October 12, 1993
Minutes of the Apple Vailey Parks and Recreation Advisory Committee held
October 12, 1993 at the Apple Vailey Community Center.
PRESENT: Chairperson Greg Kopischke; Committee Members Roya1. Bakke, �ina
Rankin (arrr�ar�:QOp.m.�, Connie Scheid and Laura Stearlman; Parks and
Recreation Directoz Randy Johnson; Park Maintenance Superintendent
Tom Adamini; Apple Valley City Planner Rick Kelley; and I2AAA
Representative Steve Reischausr.
ABSENT: Russ DeFauw, John DiRico, David Gross, and Gharlie Maus.
Item #1, - Chairperson Greg Kopischke called the meeting ta order at 7:34 p.m.
Item #2. - Approval of Agenda.
Randy Johnson requested an addition to the agenda:
Item #6. Other -
� Award from the State of Minnesota Governor's Office.
MOTION: by Connie Scheid, seconded by Royal Bakke to approve the
agenda with the requested addition.
VOTE: Yes - 4, No - 0
ITEM #3. - Approval of September 1993 Minutes.
This item was tabled due to the lacic of a quorum attending from the
September meeting.
ITEM #4.A. - New Business - Centex-Fischer Site Park DevelopmenC.
The proposed plans �or the development located east of Galaxie Avenue,
north of 140th Street and east of the Williams pipeline was brought to the
Parks and Recreation Advisory Committee for informational purposes only.
The proposal has not been officially submitted to the Apple Valley City
Council yet.
Greg Kopischke is the consulting planner on the Centex project and will be
abstaining from any decision making procedures of the Advisory Committee
regarding this project.

Rick Kelley believes that the development proposal for the adjacent
property to the east will almost simultaneously be brought to the City for
consideration with the Centex-Fischer proposal.
Total acreage of the Centex-Fischer development area is approximately 72
acres, translating into 7.2 acres of park dedication. The City of Apple
Valley already owns the rights to Outlot B. The proposal is to add this
and the small area directly south of Outlot B to the Greenleaf Park area.
Staff envisions a playscape, sand volleyball court and asphalt basketball
pad for this area. The pathway would be 8' wide along the west side of the
development. Some ponding will also need to be done on the west side.
There was some additional discussion regarding the opportunity for trails
and/or sidewalks along the streets in the development. City policy for the
last ten years or so has been that there will be no sidewalks unless the
street is a major neighborhood collector.
Mr. Kopischke's purpose in bringing this development plan to the Park
Advisory Committee was to obtain feedback from the Committee members to be
taken to Centex.
Committee consensus was to informally endorse the proposed plan as
presented.
ITEM #S.A. - Old Business - Youth Athletic Complex Update.
Mr. Johnson feels that the City staff has made some progress in
�"' negotiations with Kevin McNamara for the property east of Central
Maintenance and west of Eastview Athletic Complex. Approximately two weeks
ago, Mr. Johnson reviewed the appraisal with Mr. McNamara and he indicated
that he would be getting back to the City soon.
Staff's inclination is to purchase the land by the end of 1993 and put
together a bond issue for development of the complex in early spring of
1994.
Steve Reischauer presented copies of the participant numbers complied by
Rosemount Area Athletic Association (RAAA) . The report shows a major
portion of their participants come from the eastern portion of Apple
Valley.
The City of Rosemount has indicated to RAAA that they will in the very near
future be addressing the issue of user fees for non-residents, and the
resident participant percentage basis for field usage.
Randy Johnson stated that 1993 has been a very good summer because of
people like Jeff Krause of the VAA and Steve Reischauer and their
willingness to cooperate in the usage of available field space, etc.
However, spacewise, the City is very tight and the number of programs and
participants continue to grow each year.

ITEM #S.B. - Old Business - American Legion Proposal.
Randy Johnson and Tom Adamini have been periodically meeting with the
Legion representatives regarding the veterans memorial. The
representatives were willing to contribute approximately $12,000 towards
the construction of the memorial site in Apple Grove Park only if the park
name were changed to "Veterans Memorial Park." Review of the construction
plans xeveal that costs could run as high as $30,000 to $35,000 for this
project as it is currently designed.
City policy has been not to change park names for existing parks; however,
offer was made by staff to attach a name to the specific secCion of Apple
Grove Park which contains the memorial. The Legion representatives
declined the offer.
- ITEM #6. - Other
AWARD - Mr. Johnson distributed copies of a recent newspaper article
regarding the OWQBOPTE seasonal crew working £or the City of Apple Valley.
OWOBOPTE participants are adults with developmental disabilities along with
a site supezvisor who do routine maintenance-type work at the recreation
facilities for the City of Apple Valley. In recognition af the City's
commitment to the program, the State of Minnesota Governor's office awarded
the City a certificate of commendation piaque last week.
Zn addition to OW�BOPTE, the Park Department continues to work with the
Twin City Tree Trust and Sentence to Service (STS) groups.
For 1994, the cities of Apple Valley, Eagan and Lakeville are attempting to
form a cooperative group using the STS crews. The cities plan to hire a
site supervisor and Dakota County will provide the work crew. Crews and
supervisor would rotate between the cities. Essentially the cost involved
for Apple Valley would be the dollar value of two seasonal employees'
salaries.
- Laura Steadman questioned the reasoning behind the transformation from
tennis courts to ice rink at the sports arena in early October. She stated
thar the tennis program has not yet finished for the season and the high
school hockey program will not be starting for a couple of weeks.
Mr. Johnson answered that the original agreement set up approximately 15
years ago with the school district stipulated that the ice wouid be
installed the first week of October. He also suggested that Ms. Steadman
address the issue with the high school athletic director, with the
understanding that it takes almost two weeks to make the changeover from
tennis c-ourts ta ice.
ICE COI�IUNITY UPDATE -
Rosemount is scheduled to come on liae in January 1994,
Lakeville has rnet all the goals and should be breaking ground saon,
Eagan has no change in status.
- Planning estimates show that Apple Valley will continue to grow in
population into the year 2000 with the potential of 1,000 to 1,500
residents each year.

There being no further business on the agenda, the Parks and Recreation
Advisory Committee was adjourned.

meeting at 8:38 p.m.

Next mesting is scheduled for November 16, 1993.
