PARKS AND RECREATION ADVISORY COMMITTEE
October 20, 1992
Minutes of the Apple Valley Parks and Recreation Advisory Committee held
October 20, 1992 at the Apple Valley Community Center.
PRESENT: Chairman Greg Kopischke; Committee Members Connie Scheid, David
Gross, Charlie Maus, and Russ DeFauw; Parks and Recreation Director
Randy Johnson; and VAA Representative Chris Dalhed.
ABSENT: John DiRico and Tina Rankin.
Item #1. - Chairman Kopischke called the meeting to order at 7:37pm.
Item #2. - Approval of Agenda.
MOTION: by Charlie Maus, seconded by Russ DeFauw to approve the
agenda as presented.
VOTE; Yes - 5, No - 0
ITEM #3. - Approval of September 1992 Minutes.
MOTION: by David Gross, seconded by Charlie Maus to approve the
September 1992 minutes as presented.
VOTE: Yes - 5, No - 0
ITEM #4.A. - New Business - DNR Fishing Pier Lac Lavon.
Randy Johnson distributed for Committee review, notebooks with pictures of
fishing docks that have been installed at various locations by the
Department of Natural Resources (DNR) . Over the last few years the Parks
and Recreation Department has submitted and resubmitted proposals to the
DNR for the installation of a fishing pier to be installed at Lac Lavon.
AI1. DNR. requirements have now been met and they have agreed to install the
pier in 1993. Parks and Recreation will be providing a front-end loader
and operator to assist with the installation of the pier. The pier wiil
require little maintenance and will remain in the lake year round. Trout
fish have already been stocked in Lac Lavon Lake by the DNR.

The fishing dock currently located at Lac Lavon was donated by the
Minnesota In-Fishermen's Club. The Club has give its approval to have the
dock moved to a new location at Farquar Lake to make room for the DNR's
larger fishing pier at Lac Lavon,
MOTION: by Russ DeFauw, seconded by David Gross to accept the
DNR's proposal of a fishing pier to be installed at Lac
Lavon with the Minnesota In-Fishermen's donated dock to
be moved to Farquar Lake.

Item #S.A. - Old Business - Verbal - Youth Athletic Needs Study.
The Youth Athletic Needs Study Committee held their first meeCing last
week. They are requesting from Valley Athletic Association (VAA) ,
Rosemount Area Athletic Association (RAAA) , Rosemount Area Hockey
Association (RAHA) and Apple Valley Hockey Association (AVHA} a complete
breakdown of the number of Apple Valley residents and ages that participate
in their programs. The Committee will also work with JoAnne Ellison's
demographic reports for the Independent School District #196.
After �ooking at all of the rough data, the Committee will be determining
the outdoor and indoor recreational facility needs of the Apple Valley
youth. Councilmember Goodwin's focus is to investigate the need for a
youth athletic complex; however, when the National Guard armory is built
there may be a possibility of having an additional gym floor constructed
also.
Item #S.B. - Old Business - Park Dedication Fund Review.
� The Park Dedication Fund is approximately $i00,000 above the 1992 spring
pro�ections. There are still some outstanding items (approx. $10,000) that
will be going through the Finance Department records yet. There will be
additional funds received as more building permits are completed and the
fund account interest is accrued. According to the Parks and Recreation
Department estimates, the fund balance should be approximately $b35,000 on
December 31, 1992.
Randy Johnson and other members of the staff have already completed the
year-end site review of all of the parks in Apple Valley to determine a
proposed pro�ect list for 1993. The list should be avaiiable at the next
Advisory Committee meeting. One item on the proposed list is a trail for
Alimagnet Park. Three or four different surface types are being
investigated. The cost estimate will be in the neighborhood of $10,400.

Item #6. - Other.
Mr. Johnson reported on the two day C.O.P. seminar he attended in Brooklyn
Park with the Apple Valley Police Chief and City Administrator. The
seminar reviewed a new type of police program to promote public
involvement. The Parks and Recreation facilities and staff could become
involved in the program by providing a public location as a non-hosti.le
meeting place £or individuals, police officers and public staff to answer
concerns and questions regarding the Apple Valley neighborhoods.
David Gross drew the Committee's attention to the recent letter written to
the editor of the local paper by Larry Larson of Valley Middle Sehool. The
article titled "AV parks enjoyable" gave credit to the Apple Valley Parks
and Recreation Department for its outstanding work and vision.
Item #7. - Adjourn.
There being no further business on the agenda, the Parks and Recreation
Advisory Committee meeting was adjourned.

meeting at 7:59pm.
