Minutes of the Apple Valley Parks and Recreation Advisory Comutittee
held October 17, 1989, at the App1e Valley Community Center.

An official meeting was not held because of lack of a quorum. Discussion
began at 7:35 pm. _

Copies of the September minutes were distributed for review. No
action taken.
As a representative of the Huntington Park area, Bob Berkopec was�"
invited to state his reasons and interest for attending the meeting. -
' Mr. Berkopec voiced some cancerns over the J.V. Development in the
northeast corner of Apple Valley and that the park dedication
- _ requirement appears to be coming as funds rather than park land.
Huntington Park is not a fully developed park area yet. It is I
= currently a play equipment area and a pond. Residents in the area
: ' seemed to feel this park would develop quickly; many even expected a
hockey rink this winter. �
City park area seems limited in this area; Lebanon Hills Park, Jenson
Lake Park in Eagan and Camp Sacajawea (permit only) . Usage and future
development in the area are the main concern. He's looking to the
committee for some direction. �.
Mr. Berkopec also raised the issue of the Tree Replacement Policy and
will approach the city council on October 26th to focus on park
development and usage.
Meg McMonigal outlined the general requirement of land dedication for
a neighborhood park within a development, i.e. ; neighborhood park
should be available to people within a 1/2 mile radius. A map was
presented with yellow highlighted areas marking areas not within the-
1/2 mile radius,

Huntington Park is a fairly large park at 10.3 acres. Development in
this area will pay a park dedication fee rather than park land.
Development fees are paid either at the planning process time or when
the actual building occurs. The J.D. Development has already paid
the required fee. Development' on the other side of street will
dedicate park land.
Mr. Berkopec likes the planned development ideas shown on the grading
map of Huntington Park but does not foresee the park developing'to
this degree in the near future.
Mr. Johnson explained that parks are developed with money from bond . -
issues or park dedication fees and about $10,000 per year from the � � '
city's general fund for a11 42 parks. :
Huntington Park plan is a preliminary plan and is designed to be _
completed over a five to seven year period. Playfields should be
- . levelled and graded with backstops in place in 1990. There are trails
_. and play equipment in now. During the winter of 1990-91 a pleasure �:
skating rink is scheduled to be installed. A hockey rink with lights
and shelter building is five to six years from being built.

The fencing and pond area are being worked on by $20,000 from the I
city's general fund to make the area more aesthetically pZeasing. �'
Mr. Kopischke reiterated that money from the general fund (approx.
$10,000) is for replacement and repair of the existing amenities.
However, the Park Maintenance Department does a very fine job on the
- in-house work that is not included in this money.
= Mr. Johnson stated that at this time next year there should be a
- reserve amount of approximately $500,000 with an additional $70,000
or so in earned interest to spend from the park dedication fund. .
Mr. Berkopec then asked how this money is allocated to the different
parks, in what priority. .
Mr. Johnson said that the committee would be discussing the
prioritization of the projects tonight and Mr. Berkopec was welcome
to stay if he wished to.
The Tree Replacement Policy was brought up again and Ms. McMonigal
explained that State Law dictates that money taken from a developer
for parks must be used for parks, money taken for trees must be used
for trees, etc.

Mr. Sohnson then recognized Sylvia Dobrovolny for her many years of
dedicated service as secretary to the committee. Because of some in-
house restructuring in the Parks and Recreation Department, Dorene
Perkins will begin taking notes for the Parks and Recreation Advisory
Committee this evening. However, Ms. Dobrovolny will continue her
services through the end of the�year.
Item #4 A. Discussion of the Proposed Valleywood Golf Course S-Year Plan.
The improvements to the golf course will be funded by revenue
generated monies from the course, not tax dollars or park dedication _
money. The debt payment is approximately $185,040 per year and will ' • �
be retired in 1992. That amount of money will then be available to ' -
go back into the golf course to finance some of the improvements �
listed in the S-Year Plan.
- Some of the items in the later years of the plan are nice ideas, but
the needs of the course should be addressed first. Items listed may
also change from year to year. A proposed work plan is evaluated each
year and taken before the city council for final approval.
The $185,000 will go into the golf course enterprise fund to be used
only at the golf course. Without city counci2 approval, it cannot be i
spent anywhere else. - �i
- General estimates list 40,000 rounds as a benchmark for a golf course. I
Comparable golf courses like Bloomington and Edina do approximately '
: 50,000 to 55,000 rounds per year as opposed to Valleywood's projected '
. . 43,000 for 1989, partly because of design and partly because of
- _ geographic location.
Valleywood is near 95� to 98� capacity. The proposed developments of
the 5-Year �lan would allow for more rounds to be played per year.
Currently the course is in the top ten in the area for greens fees.
ValZeywood Golf Course is rated approximately 7th in the state for
difficulty.
Specific discussion of page #4 in the 5-Year Plan addressed 1991
Top dress, rebuild, relocate tees. �reens & fairways #1 -_#S Tee
improvements b, Move tee #4 north to cowbine with #9.
One tee would be used for both #4 and #9 tees. Possible use of
the vacated land from tee #4 along Pilot Knob Road would be a
greens nursery. A lot depends on what happens with the
development of County Road 38.

