PRESEN'C: Chair.man Greg Kopischke; Committee Members Royal Bakke, Russ DeFauw, John DiRico, David Gross, Charlie Maus, Tina Rankin, and Laura Steadman; Parks and Recreation Director Randy Joh�son; Associate Planr�er far Apple Valley Meg McMonigal; VAA Representative Jeff Krause; and 14 members of the public. � ABSENT: Connie Scheid. Item #1.- Chairman Greg Kopischke called the mesting to order at �:35pm. Item #2. - Approval csf Agenda. MOTION: by Chazlie Maus, seconded by John DiRico to approve the agenda as presented. V�TE: Yes • 8, No - 0 ITEM #3. - Approval o£ May 1993 Minutes. MOTION: by Russ DeFauw, seconded by CiZarlie Maus to a�prove the May 1993 minutes as prasented. VOTE: Yes - 8, No - 0 ITEM #4.A. - New Business - Review Site Plans for "Schultz Prope�'ty" Development. Randy Johnson presented £or review, a proposed plan board for the property located neax 13$th Street and Pennock Avenue. A handout with similar information was delivered to the neighborhood residents during the week of June 10. Photos of typical playscape equipment already in some of the Apple Valley parks were available also for review. The hilly terrain of the property limits what can be included as amenities in the park area. The Park and Recreation Depattment would like to minimize the impact to the land. Proposed amenities include a playscape, asphalt pad for 4 square, basketbail rfm, t-�ao pathways, a six to eight car parking lot, and an ice rink dur:ng the winter. Committee :aembers have discussed sever�l options pzior to this meeting and are now seeking neighborhood input far the • • property development. The development of the property is in the planning stages this year and construction can begin in 1994. RESIDENT COMMENTS: Peter Jackson - 13705 Pennock Avenue Fairly good plans, except the parking lot. The lot wouid be below street grade. May have an element that comes in for party area. Proposing a neighborhood park, not a park you have to drive to. Suggest eliminating the parking lot and using that money for a more diverse trail system into tha wooded area. Marilm Afdahl - 13783 Guild Avenue Suggested polling the group present to see who is in favor of the parking lot. Would like to see this as a neighborhood park, easily walked to. Joe Madryga - 13735 Pennock Avenue Doesn't believe the size of the park qualifies for any parking spaces. Doesn't see people from all over Apple Valley coming to this park; it's not an attraction for the whole city. Baseball and softball field would be a different situation. Street parking helps people drive slower when there are cars parked. oug Hlas - 13572 Harwell Path Repeated Mr. Jackson's thoughts - doesn't see a real need for people to drive to the park. Parking lot money could be used for a walking trail or tennis court. Playground is a good attraction. Mr. Johnson stated that the property size doesn't allow for a full sized tennis court; and there are already several in the area. Jim Greene - 7735 138th Street West Ney vote for the parking lot - it's a lower area, attraction for accidents. Doesn't believe the skating rink will attract a lot of people because of its size. Marv Erickson - 13660 Pennock Avenue Questioned the amount of land to be used for the park, the lot line lacation, and wanted assurance that the land will maintain a natural level with no major clearing being done. Pir. Johnson stated that the availability of the three lots on the east side of the property will be determined at a later date. Originally they were intended to be sold to help cover the costs for development of the rest of the park land. The surveyor will be asked to contact Mr. and Mrs. Erickson in the spring regarding the lot line (1,000 feet of shared boarder between the park and the Erickson's property) . No rnajor clearing is planned for the park. � � • L�,d� _Parish - 138i1 Pennack Court Thrilled that the City is putting in a park with a playscape. Wildwood has been their other option. Not sure of the parking loC. Rhonda, An erson - i3832 Pennock Court Stated that since there are no lights in the park, night skatirig would be out. Many of the residents voiced their concerns about a parking lot being an attraction of a lawer element that may want to party out of siCe. There are on� or two beer parties esch year already on the property. COMMITTEE COIrIl�tENTS: David Gross Suggested staging the park in, sans the parking lot. Safety was an issus, but Pennock traffic count has been down since the Zoo Road was completed. Russ DeFauw The parking lot will be an issue for the skating rink in �he winter. The group is talking a lot about potential parties, kids and parked cars being a safety issue. M�:g McMonigal Stated that there is a sidewalk planned on the east side of Pennack. Money has been collected by the City along with the development fees, but the city didn't want to install it in by pieces. Laura Steadman Believes that if the youth want to go to the park to drink, thev're going to go; the park�ng lot won't make a di£ference. The Committ�e needs to look at the saf�ty issue. Tina Rankin The intent was for the local people to use the off street parking. Understand the concerns about the parties. Police may be more likely to check the area if there is a parking lot. If one kid gets run over, it's too late. If we wait on the parking lot installation, we cauld gossibly put in a sand volleyball court. Greg Kopischke Not in anticipation of a lot of parking. Maybe parking on the street will be adequate. The Committee couid request that the Public Works Department look at *he optivn for street parking. 