PRESENT: Chairperson Greg Kopischke; Committee Members John DiRico, Charlie Maus and Russ DeFauw; Parks and Recreation Director Randy Johnson. ABSENT: Ann Wyllie, David Gross, Tina Rankin 1. Chairman Kopischke called the meeting to order at 7:50 pm. Item #2. Approval of the Agenda. Item #S.A. should read "Review Playground Safety Video" Ztem #6.A. 1990 Group Picture - Randy Johnson requested delaying � . the group picture until the entire committee is present. MOTION: by John DiRico, seconded by Charlie Maus to approve the agenda with the noted changes. VOTE: Yes - 4, No - 0 Item #3. Approval of April Minutes. MOTION: by Greg Kopischke, seconded by Russ DeFauw to approve the April minutes with the following change: 1. Page 4, paragraph 6, first sentence - change "purchasing" to "accepting dedication of" . Old Business - Update Cedar Knolls/Briar Oaks Park Randy Johnson, standing in for Meg McMonigal, reviewed the letter sent to II the owner of the apartment building on the south side of Briar Oaks Park. The letter requested an easement across the property approximately 12 to I 20 feet wide from 123rd Street to the park. To date there has been no response from the owner. I, In May a memo was sent by Randy Johnson to the residents that attended the � May Advisory Committee meeting. The memo served as an update for the Cedar Knolls Park and Briar Oaks Park. It'listed the status for the requests I'� made at the May Advisory Committee meeting by the residents. I The owner of the 127th Street and Germane Avenue property is checking with his financial advisors to define the advantages of donating the property ' to the city. ' It may be mid-July before any activity occurs. The City is considering placing a park and ride at the location if it is donated. ' Item #4.B. Old Business - Verbal Report 1991 Budget Process 1.) The memo from Randy Johnson to the Mayor, City Council and City Administrator lists the approximate dates the various projects will be completed. The Summerfield trail connection will be delayed by a week or two due the recent rain dates. Other completion dates will optimistically be left as printed. Memorial Park contract completion date is July 4 with ten rain dates. Plans for Memorial Park brought to the Committee by Eldon Hugeland last year have changed very little. However, ash and maple trees will be predominant rather than the many varieties originaliy planned for. This park will be a phase-in process. Within a couple years it should be very close to completion. The Committee should be thinking of names to recommend to the City Council for this park. The council members are leaning towards Veteran's Memorial Park. Items tionated by civic groups could be identified with commemorative plaques. 2.) Currently the Parks and Recreation Maintenance Department is concentrating mainly on the athletic fields for overseeding. This fa11 they will be incorporating the general parks as well. 2 i � , . a � � ( I I � ( 3. ) New projects coming into town will include a Cub Foods store on the north side of Menards. Approximately $15,000 will be collected for the park dedication fund from commercial dedication requirements on this project. Bachman's company is also planning to build this year in Apple Valley. 4.) Russ DeFauw asked if the Parks and Recreation Department has a "wish list" for the funds over the minimum $500,000 in the Park Dedication Fund. He indicated that he may be inclined to go below the $500,000 minimum if a unique opportunity arises. The Committee/City has agreed to take cash in lieu of land dedication as Apple Ponds develops, with the agreement of purchasing the property for park land at $15,000 per acre. A five acre park in the subdivision x $15,000 per acre = $75,000. That amount would come from the Park Dedication Fund. The Dedication Fund is a trust fund to perpetuate for the future. As Mrs. Schultz' property deveiops, the City should receive land from the dedication requirements. 5.) Some of the Committee members reported hearing several positive comments on the park system. The rain has heiped with the green appearance of the parks, but has hindered the mowers trying to keep up with the grass mowing. John DiRico reported comments from the youth athletic association. They are wondering about the status of a new youth athletic complex. Basically, there are no fields available on a weekday for an impromptu game. The Planning and Development Department is in the process of checking land prices. They are reviewing a 13 acre site behind Menards. An assessor is evaivating it. Three or four fields could possibly be fit onto a piece of property of this size. The Park Advisory Committee has recommended a 40 to SO acre park in this area. Optimistically, the end product park size will be 40 - 50 acres and accommodate nine fields. However, there are several different owners involved with the intended property. A portion of the property may be acquired from the gravel operation. The funding of this project is unidentified; one possible way would be by a public bond referendum. 3 � � --- � A five year moratorium has been placed on any new bond issues instigated by City staff. According to Roger Tadsen, VAA president, there is a need for a minimum of six additional fields for the youth players this year. In April of this year, City Council approved use of several neighborhood park fields for youth athletics. Earlier in the season, park neighbors cailed the Parks and Recreation Department with their concerns for parking and large crowds in the park during practices and games. Complaints have slowed lately. 6. ) Randy Quale mailed a sample parks and recreation survey to approximately 1,000 residents last month. The final survey, to be mailed in mid-July, will include 10,000 Apple Valley homes. 7.) Russ DeFauw questioned whether the Department had considered charging a user fee for the VAA, possibly $.SO or $1.00 for every participant in the various VAA sports. That money could then be incorporated directly into the facilities that the youth sports organization uses. Mr. DeFauw will do some informal research regarding the possibility. ITEM #S.A. New Business - Review Playground Safety Video The Committee reviewed the training video used by t�he maintenance department for checking playground equipment in all Apple Valley parks. During the spring, summer and fall months, playground equipment checks are done once a week by one fulltime and two parttime maintenance personnel. During the winter months, checks are done approximately once a month. ITEM #S. B. New Business - Verbal Report 1991 Budget Process The 1991 staff requested budgets are due in to the City Administrator in July. City Council will receive the budget in August for their approval. The City of App1e Valley had $500,000 taken from the 1990 budget due to Legislative processes. The Parks and Recreation Department will loose approximateiy $17,000 from their $1.5 million General Fund budget. For 1991 we will be using the same bottom line totals as 1990. Predictions are that the conditions will not be getting any better in the near future. 4 . � � . , • i The Department is looking at raising the program fees by 4 - S�. If the City does decide to build a new athletic complex, additional maintenance personnel will be needed to operate it. City Council recently approved using the liquor store profits to supplement the park programs/projects. ITEM #6. B. Set Date for Next Meeting , Chairman Kopischke suggested sicipping the July and August meetings unless something urgent arises. Next meeting would be scheduled for September 18, 1990. If new information develops regarding the Briar Oaks easement, Randy Johnson will inform the Committee by memo. MOTION: by Russ DeFauw, seconded by John DiRico to schedule the next meeting for September 18, 1990. VOTE: Yes - 4, No - 0 REMINDER that the Olympic Torch will be passing through Apple Valley on Monday, July 2. Committee members are invited to the 4th of July festivities. Most of the events wiil be held at Hayes Park, fireworks will be at Eastview Athletic Complex. MOTION: by Russ DeFauw, seconded by Charlie Maus to adjourn the meeting at 9:15 pm.
