Minutes of the April 6, 2023, Apple Valley Parks and Recreation Advisory Committee.
PRESENT: Parks and Recreation Advisory Committee Chair Brent Schulz; Committee
Members Dave Freed, Mark Schori, Lisa Hiebert, Noel Hammill, Matthew Hinrichs, and
Craig Long; Parks and Recreation Director Eric Carlson; Parks Superintendent Mike Endres;
and Administrative Coordinator Kayla Hechsel.

ITEM 1. Call to Order
Chair Schulz called the meeting to order at 7:00 p.m. Everyone took part in the Pledge of
Allegiance.

ITEM 5.A. Agenda Items — Schedule Special Informal Joint Meeting with City Council on
Thursday, April 13, 2023
Staff requested to schedule a special informal joint meeting with the City Council on
Thursday, April 13, 2023, to hear and discuss Peter Leatherman's (of the Morris Leatherman
Company) presentation on the results of the first community survey regarding the potential
parks referendum.

joint meeting with the City Council on Thursday, April 13, 2023.

ITEM 5.13. Agenda Items — Risor Apartments Landscape Plan presented by City Engineer
Brandon Anderson and Landscape Architect Sean Jergens
Engineer Anderson and Architect Jergens represented the City of Apple Valley and sought
Committee input on three concepts for the design of the future gathering space at the
Founders Lane Trailhead, which is located at the Risor Apartment complex.
After being presented the three concepts, Committee Member Hinrichs first asked about the
concept of the red bench and where it came from. The Committee expressed that they liked
how it tied in with the red elements in the existing ring route. Committee Member Long
expressed preference for Option B because it moves the concrete gathering space away from
the road. He also asked about including a water filling station, which Engineer Anderson
agreed to look into, though he doesn't believe there is water access at this location.
Committee Member Hammill does not like sunshades but would be okay with a pergola or
umbrella, which Committee Chair Schulz agreed with. Parks Superintendent Endres prefers a
metal pergola to all other shade options from a maintenance perspective.
The Committee likes the idea of leaning into the history of the space by including a story
board about Southport Airport, the propeller benches, and the sandblasted concrete.
Committee Member Hiebert and Hinrichs also both like Option B. Committee Member
Hiebert suggested leaning into the air/flight theme even more by highlighting natural
migration/flight behavior in birds. Discussion about dog waste occurred, and Director
Carlson expressed that the neighboring apartments' existing dog waste amenities are
sufficient.
Engineer Anderson and Architect Jergens appreciated the feedback and are planning to take a
refined concept to City Council in May.
ITEM 5.C. Agenda Items — Recreation Division Updates from Bill Bird and Nick Thompson
Recreation Supervisor Bill Bird gave the Committee an update on youth and family
programming and our special events. He highlighted the success of the Little Orchard
Preschool Program and Trunk or Treat.
Recreation Supervisor Nick Thompson updated the Committee on youth and adult athletics
and our athletic field rentals. He highlighted the growth in adult volleyball and bean bags and
our increased upcoming programs for pickleball.

Director Carlson thanked the Recreation Supervisors for their work in filling our parks with
activity and life.
ITEM 6. Agenda Items — Committee / Staff Communications
Committee Member Freed asked about piping music into Valleywood's outdoor area.
Director Carlson said that conversation is still ongoing.

There being no further business, the Parks and Recreation Advisory Committee meeting was
adjourned.

During the regular meeting, Recreation Supervisor Steve Skinner will be giving updates on the
City's aquatics programs and facilities. Included in the agenda packet, you will find copies of his
presentation. This is provided for informational purposes.
Background
Steve Skinner oversees the Apple Valley Community Center, the outdoor skating rinks and
warming houses, and the aquatics facilities and programs. For this meeting, he will give an oral
presentation updating the Committee specifically on the City's aquatics programs and facilities. If

Select design of new sign master plan and make recommendation to City Council.
Summary
Regular
Staff hired Confluence to design a new sign family master plan. After several iterations,
Confluence has presented two final design options, of which staff prefer option F. Staff are
looking for the Parks & Recreation Advisory Committee to select and recommend their preferred
sign design to the City Council.
Background
Currently, signs in Apple Valley's park system vary widely they are different sizes and they
utilize different colors and fonts. The goal is to create consistent signage and branding across
the whole park system. The aim is for residents and park visitors to know they are in Apple
Valley parks, whether they are enjoying a baseball game at Quarry Point Park or using the
playground at a small neighborhood park on the other side of the city.
Once a base design is approved, we will bring back the full sign master plan for review and
approval. Signs in all parks will be replaced with contemporary, welcoming, accessible, and
matching signage. The new sign master plan includes wayfinding, trail marking, rules, park
identification, and monument signs.

Regular
Select an updated Parks & Recreation Department logo and make recommendation to City
Council.
Summary
City of Apple Valley Communications Specialist Eve Heeralall has created three different logos
for the Parks & Recreation Department, of which City staff prefer concept three. Staff are looking
for the Parks & Recreation Advisory Committee to select and recommend their preferred logo to
the City Council.
Background
One of the goals of the Parks & Recreation Department is to create consistent signage and
branding across the whole park system, and the Department's logo is a critical component to
that branding. As part of the conversation surrounding a new park sign master plan, City staff
and the Parks & Recreation Advisory Committee have been working together to create a new
department logo that contains traditional elements of the City's main logo and also
distinguishes the Parks & Recreation Department as a unique branch of City operations.
The new approved logo would be used for all staff uniforms, documents and correspondence,
and facility signage within the Parks & Recreation department.
