Minutes of the App1e Valley Parks and Recreation Advisory Committee held
May 18, 1993 at the Apple Valley Community Center.
PRESENT: Chairman Greg Kopischke; Committee Members John DiRico, Charlie
Maus, Connie Scheid and Russ DeFauw; Parks and Recreation Director
Randy Johnson; Park Maintenance Superintendent Tom Adamini;
Assaciatie Planner for Apple Valley Meg McMonigal; Visitorj�bserver
Laura Steadman.
ABSENT; Tina Rankin, David Gross and Royal Bakke.
Item #1.- Chairman Greg Kopischke called the meeting to ozder at 7:3Spm.
Item #2. - Approval of Agenda.
MOTION: by Connie Scheid, seconded by Charlie Maus to approve the
agenda as presented.

ITEM #3. - Approval of April 1993 Minutes.

ITEM #4.A. - New $usiness - Introduction of Potential New Committee Member -
Laura Steadman
Ms, Steadman has been recommended as the Youth RepresentaCive to the Parks
and Recreation Advisory Committee. She's a sophomore at Apple Valley High
Schoo7. and recently was hired as a tennis instructor at the sports arena
for the City of Apple Valley. Her application for appointment to the
Committee will be taken to the City Council meeting May 27, 1993.
Item #4.A. - New Business - Review Sketch Plans for "Schultz Property"
Development.
Mr. Johnson put together three preliminary sketch plans of the property for
discussion purposes. The dollar amounts for each item are based on recent
projects done in other park areas of the city by the department.

Item #4.B. - New Business - On-Site Visitation to Schultz Property.
After some review of the preliminary plans, the Committee moved to the
property location where they were joined by two neighbors of the property,
Mr. and Mrs. Erickson for on-site review. Connie Scheid mentioned a
traffic concern for the entrance to the park.
Mr. Adamini suggested that the best location for the skating rink may be in
the northern section. There is a tendency to have little or no grass grow
during the summertime where there is an ice rink in the winter.
Aesthetically it may be better placed on the north section of the property
rather than in the center.
A small parking lot of approximately six to eight stalls for off street
parking was discussed with the possibility of installing a basketball hoop
at the back. Mr. Johnson suggested completing the development in phases
and leaving the backend of the property as natural area.
Item #4.B. - New Business - On-Site Visitation to Galaxie Park.
This playscape is the latest installation. The timber edging was done by
the Tree Trust volunteers. The swings, climbing apparatus and a couple of
spring animals cost between $18,000 and $20,000. The life span is budgeted
at approximately 15 years.
Item #/+.B. - New Business - On-Site Visitation to Apple Ponds Park.
This 4.2 acre site will have play equipment, a sand volleyball court,
( basketball court pad and softball backstop. On street pazking is available
for this park.
A majority of the construction planning for the park was done before most
of the surrounding houses were built. When the residents moved in, the
City was able to give them a copy of the plans for the park development.
The Advisory Committee then returned to the Apple Valley Community Center to
continue the meeting.
Mr. Johnson will have a color board created and available for the June
Parks and Recreation Advisory Committee meeting. He also suggested
inviting the Schultz property neighbors to the meeting for their input on
the development plans. Committee recommendation was to focus on sketch
plan A.
Item #5. - Old Business.
A.) Mr. Johnson has talked with an appraiser for the McNamara property
and should have more information for next month's meeting.
B. ) Lakeville arena fund received a $180,000 donation from an individual
family. The donation puts the fund over the top for the required
money for the project to begin.
C.) Rosemount's arena/armory is on line for their opening in December.

D.j From Ms. Steadman's point of view, it laoks like the Ring-ette
program will be successful. They had a very good first year and st�ow
potential to continue.
E.) Mr. Johnson outlined the Parks and Recreation Redwood pool swim
lesson registration policy for 1993. The policy is geared towards
serving Apple Valley residents first and non-resid�nts on a first
come-first serve basis after that. There may be some backiash from
non-residents because of the change in registration procedures from
previous years.
F.) Reminder that the Ring-Around-the-Arts Festival is scheduled for June
19, 1993. Co-sponsored by the City of Apple Valley and running from
approximately 10:00 a.m. to 7:00 p.m. with 50 artists, a childrens
area, etc. The main event will be set up between the App1e Valley
Theater and the health care facility. Committee is asked ta pass the
word along to anyone that may be interested.
Item #6. - Other.
Summer Parks and Recreation brochures were delivered to the App1e Valley
residents on or before May 14, 1993.
Mr. Johnson distributed the Parks and Recreation staff jerseys to the
Committee members.

There being no further business on the agenda, the Parks and Recreation
Advisory Committee meeting was adjourned.
