Minutes o€ the App1e Vailey Parks and Recreation Advisory Commit�ee held
November 16, 1993 at the Apple Valley Community Genter.
PI�ESENT: Chairperson Greg Kopischke; Committee Members Royal Bakke, Russ
DeFauw, John DiRico, David Gross, Charlie Maus, Tina Rankin, and
Laura Steadman(�r�a�.r�:gsp►��; Parics and Recreation Director Randy
Jahnson; VAA Representative Jeff Krause. and RAAA Representative
Steve Reischauer.
ABSENT: No one.
Item #1. - Chairperson Greg Kopisct�ke called the meeting to order at 7:30 p.m. '
The Committee taok a few minutes to reflect on Connie Scheid's input on the
Committee and the circumstances of her death on Saturday, November 13, 1993.
Randy Johnson will prepare a letter of condolence £rom the Committee to the
Scheid family. He will also make preparations for the Apxil Advisory Commit�ee
meeting inviCing the family tc� a special tree planting dedication ceremony ia�
Palomino Park in Ms. Scheid's memory.
Item #2. - Appraval o€ Agenda.

ITEM #4.A. - New Business - Centex-Fischer Site Park Development.
The meeting packets included additional update information regarding the
proposed plans for the development located east of Galaxie Avenue, north of
140th Street and east of the Williams pipeline.
The developer's incentive for some of the changes in the plans was the
deletion of the entrance off Flagstaff. The cul-de-sac was shifted with
the 140th Street entrance, allowing three additional lots. Reasoning for
the removal of the Flagstaff access was "who is going to use that access?",
"how much of the neighborhood is being served? and "how different would
this be than any other area of the city?" The little trails between
private properties are the ones that receive the most resident's
complaints.
Total acreage value of the park dedication for this development is 7.14
acres. In lieu of cash would be valued at $20,000 per acre — $142,800.
Public works and the City Council will have to address the sidewalk issue.
Charle Maus stated that without the sidewalks, it is even more important to
have the access aff Flagstaff.
John DiRico felt that the Flagstaff access was a major issue, a sidewalk at
least along one side of Flagstaff would make the plan more palatable. There
was no benefit to the park by the addition of the three lots and the
deletion of the Flagstaff access. Properly constructed with a paved
pathway, access between two lots should not be viewed as someone's private
� _. property.
City staff have no authority to require sidewalks in a development, but
they can recomend to City Council that sidewalks be installed. City
Council policy in the past has been that there will be sidewalks installed
only if the street is a major neighborhood collector; however, none of the
streets in this particular development are considered collector streets.
The easements are there, the City can decide to have sidewalks installed at
a later date.
Tina Rankin stated that she liked the addition to Greenleaf Park and the
trail.
David Gross stated that the sidewalk point is valid; but there can be a
recommendation only, no legal responsibility. Prefer dedication scheme as
presented. Both issues are valid, pathway access and sidewalks.
Park and Recreation staff view is that the loss of the additional access
will not be a major problem. If it were a perfect world, we would have it.
Like the plan as presented.
There are three ponding areas in the development. The developer is
suggesting that the slope area next to the pond will have crown vetch or
sumac.
Since it is not currently being used to treat water, State law does not
require a fence around the well house located in this proposed development
area.

The general public will have a chance to address the plans at a public
hearing November 17, 1993 during the Planning Commission Meeting a� city
hail.
MO�ION: by Tina Rankin, second by Russ DeFauw to accept the Centex-Fischer
Site Development Plan recommending that the developer be responsible
for the stabilization of the slope with ground cover, removal of the
fence around the well house, and landscaping around the well house;
and st�`ongly recom�aend installation of a sidewal�c along Fiint/13?th
Street as a connector between Greenleaf and Faith and any ather
appropriate sidewalks.
VOTE: Yes - 4, No - 2 ZCharlie Maus and John DiRico)
DISCtJSSION: Charlie Maus liked the plan, but has a problem with the deletion of
the Flagstaff access from the plans presented at last month's Park
Advisory Committee meeting.
ITEM #4. B. New Business - Program Participation Report - Youth Athletics.
Approximately 30� of the children playing in R.A.A. are Apple Va11ey
residents. Steve Reischauer distributed copies of informa.tion depicting
the outdoor facility useage by the organization. Rosemount has suggested
charging a non-resident usage fee in 1994 for youth athletic associations.

�. Currently, Apgle Va11ey charges the youth athletic programs $35.00 per
field for weekend tournaments. The fees are used to offset the cost of
aglime, part-time salaries, etc.
ITEM #S.A. Old Business - Youth Athletic Complex Update.
McNamara gravel operation is completing their fa11 pro,jects before they
continue working on the land project with the City. Kevin McNamara will be
contacting Randy Johnson when they are ready to cantinue with the
negotiations of the sale.
Russ DeFauw is working with the School District task force for additional
classroom space. 2he District is planning a spring bond issue for
$55,OOO,Q00 and another bond issue in two or three years for an additional
$30,000,000.
David Gross feels that the City eannot afford to wait for a fali park bond
issue, at least purchase the land as soon as possible. The projected bond
issue amount for the youth athletic complex would be between $1.5 and $2
million.
ITEM #5.B. - Oid Business - Tennis/Ice Ghange at Sports Arena.
Ordinarily the change over from tennis courts to ice occurs the first week
of October. This overiaps the end of the girls' tennis finals and
eliminates their indoor practice location.

After the request from Laura Steadman at last month's meeting, Randy
Johnson and the Arena Manager Gary Pietig met with the High School Athletic
Director to discuss the situation. The high school hockey team doesn't
begin practice until the end of October. An agreement was worked out to
delay the change over a week, and allow the tennis team use of the facility
for practice.
The decision announcement was made at the high school tennis awards banquet
November 15th. Laura Steadman relayed the tennis team's appreciation.
ITEM #6. Other - American Legion Memorial at Apple Grove Park.
Mayor Branning has asked the Park Advisory Committee to reconsider their
decision regarding the renaming of Apple Grove Park, taking into
consideration the American Legion's high level of community involvement.
Committee questioned where the additional financial backing would come from
to complete the project. The American Legion has agreed to provide
$12,000; however, staff estimates show that an additional $20,000 would be
required to complete the project as designed. Would the American Legion be
willing to completely fund the project if the park were renamed to Memorial
Park?
DISCUSSION: by Committee members to change the name of Apple Grove
Park to Veterans Memorial Park in conjunction with the
American Legion fully providing funding over a period of
��" years to be determined by a committee of their
,� representatives and city staff.
John DiRieo disagrees with the concept of renaming a
park. He believes that the Committee should not
compromise its principles. This would open up the future
of renaming any of the city's parks.
STRAW VOTE: For - 5, Against - 3
Randy Johnson suggested that there may be some
commication difficulty in the transfer of information and
it would be a. good idea to have Vernon Yetzer from the
American Legion attend the December Park Advisory
Committee mesting to explain the project and its funding.
MOTION: by Charlie Maus, seconded by John DiRico to table the
above discussion information until the December 1993 Park
Advisory Committee meeting.
