portion back to McNamara.
The park would come on line after the successful passage of a bond issue.
The original 30 - 40 acres could accommodate 8 or 9 fields.
Second Sheet of Ice
As this develops, there may be a City Council worksession in early January.
Any interested Parks and Recreation Advisory Committee members are asked to
attend.
Next Meeting
Request and agreement was made to hold the January Parks and Recreation
Advisory Committee meeting at 6:30 p.m. because of the High Schooi hockey
game. Charlie Maus wiil not be attending the meeting.
Advisory Committee Openings
Currently there are no openings on the Parks and Recreation Advisory
Committee. There are no plans to fill the opening left by Connie Scheid.
Erickson Property - Schultz Property Proposed Park
Mr. and Mrs. Erickson asked for an update on the proposed park property.
Randy Johnson stated that the City could have a formal survey done in the
spring, before any development to determine the exact Iot lines.

iTEM #7, - Adjourn.
There being no further business on the agenda, the Parks and Recreation
Advisory Committee was adjaurned.

meeting at 8:50 p.m.

The next meeting is scheduled for January 18, 1993 at 6:30 p.m.
