PRESENT: Chairperson Greg Kopischke; Committee Members Connie Scheiti, David Gross, John DiRico, Charlie Mau�, Tina Rankin, and Ru�s DsFauw tarrivmd at 6:58pn�; City Council Member Tom Goodwin; Parks and Recreation Director Randy Johnson; and Recreation Supervisor Randy Quale. ABSENT: No one. Item #1. The meeting began at 6:45pm. Maps of Al.im�gnet park were available for viewing. Ther+e was some discussion of the location for additional parking; 65' is required for two latles of parlcing spaces with an aisle between them. Sunset Park is located near the northeast corner of Alimagnet Park and Comm�it�ee suggested looking at this area for a canoe launch la�er on. There are no parking spaces at Sunset Park. The pathway runs between the houses. The Com�aittee also diseussed possible entrances for Alimagnet Park. Council Member Goodwin reports t►earing from the public that thsy would iike to have pathways for walking through the park. Randy Johnson reparts that Councfl Member Bob Erickson would like to see an access off Gardenview Drive. If there is going to be a full blown interpretive c�nter in the park, then Mr. Goodwin feels this is the way ta go for an entrance. Tina Ranking feels that for walking purposes, the parking should b� as close to the street as possible. If the purpose is for a canoe launch, then the parking should be closer to the lake. Chairperson Kopischke stated that it would be nice to have 10 - 12 parking spaces farther back from the street for people who want to x-countiy ski in the winter. The $65,004 estimate could be decreased by approximately 208 if the parking is closer to the street. The original concept was to put a picnic area in the center of the pa�k. The Committee believes this would require a lot of devastatian to the trees. Time out was called from 7;OOpm to 7:30pm for a picx�ic supper. 1 , , • � The CommiCtee then hiked the pathway through the park. Measurements were appresximately: 625 feet from the parkiag lot ta the fishing dock/observazion deck. 675 feet from the fishing dock to the asphalt trail. 380 feet from the pathway to Reflection/Rimroek. i34Q feet to the sidewalk on Gardenview Dr�ve. The high trail is 1000 feet from where the two trails meet to tYte picnic ares. T'here is a water quaiity managem�nt study now being conducted in �he Alimagnet Lake. Aera�ion costs approximately $SO,OOp. There is also an educa�ion gr�eess being done with the homeowners, etc. County Road 42 runoff also gaes into the lake. A holding pond is to help alleviate pollution that goes 3.nto the lake. If built, the park entrance should be lined up with 14Ist Court. The usual width would be 2� to 24 feet, Turn lanes for the street were discauzaged. David Gross suggested making it a passive park and part of the mission ststem+a�t, Connie Scheid suggested putting it in the Parks and Recreaticn brochure and advertise it. The pathways should be 8• wide for maiatenance purposes. Crushed limestone was reeommended fQr a waling path or it could be asphalt. Woodchips a�e no 1on�er allowed. The Americans with Disabilities Act (ADA) states that it must allow for wheelchairs and be handicap accessible. It would be approximately $2,040 extra to get an asphalt platform, etc. to conform to the ADA standards. A 58 continuous grade is the ma3ci� allowed for access. The drop off area of the pathway leading to the lake is about 10$ naw. MOTION: by David Gross, seconded by Russ DeFauw to not chaa�e the character of Alimagnet Park; enhance the signage on �ardenview Drive and upgrade the t�ail off Gardenview Drive. DISCUSSIfJN: Mr. DeFauw expressed the fact that we are running out of this kind of land. VOTE• Yes - 7, No - 0 Expanded parking may be in the long range plan. 2 . , , . • Item #6. Other. Eastview Donation Update - The All Sparts Booster Club dona�ed $250.t?� Bonestroo, Rasene, Anderiik, the City's Engin�er donated $2Q0.00 RAAA soccer program donated $500.00 Russ DeFauw is talking with the American Legion to donate $2,t�0 for the flag �ria f�$g p4�g. Next Meeting - The meeting �chedule wi11 be taken on a month by mt�nth basis. Randy Johnson will send updates to the Advisory Committee as necessary. Consensus was to wait and see what business comes up and meet again in the fa11. � Second Athletic Complex Update - Council Member Goodwin wants to get a citizen's graup task force together this swomner. He feels that we've exhausted the neighborhood parks. There is an 18 month window before the ISD #19b bflnd issue in the spring. ance the task �orce is put together� they report back to the City Council. There is a five to six we+ek publ�.c education timeframe. ISD #196 is looking at the Doyle prop�rty to build an elementary or middle school. This would tie in with Hagemeister F�rk. A city bond issue would include a 60 acre or 13 fisld land acquisition. � Item #7. Adjourn.
