Minutes of the App1e Va11ey Parks and Recreation Advisory Committee
held February 13, 1990, at the App1e Valley Community Center.
PRESENT: Chairperson Greg Kopischke; Committee Members John DiRico, David
Gross, Ann Wyllie and Charlie Maus; Parks and Recreation Director
Randy Johnson; Parks and Recreation Staff Members Tom Wahl and
Randy Quale; Valleywood Manager Rick Dodge; Associate City
Planner Meg McMonigal; Four Members of the General Public Darrell
Retka, Jerry Roberts, Larry Beckstrom and Tim Zinck. Tina Rankin
arrived at 8:00 pm.
ABSENT: Russ DeFauw
1. Chairman Kopischke called the meeting to order at 7:37 pm.

Item #4.A. New Business, Valleywood Golf Course
- Rick Dodge presented an overview of the 1989 season; 41,000
rounds played, 12 rain dates, a late start because of cold
weather, but a later ending with warm weather all effected the
season.

He hopes for an early start for 1990 due to current weather
conditions.
An all time high for number of rounds played was 44,000 for
1987. No rain dates effected play that year.
- Rick distributed a copy of the V811eywood Update 1990 to the
Advisory Committee. Copies also went out in the mail this
morning to the men's club and ladies' club. The information
covered the C.I.P (capital improvement plan) � gift certificates,
patron cards and greens fees for 1990.
- Patron cards will be new at Valleywood for 1990. They will
allow a discount of the regular greens fees. Anyone playing 25+ �
rounds per year would do well to purchase the patron card.
Golfers will be allowed to use the patron card seven days per
week. They will be available to non-residents as well as
residents. Rick does not feel that the number of patron cards
sold will have to be limited.
Patron card fees for 1990 do not include the handicap factor. _ •
Valleywood does not have the computer capabilities to handle it.
It may be considered in the future. � -
- Season passes will be available again this year. Anyone playing
43+ rounds per year would do well to purchase the season pass.
55 individual season passes were sold last year.
- The staff feels that the widening/improvements of County Road 38
and Pilot Knob Road will have a significant impact on the golf
season at Valleywood this year. Randy Johnson and Tom Wahl have
been talking with the County and they have been assured that a
road will remain open throughout the process. #4 tee will be
effected by the loss of approximately five feet in the rough.
Possibly a retaining wall and some landscaping will be included
in the changes for this tee also. Construction is to start in
May and be completed this year.
- Mr. Roberts stated that 2/3 of the men's club members do not
live in Apple Vailey. It may seriously effect the numbers when
the roads are under construction.
- Mr. Beckstrom voiced his concern as to what the city was looking
for at Valleywood; more rounds or more money? The $15.00 fee
may turn/frighten some golfers away.

- Rick Dodge assured him that the demand for weekend times forces
some golfers to be turned away.
- Mr. Retka feels that the money is not going back to the golf
course for improvements at a large enough percentage. Is that
factor taken into account in the five year plan?
- Randy Johnson explained the five year plan review and approval
process. This is a plan and the suggestions are proposed for
� each year's budget at the bugdet preparation sessions. They may
or may not be included in the final city council approved budget
for the year, depending on the funds available.
In 1992 the financial bond obligations for Valleywood will be
paid off. This will allow the city to return a larger percentage
of money back into the course for improvements, etc. after that.
In May, 1992 $150,000 will need to be repaid to the utilities
account. Suggestion may be made to the city council for a
repayment schedule as $25,000 per year over a six year period or
they have the authority to forgive the loan altogether.
• - Mr. Beckstrom asked about an adequate irrigation system to �
support combining some of the tees; specifically #4 and #9.
Tom Wahl stated that with the improved water supply due to
repair/replacement work done last year and the availability of a
portable system, he felt that there was an adequate irrigation
system to handle the changes.
Randy Johnson feels that during 1990-91 the golf course may not
be in perfect condition, but 1992 will be much better.
- There was some discussion as to the location of the cart path
near #4 tee. It was placed off to the side of the green because
of wear pattern and slope. It has actually helped with the
erosion problems. A bunker may be considered in the future.
- Mr Roberts requested that when the issue of enlarging the
clubhouse by building a free standing addition connected by a
breezeway, the city consider seating capacity of at least 200.
He feels that a l00 capacity enlargement is not sufficient for
the effort.
- Rick Dodge noted that along with the enlargement will come
additional parking problems. Currently, on league nights there
are problems with the availability of parking areas.

