December 15, 1992 at the Apple Valley Community Center.

I2EM #4,A. - New Business - Receive Report froffi Youth Athletic Needs Study
Committee
In the fall of 1992 the City Council of Apple Valley created a Youth
Athletic Needs Study Committee (YANSC) to analyae the state of youth sports
in Apple Valley. The Committee members were introduced;

Karen Edgeton - Planning Co�ission for the City of Apple Valley
JoAnne Ellison - Directar o£ Community Education and District Demographer

Jeff Krause - Valley Athletic Association
Steve Reischausr - Rosemount Area Athletic Association
Tom Swoope - Valley Athletic Association

Copies of the entire Youth Athletic Needs Study Committee report are
available at the Parks and Recreation Department office.
An important point to keep in mind when reviewing the document is that the
number of participants reported in the overall youth athletic programs does
not equate to the number of children that participated in youth sports.
Some children participated in more than one sport. Very few participated
in more than one sport at a time, but they may have participated in two or
three over the course of a year.
Tom Swoope presented a bar graph depicting the recommended national
standards for recreation properties in comparison with Apple Valley. In
each case, Apple Valley falls below the recommended standards. All
recreation properties within the city were considered, school district,
privateiy owned and municipal.
1'he School District population projections show a more significant youth
population decline after 1995 than the City or Met Council. JoAnne
Ellison, the School District Demographer, is taking a very conservative
approach to the development of the city's gravel pit areas. The City and
Met Council do take these gravel areas into consideration, but at varying
degrees.
The Parks and Recreation Department receives approximately SO to 60
complaint calls per year regarding the playing of organized sports on
neighborhood park fields. There are also a number of indirect complaints
from the pubiic received by the maintenance crews as they go about their
daily wflrk in the park system. .
Jeff Krause reported that the Valley Athletic Association (VAA) has also
received a number of calls pertaining to the same concerns. . .parking
situations, children running into the streets, general safety issues.
Robin Curran questioned whether there had been any requests for handicap
children's athletic leagues in Apple Valley.
Randy Johnson stated that there have been some inquiries and it may be
something to consider in the future. Burnsville currently offers adaptive
recreation leagues for children with handicaps.
YANSC contained their focus on where the City stands today and where it
will be standing in the future for youth athletics. It did not present any
recommendations.
Tom Swoope stated that the Committee focussed on youth leagues, but in the '
future there will be increased pressure for young adult leagues £or those
too old for VAA or RAAA, but want to continue in their sports.
Council Member Tom Goodwin stated that the City Council wanted a nesds
assessment survey first and thea if there were any recommendations as a
result of the study, it should come from the Parks and Recreation Advisory
Committee.
Roger Tadsen reports that he is ready to organize a campaign for a youth
athletic comples. He has drafted a letter to the parents of all VAe1 and
RAAA participants requesting that they show their support by signing a

petition in response to Council MembEr Bob Erickson's let�er in �he local
papers requesting citizen input for the use of the approximate $3 million
the City has available. VAA has apprapriated $1000 towards postage cos;.s
to mail the letter. Mr. Tadsen hapes to present the petition to the Ci4y
Council in January 1993.
Council Member Goodwin reported that there have beex� a few other
suggestions for the $3 million as a result of Council Member Erickson's
1,etter in the papers; cut property taxes, a new cit^y hall, buy dc�wn the
Gity's debt load. The State Legislature does not look favorable on City's
with large fund balanc�s. They could penalize the City with a loss of
State Aid funds.
He fesls that January 28th would be a good time to present the petition to
the Ci,ty Couneil. The City Goal Setting session has been temporarily
placed on hold and there is no time limit to spend the money.
Acting Chair Tina. Rankin thanked the Youth Athletic Needs Study Committee
for their hard work in putting the report together and suggesCed that a
recommendation be taken to the City Council on December 22, 1992.
MOTTON: by Charlie Maus, seconded by John Di.Rico recommending to
the Gity Councii that the time has come to take any
appropriate action to aequire additional athletic
facilities. The Youth Athletic Needs Study Committee
report indicates that without action saon, children wi11
be turned away from participating i.n youth sports due to
a shortage of facilities.

Randy Johnson invited anyone interested to be at the next City Council
meeting on December 22, 1992. The next natural step will be the City's
Goal Setting meet:.ng where the City CQUncil will be setting goals for 1993.
Item #ts.B. - New Business - Review 1993 Park Maintenance Worklist
Tom Adamini led the presentation of the 1993 park projects work iist. He
distributed copies of the work list and the routine details for the Park
Maintenance Department.
The 1992 theme was a strong emphasis on playgrounds. The 1993 theme is to
go back to recently develoged parks and do some top d�:essing and seeding,
do some straightening to complete these parks.
Some of the projects on the list are carryovers from 1992 that could not be
completed in the time frame.
Randy Johnson reported that there may be some items on the list to be
considered for park dedication funds. Typically the Parks and Reereation
Advisory Commit�ee discusses the proposed park dedication fund projects at
their February meeting each year.
Tom �damini stated �hat the �Saintenance Department would like to pursue
more aggressively the establishment oi �ildflower plantings for two

reasons. . . it looks good and it would not have to be mowed. One area for
consideration is the hill at Lac Lavon Park, another is the public open
area on 160th Street west of Cedar Avenue where the water table is very
high. Suggestion was made to contact the Apple Valley Gardenettes Club to
inquire about their interest in being involved with the plantings.
Charlie Maus complimented Tom Adamini on the good job he is doing within
Lhe Department.
There will be a continuation of the County Road 42 beautification project
from last year. The plantings along the highway will be continued from
Gardenview Drive to Hayes Road.
Another of the projects on the work list is the maintenance of hockey
boards. The staff has been working with the School District staff on a
possible split 50/50 on the cost of the Valley Middie hockey boards. This
project could cost $5,040 - $b,000. It will also be one of the projects
that staff will ask park dedication funds for.
Item #4.C. - New Business - Winter Parks and Recreation Brochure
All Committee members present reported receiving a copy of the Parks and
Recreation Department winter brochure in the mail recentiy. On the inside
cover of the brochure is the Message from the Director announcing the
public meeting on Tuesday, January 19, 1993 to solicit comments fxom
residents as to how the parks and recreation services can be made more
accessible to individuals with disabilities.

Randy Johnson will keep the Committee members posted as to the City's Goal
Setting session dates.
Item #6. - Other
City Cauncil approved in the 1993 City of Apple Valley budget between
$6,000 and $7,000 to be used to offset the cost of handicap accessibility
programs for parks and recreation programs. Any new recreation faciiity
projects will be fuliy handicap accessible.
Item #7. - Adj ourn
There being no further business o� the agenda, the Parks and Recreation
Advisory Committee meeting was adjourned.