County Park area on the opposite side of the road is not
available because the land was acquired with federal money with
the stipulation that it is not available for road development.
More discussion will be held with the city engineer and county.

Discussion was held on a possible. fee increase per round, limiting I
the season passes, and patron cards at the golf course. Approximately
35 - SO season passes are sold each year and patron cards would be a
way to generate immediate revenue. Currently patron cards are not in
use.
Mr. DeFauw stated that Valleywood should be competing with courses ' _ �
with true country club appeal. An increase of even $1.00 would be :
appropriate, he felt, since it is being used from 95� to 98$ capacity.
He likes playing golf at Valleywood because of the layout and the _
challenge the course presents and feels there is no need to be "shy"
� - in regards to continuing to pursue quality improvements. Golfers
-� will pay for quality.
The Proposed Valleywood Golf Course 5-Year Plan will be made available
to the general public after the appropriate approval by the committee
and city council. _.
_ Item #4 B. Continue Review of Revised Comp Plan Draft
. When new development occurs the Comprehensive Plan will be used along
' - with the Capital Improvements Plan, the Annual Budget and the Parks
' ' . and Recreation Department's budget for guidance.
- The Comp Plan's proposed adoption procedure will be:
• 1. The Parl�s and Recreation Advisory Committee reviews the
Comprehensive Plan.
2. A public hearing is to.be held on November 15, 1989.
3. The Plan is presented to City Council on November 16, 1989.
4. The Parks and Recreation Advisory Committee recommends
approval of the Plan during the regular November meeting on
the 21st.
S. The Planning Commission recommends approval during their
meeting on December 6, 1989.

6. City Council will give its approval at the December 14th
meeting contingent on the Met Council review and approval of
the Plan.
Commission and staff inembers recommended leaving the mission statement
text as shown on page #2. Various other sections of the Comp Plan were
discussed and some changes included. ,'
A suggestion for another column in "Specific Park Areas & Facility
Requirements" section to rank the individual parks on a one to `ten
basis to shown degrees of development. Ten being a completed, updated
developed park area.
Footnotes should also be included to show current trends of the area • � '
for each year. . :
The Planning Department is working on maps and population projections _
to fill in the blanks on page #33. Meg McMonigal will attend the •
' . November Parks and Recreation Advisory Commission meeting with an
_. updated copy of the Comprehensive Plan. •
Item #4 B,1. Discuss Prioritization of Projects
The second page for the Proposed Project List was distributed for�`
discussion. It was not incZuded with the original agenda package. •
Staf€ members were looking for some direction for the committee as to
prioritizing the projects. Committee members recommended that
- . replacement, development and completing the various parks before any
• � _ more land acquisition. Mr. Johnson was asked to come back to the
� - committee with an estimated cost value for each of the listed �
projects.
Cpmmittee members also noted that they want funds available in the
reserve to acquire the Schultz. property if and when it does become
available. Revenue Bonds are noz an option in that proof of ability
to repay the money by revenue generation is required.
Item #6 A. Joint Parks and Recreation Advisory Committee, Planning
Commission, other committees and City Council - Thursday,
November 16, 1989.
Mr. Kopischke and Mr. DeFauw said they would be avail-
able to attend. Mr. DiRico will be out of town at
that time.

Item #6 B. Red Ribban Campaign Information.
An invitation was extended to anyone interested in attending the
October 28th Red Ribbon Campaign activities at the Apple Valley
Community Center. The Campaign is a national pragram to promote
awareness of the chemical abuse problems in this country.
Entertainment will include fo.ur live bands, .D.J. 's and some open
mike comedy improv. Activities begin at 3:00 pm and run until
12:00 midnight.