- Randy Johnson stated that each February staff ineets with the
Advisory Committee regarding budget items and a review of the
work plan. Comments and input from the public are welcome.
- Mr. Beckstrom said that he felt the men's club would like a
voice in some of the decisions at the golf course because they
make up a large group of the golfers at Valleywood (approx. 220
members) .
- Rick Dodge said he will hold a meeting this fall to discuss some
of the upcoming items. Public input is needed in the operation
of a public golf course. A note will be sent to the ladies' and
men's clubs sometime in August, informing them of a meeting for
comments towards the 1991 capital improvements program.
- Chairman Kopischke asked for any further questions or comwents.
There were none. He then thanked the four gentlemen for coming
and welcomed them to stay for the rest of the agenda items. All
four declined.
Item 4. C. New Business, City of Apple Valley Goal Setting Session
- Ann.Wyllie and John DiRico felt the meetings were productive and � i
worthwhile; the city parks are receiving more recog�ition as an
important part of the city as far as making it a better place to
live.
- A copy of the citywide I990 goals are attached to these minutes.
It was noted that even if some of the projects do not list Parks
as one of the supervising agencies, many of them do affect the
department. (i.e. , the Streetscape/Pedestrian System will also
include a trail system; the Transportation/Park and Ride means
the MTC parking at Galaxie Park and Cedar Knolls Park.)
Priority #3 - The city administrator is looking at spending
$50,000 to $100,000 a year over the next five years for trees.
He believes there will be city council support for this.
The forestry department, Ken Brackee is working on replacement
of many of the boulevard trees. Ash, lotus and some soft maple
varieties are being considered. The main idea was to have three
to four different varieties distributed in each area.
Priority #S - In late summer/early fall staff may come back to
the Advisory Committee with more information regarding the
southern athletic complex. There is a possiblity for the
athletic complex to be done without bonding by using a special

funds account through the Economic Development Authority (EDA =
city council}. The fi"rst step would be to purchase the land and
then three to five years later building may be possible. It
would be located east of Galaxie $nd south of 157th Street. It
is listed on the Comp Plan as a designated park area.
Priority # 8 - The planning department is doing a,=public survey
within the next two months. It started with the ampitheatre
issue and changed to a general questionnaire survey - what does
the public want?. Most of the questions pertaining to parks
have been'taken out of the survey. '
Randy Quale will be doing an assessment mail questionnaire to
900-1,000 randomly chosen homes, roughly 10� of the App1e Valley
homes. ' He asked for some i'nput from the Advisory Committee as �
far as questions they would like to see included in the
questionaire and a review/trial run of the information before it
goes to the residents. The questionaire should be available
within the next month.
The building department has had quite a bit of success holding a
seminar for the Apple Valley builders to educate them on new
• building codes, etc, that effect their business. The planning �
department hopes to have the same success by educating the �
realtors and developers at an informational seminar later this
year.
Priority #14 - There is �some potential to put together an indoor
ice arena package between App1e Valley, Eagan, Burnsville and
Rosemount.
Item #4.C. New Business, City of Apple Valley Goa1 Setting Session - Hayes
Expansion
John Gretz, Public Works Director and Randy Johnson are heading
a committee to choose a city architect by March 15. The first
project wouid be the design for Hayes building expansion, a
$100,000 project. It would include cold storage to the west
side for VAA and AVHA and a new roof for the entire building.
The kitchen would be renovated to a snackbar/concession area.
VAA would then tear down the buildng additions to their main
building and clean up the outside of the building at Hayes Park.
They are currently remodelling the inside of the main section of
the building with $50,000.

Item #4.D. New Business, Sports Dome of America Proposal
- This information was supplied for informational purposes only.
The city council and staff work session for February 15 has been
cancelled.
It is a private pro�ect to be built near the southern athletic
complex on an 11 acre site as a low profile dome. The ammenities
are listed in the report.
The closest similar building was located in Westfield, MI. It
apparently was destroyed two weeks ago in a major storm.
Additional information regarding the project may be available by .
March lst. Randy Johnson will notify the committee when a
meeting is scheduled.
Item #S.A. Park Dedication Fund Balanace
- The balance is $509,000 with approximately $10,000 outstanding
frora Eastview.
The "1990 projections from the Planning Department show .•
approximately $100,000 additional funds coming in. �$75,000 to
$80,000 to be spent for general park improvements this year.
Randy Johnson and Tom Wahl will bring a list of the suggested
improvements to the committee in March. Meg McMonigal will also
bring further clarification on the figures for the projections.
item #5.B Park Directions Signs for Alimagent Park
- The signs have been �ordered and should be installed within the
next month.
Item #S.C. Soccer Field - Radius Map
- A map is available for informational purposes in the recreation
department showing the soccer fields in Apple Valley. The 1/2
mile radius was used for a basis. These are fields that are
formally used/set up for soccer.
Item #6 Other
- Randy Johnson shared a note he received from Sylvia Dobrovolny
as a thank you to the committee and staff for the plaque and
support over the years.
