September 19, 1989
Minutes of the App1e Valley Parks and Recreation Advisory Committee
held September 19, 1989, at the Apple Valley Community Center.
PRESENT: Chairperson Greg Kapischke (8:10 pm arrival); Members John
DiRico, Dave Gross, Charlie Maus, Tina Rankin 18:12 pm arrivalj ;
Parks and Recreation Director Randy Johnson; Assistant
City Planner Meg McMonigal; Planning Intern Kurt Chatfield;
two members of the public.
ABSENT: Russell DeFauw and Ann Wyllie.
The official meeting did not begin until 8:10 p.m. because of lack _ .
of a quorum. Discussion did begin at 7:35 on Item Sa. ' • '
Sa. Park Dedication Fund History and Projects.
Ms. McMonigal presented facts for information only to the
Committee Members present. Presently, there is $490,000.00 in
Park Dedication Funds, including money needed for paving.
By the end of 1990, it is expected that the fund wili have the
needed $500,000.00 (ceiling) . Ninety thousand dollars will have
to be deducted for the Eastview Complex (accounting error) so that
the fund will be down to $410,000.00. Projections for future
._ Park Dedication Funds are $35�000.00 from commercial projects (WIRSBRQ;
Target and the App1e Valley Medical Center) and $87,000.00 from proposed �
residential developments.
Mr. Gross asked why the fees on WIRSBRO have not yet been collected,
how could they be building without yet paying the Park Dedication Fee.
Mr. Johnson indicated that they have X number of days to collect fees, but
he would report more detailed information regarding the matter of how
Commercial Park Dedication Fees are collected. Mr. Gross felt that
the timing of fees being collected should be a prerequisite to issuing
the b�ilding permit. The Committee looks forward to Mr. Johnson's report
regarding fee collection. .

pump/lift station backing to Palomino Drive.

MOTION: of Gross, seconded by DiRico, to approve the Minutes of
August 22, 1989, as corrected.
VOTE: Yes, S; No, 0.
Sb. Review Galles Property as a Potential Park Site.
Mr. Johnson reviewed his memo of September 12, 1989, regarding _
the Galles Property. He felt this could be a very nice natural ' • � -
area if it could be left as such, but he feels that if it � -
were acquired for park, typical playground amenities would �
be required. The City Forrester has reported an infestion
of oak wilt on the southern portion of the property.
Mr. Chatfield presented an informative video presentation
on the paracel. A letter received from Mr. Robert H. Peahl,
owner of the property adjacent to the Galles property, indicated
his concern over traffic and children who could stray onto his
property (pool) if this property were purchased for park use.
A resident in attendance requested that the area be left as a � .
natural area with only a walking path. She indicated area residents
would not want any playground equipment and that they would
rather see homes constructed than apartments. She also
expressed concern over potential drainage problems.
Mr. Johnson said that when a piece of property is left natural,
their department is under a lot of pressure to mow weeds, clean
it up, etc. , and eventually add equipment. There can be a lot
of potential problems with acquiring a "natural area."
Mr. DiRico referred to the motion of Mr. DeFauw as recorded
in the August 22, 1989; minutes. �
Ms. McMonigal indicated that there_ would be cash dedication
from the apartment building based on acreage--about $6,000.00
is expected.
The estimated cost of the Galles property is $20,000.00 an acre;
Mr. Johnson talked with Mr. Galles and felt he would accept
between $20, and 25,000.00 per acre.
Ms. Rankin said that she would love to see the area kept in its
natural state, but she does not feel the Park Committee could
purchase the property. If it were acquired by the City, she

wondered about the pressure to have a park in the area.
Mr. Chatfield indicated that many of the neighbors present at the
public hearing expressed concern because of the narrow, winding
road and the danger that could result if there were a park.
Staff sees both sides of the issue; it would be wonderful to
leave the area natural. But the facts are that with limited
funds available, it would be best to purchase the Schultz property.
Chair Kopischke had walked the property, and he felt it would be
a nice piece to leave natural, but had real concerns about
maintenance and accessibility. Wildlife in the area will be - . �
disturbed with the construction of the apartments. - -
Mr. DiRico said that he has insights into this matter, but he was
not sure voicing them was appropriate. He does not feel drainage �
will be a problem, the lots closest to the Galles property are
already served by the park at Pennock and Palomino, and to develop
this into park would be offering a park for residents in the
Grandview Development. Mr. DiRico always thought Mr. Galles would
develop his property. He indicated that there is still a "thorn
in his side" regarding the apartment pro�ect because of the approval
,_ process used. He does not feel it would be a good area for a park
because of what will happen on Outlot A. _
MOTION: of Kopischke, seconded by Maus, that while the desire for
an open space area is great, the Park and Recreation
Advisory Committee recommends that the Galles Property
not be purchased for a park because of poor access,
limited use, the close proximity to Palomino Park, and
insufficient funds.
VOTE: Yes, 4; No, 0; Abstain, 1 (DiRico) .
4a. Review First Draft of Revised Comprehensive Plan.
Ms. McMonigal presented the first draft of the Revised Comp Plan.
Committee members reviewed this flraft as Ms. McMonigal sead the
various portions and made revisions which were noted by Ms. McMonigal.
5a. Fishing Dock Dedication--September 28, 1989, 6-8 p.m. , LacLavon Park.
b, Joint Parks and Recreation Advisory Committee, Planning Commission,
and City Council Fall Meeting.
Mr. Johnson reported that October 19, 1989, had been set.
Because many of the Committee members will be out of town during
that time, the foliowing motion was made.

MOTION: of Gross, seconded by Rankin, that because of inadequate
notice, members of the Park and Recreation Advisory
Committee will be unable to attend the October 19, 1989
joint meeting with the City Council and Planning Commission.
The Park Committee would like to respectfully request a
meeting during the first or third week in November.
. VOTE: Yes, 5; No, 0.
' c. Mr. Maus reported that the pathway in Faith Park is in an atrocious
condition.
d. Mr. Gross indicated that he would be absent from the October 17, 1989, _
Park and Recreation Advisory Committee Meeting. _
