March 16, 1993
Minutes of the App1e Valley Parks and Recreation Advisory Committee held
March 16, 1993 at the Apple Valley Community Center.
PRESENT: Chairman Greg Kopischke; Committee Members lohn DiRico, Charlie
Maus, Russ DeFauw and David Gross; Parks and Recreation Director
Randy Johnson; VAA President Jeff Krause.
ABSENT: Tina Rankin and Connie Scheid.
item #1. - Chairman Greg Kopischke called the meeting to order at 7:35pm.
Item #2. - Approval of Agenda.
MOTION. by Russ DeFauw, seconded by John DiRico to approve the
agenda as presented.
VOTE: Yes - 5, No - 0
ITEM #3. - Approval of February 1993 Minutes.
Page #3 should read - John DiRico: View the olympic size rink not as
a necessity. As a member of. . . . .

MOTION: by John DiRico, seconded by Charlie Maus to approve the
February 1993 minutes with the noted changes.
VOTE: Yes - S, No - 0
ITEM #4.A. - New Business - Revised Park Dedication Ordinance for
Commercial/Industrial Property.
Currenrly $20,000 per acre is the rate for park dedication in Apple Valley.
Based on the sale price of Apple Valley property, the Park Department and
Planning and Development Department staffs have held some preliminary
discussion on raising the park dedication fee for commercial/industrial
property.

The City of Lakeville uses "fair market" price in determining park
dedication requirements and staff recommends the City of Apple Valley use
the same approach. This type of fee calculation will eliminate the need to
periodically increase the park dedication rates; as the market value of
land increases, so will the park dedication rates.
"Fair market" would be determined by the City's Community Development
Direetor, Parks and Recreation Director and the Developer. The Parks and
Recreation Advisory Committee experience could be used for major projects.
There are some $20,000 per acre pieces of property still remaining in Apple
Valley: however, most downtown properties are 2� to 3 times that amount.
After Committee endorsement of the proposed amendment change, Mr. Johnson
will have the City Attorney draft a form to take to City Council for
approval by this summer.
MOTION: by David Gross, seconded by Charlie Maus to recommend the
"fair market" value approach to park dedication fees for
commercial/industrial property in Apple Valley.
VOTE: Yes - 5, No - 0
ITEM #4.B. - New Business - Revise Comprehensive Plan - Neighborhood Parks' Size.
On the basis of the Youth Athletic Needs Study Report, Parks and Recreation
staff recommends that the Comprehensive Guide Plan for neighborhood parks'
size be increased to generally a minimum af 5 acres, but ideally 10-15
acres. The original model of every neighborhood with a little "pocket"
park doesn't work well. Suggestions is that new parks should be modelled
after Huntington or Hagemeister parks to be large enough to include a
community playfield area, shelter building, etc. Idea would be to have one
nice park rather than 4 quasi parks.
MOTION: by David Gross, seconded by John DiRico to recommend the
revision of the Comp Pian to include "Neighborhood parks
should generally be a minimum of 5 acres in size, but
ideally 10-15 acres in size to accommodate on-site
parking, a play field, skating rink and shelter building"
to #4 of the Goals and Policies section.

ITEM #4,C. - New Business - Update on Youth Athletic Complex/Indoor Skating
Arena.
Mr. Johnson distributed copies of a March 13, 1993 Minneapolis Tribune
newspaper article about the decrease in hockey popularity in Minnesota.
Mayor Branning has declined to recommend use of City tax dollars to
construct a youth athletic complex. He understands the benefit such a
complex may have, but he suggests investigating the possibility of the
gravel operation developers giving park dedication land when the gravel
areas are rezoned. The Planning Department is researching the possibility

of such a proposal: however, they're not sure the City codes would all,ow
this approach. Developers may be required to give park dedication only
when they do the actual construction. 1400 acres are under consideration
for gravel operations rezoning.
ARENA UPDATE -
The City Finance Department has investigated and found to be possible the
sale of revenue bonds for the new arena project, if the Citq of Apple
Valley would be backing the bonds.
Mayor Branning seems quite positive about the idea of including the
$150,000 to $18�,004 per year expenditure for ope�ation of the arena into
the City's general fund budget. That may require raising taxes or
adjusting the current City budgets to so thoiugh.
Independent School District #196 School Board Chairman Don Westerhausen and
Director of Secondary Education John Hanson seem to be accepting of the
idea of constructing a second arena adjaeent to the Apple Valley high
school. They want to make it very clear that no school tax dollars will be
expended on the project.
Jeff Krause stated that the Valley Athletic Association Board's standings
on the proposed arena project is approximately 50-50 now. Mr. Krause feels
that the arena and youth athletic complex shouid not be mutually exclusive
of each other. The point is that it's for the kids. If they can be done
together, why not?
Russ DeFauw proposed that if it's to be done, putting the items on the same
bond issue, but making separate issues and maybe including another item for
park improvements.
There was some discussion as to an arena pulling down the other project.
because of its perceived benefits or lack of to the majority of the public.
ITEM #4.D. - New Business - Joint Meeting wiCh City Council - Thursday, March
18 at 8:00 p.m.
(Note the time change for the meeting. ) The Parks and Recreation Advisory
Committee members have been invited to c�cy xail at 7:30 p,m. , Thursday,
March 18, 1993 for a joint work session meeting with the City Council.
Items for discussion may include:
1) Park DedicaCion Fees - Commercial/Industrial.
2) Athletic Complex and Skating Facility.
3) Youth Representative Member to the Parks and Recreation
Advisory Committee.
4) Recommendation of a Larger Park Department Budget.

ITEM #5. - Old Business
A) Mr. Johnson proposed that as spring arrives, having the City
Architect draw up preliminary plans for the Schultz property park
area. The area neighbors may be invited to bring their input to the
May 1993 Advisory Committee meeting.
B} After a record year ending March 3, the outdoor skating rink
maintenance has been terminated for the season.
ITEM #6. Other
City Council will be appointing an eighth member to the Parks and
Recreation Advisory Committee in April 1993 - Mr. Royal Bakke.
ITEM #7. - Adjourn
There being no further busiaess on the agenda, the Parks and Recreation
Advisory Committee meeting was ad�ourned.
