PARKS AND RECREATiON ADVISORY COMMITTEE
May 16, 1989
Minutes of the Apple Valley Parks and Recreation Advisory Committee
held May 16, 1989, at the Apple Valley Community Center.
PRESENT: Chairperson Greg Kopischke; Committee Members Russell
DeFauw (8:10 arrival), John DiRico, Dave Gross, Charlie
Maus, Tina Rankin (8:05 arrival), Ann Wyllie; Parks and Recrea-
tion Director Randy Johnson; Assistant City Planner Meg �
McMonigal ; six visitors including a representative from
Maurer Constructior� Company.
ABSENT: No one.
1. Chair Kopischke called the meeting to order at 8:12 p.m.
2. Approval of Agenda.
MOTION: of Gross, seconded by Wyllie, to consider Item 5a.
Most recent proposal from Mr. Maurer regarding
housing development (Oaks IV), following Item 3,
in order to accommodate visitors who wished to
speak to this issue.
VOTE: Yes, 5; No, 0.
3. Approval of April 18, 1989 Minutes.
MOI'ION: of Maus, seconded by Gross, to approve the Minutes
of April 18, 1989 as presented.
VOTE: Yes, 5; No, 0.
5a. OLD BUSINESS:
A. Most recent proposal from Mr. Maurer regarding housing
development (Oaks IV).
Mr. Johnson reported that the proposed park is being
shown back at the original location at the corner of
Pennock Avenue and 133rd Street. There will be a
2 acre park dedication along with the purchase of
1.9 acres from Mr. Maurer for a total park area o
3.92 acres. This will provide a nice area for
a neighborhood park, and at this time, only the fact
of having a park in that location is being considered.
Park deveiopment is a minimum of three years in the
future and will probably be developed in phases.
- Ms. Mary Kay Erickson and Mr. Donald J. Erickson,
i3660 Pennock Ave., S., Apple Valley were present
to express their opinions regarding the proposal .
Ms. Erickson indicated that according to information
received at a Planning Commission Meeting, the park
would be located on Harwe]1 and Pennock, according
to the study done regarding the McNamara Property.
She commented that this proposal came as a complete
surprise to everyone. Their home is approximately

80' from the proposed park. She read a letter expressing
their concerns and the opinion that the 13 acres north of
their property would be a better location for a park.
They do not wish the park to contain a baseball diamond,
. because of the proximity of homes already constructed and
those that will be built in the future. Mr. Johnson indicated
that this would be a neighborhood park and that no scheduled
ba17 games would be planned for this park.
Mr. and Mrs. Erickson's letter is on file AGAINST this
proposed park.
Chair Kopischke indicated that the entire neighborhood is
� almost devoid of parks and this is the last open "chunk" of
land left for a neighborhood park.
Mr. Gross suggested that a needs assessment be done, where would
a park be obtained if this were to be developed piecemeal , and
that a recommendat_ion be made to the City Council in order that
they proceed with the appropriate action.
Ms. Schultz (area resident) indicated that she has no problem
with the park location, but she is concerned about the location
of the street--she would like to see the street built along the
east edge of the parlc. Park Committe Members agreed with her
regarding the street.
Ms. Ruth Lundin (area resident) said that she has no problem
with a park ir� that location. She also spoke for Mr. and
Mrs. Musher, area residents who were unable to be present,
indicating that they, too, agree with the park.
***A CHILDREN AT PLAY sign is needed along 138th Street and
Pennock Avenue.
Mr. Johnson said that three to four concept plans for the
proposed neighborhood park would be developed and presented
to the neighborhood for their input. Ms. Schultz felt that
a park in that area would be very nice, especially if the
present hill were left.
MOTION: of Gross, seconded by Wyllie, to recommend to the
City Council that approximately 2 acres be received
from the Maurer development in Park Dedication and
1.9 acres be purchased for a total park of 3.9 acres

at the corner of Pennock Avenue and 138th Street and
that the proposed street be built on the east side of
the park.

4. NEW BUSINESS:
- �A. Summer Brochure. �
Park Committee Members expressed delight over the Summer
Brochure which Mr. Johnson shared.
5. OLD BUSINESS:
B. Update on development fees comparison action by the
City Council.
The Park Committee was pleased that the City Council
approved their recommendation for the collection of the
5% Park Dedication Fees on �Commercial/Industrial Development.
6. STAFF REPORTS:
A. Verbal update on bond issue projects.
Mr. Johnson expressed delight over the use of Eastview and
said that the asphalt paths would be constructed on May 19
or May 22.
7. OTHER:
No concerns were expressed by Park Committee Members.
8. ADJOURN:
MOTION: of DiRico, seconded by Gross, to adjourn the meeting
at 9:40 p.m.