3 � • Royal Bakke Think it's a park that a lot of people will walk to. Tennis court may be something to consider. RESIDENT COMMENTS �Qaarraonat�: Jim Greene - Regarding the children's safety issue - under the age of five, there are 11 or 12 living in the area of the park. Nature walk area is a great idea. Don Ericksvn - Questioned the chain of approval for the plans, and what happened to the � pians for the Granada street stud to be used for parking? Mr. Johnson replied that once the Parks and Recreation Advisory Committee approves the plans, they would then go on to the City Council. The Granada stub parking looks good on paper, but peopie tend not to use parking that distance from the play area. COP4IITTEE COMMENTS (addlt�wurn: John DiRico The volleyball court is a good idea. Cars park on the street at Palomino Park all the time. There will be people to go there even if there is no parking lot. There will be houses across the street that the kids will be going to. Suggest prohibiting parking along the park side of the street if there is no parking lot. Charlie Maus The Cammittee has been working on this project and wanted to do it for a long time. Parking lot was for the safety concern. Understand the residents concern for the lot. If you left out the parking lot and the ice rink, there could be a volleyball court. The trail will also attract the teenagers. There is a general consensus among these residents that volleyball as opposed to the parking lot would be better. Greg Kopischke When the Committee first looked at this project, the user group was focused on small kids that like to have something in close proximity to their homes that they could walk or bike to. Suggest holding off on the parking lot issue, but go ahead with the playscape and bituminous pathways. There has been some discussion about additional trails, but suggest waiting until the people get into the park and the trails begin to form. Time will tell where they'll go. Maybe sand volleyball, see how it will fit. Tennis court is a nice idea, but kids will want to go to a real (regulation size) court. We don't want to disrupt the area too much. �; • • Randy Johnson A sand vqlleyball court measures 30' x 60' at the interior and SO' x 90' with the timbered edges. A six car parking lot is too small to accommodate a volleyball court. A tennis court is much bi�ger than the volleyball court. Bocce ball and horseshoes are opti�ns. The City will clear the trees on the west side that are growing wild nnw. The berm will be grass. Pathway will be aglime (drains off better) . Priority will be to save any big trees that are there. The reside�ts thanked �he Gommittee for inviting them to the meeting and hearing their views. MOTION: by David Gross, seconded by Tina Rankin to continue with � the plans for ths park development without the parking lot right naw. Continue to monitor the parking situation and if a lot becomes an issue, notify the neighborhood residents. VOTE: Yes - 6, No - 2 (Russ DeFauw and Charlie Maus) COMMENTS: Charlie Maus - Have to give the residents a chance to come back and give them a better idea of what will fit. Russ DeFauw - Fear that the Committee will come back and put in a parking lot. Could request "no parking" on the street. MOTION: by Russ DeFauw, seconded by Charlie Maus Eormally requesting the C�ty of Apple Valley to post 7:00 a.m. to 10:00 p.m. "no parking" signs on the park side of the street to address the safety issue, but allow parking on the opposite side of the street. VOTE: Yes - 8, No - 0 Item #4.B. - New Business - Request From Citizen to Close Access Trai1 to Alimagnet Park. Mrs. Turgeon of 431 Reflection Road contacted Mr. Johnson at the Parks and Recreation office on June 8th. She reported problems with a large gathering of teenagers using the access trail to [he park June w. Mrs. Turgeon was unable to attend the Advisory Committee mesting. David Gross - If we close this trail, half of the area would be inaccessible. Adamantly apposed to closing the trail. The whole idea was for a natural area. Some of the Committee members visited the Alimagnet Park area and found that Mrs. Turgeon's home is approximately one block away from the access. Reportedly the June 4 incident was an isolated :ncident, similar to a hi�n school senior partyy. Other neighbors in �he area �ave had no proble�s. � • • MOTION: by Greg Kopischke, seconded by John DiRico that the Committee feels this is an important access to the park and that we need to keep it open, but recommend that if Mrs. Turgeon has any further or reoccurring problems that she contact the public safety department (police) . VOTE: Yes - 8, No - 0 Item #S.A. - Old Business - Verbal Update on Youth Athletic Complex. Mr. Johnson is working with Real Estate Broker Ray Connelly to have an analysis completed on the McNamara land between Eastview Athletic Complex ' and the City's Public Works facility. A numbers update should be available at the next Advisory Committee meeting. Item #6. - Other. A.) Mr. Johnson wrote a letter to Bernie Dusich of the Apple Valley Hockey Association regarding a recent hockey association newsletter article. The article reported that by raising $10�,000 in funds, an arena could be built in Apple Valley. Councilmember Goodwin had a concern about the association getting the wrong information. . . they raise $100,000 and expect an arena, but the City Council says "no, they need $200,000 or $300,000. Mayor Branning is quite supportive of a second sheet of ice without raising taxes. B.) Mr. Johnson issued an invitation to the Ring-Around-the-Arts festival on June 19. Artists' displays and activities will be set up around the City's ring route. The event is co-sponsored by the City of Apple Valley. Item #7. - Adjourn. There being no further business on the agenda, the Parks and Recreation Advisory Committee meeting was adjourned.
