PRESENTt Chairperson areg Kopischke; Committee Members Dave Gross, Charlie Maus� Tina Rankin; Park Director Jon G�rban. ABSENT: Dave Reif, Lynn Miller. Chair Kopischke called the meetin� to order at 7:10 a.m. MOTI�N: of Gross, seconded by Maus, to approve the agenda for t�e meeting. VOTE: Ye s� !F; NO� 0. MOTION: of Rank�.n� seconded by Gross, to approve the minutes of March 3, �9$?, and March 19� 1g87, as presented. VOTE: Yes* 4; No, 0. OLD BUSINESS: A. Outdoor Ice Rink Shelter--Mr. Gurban reported that he will be meeting April 9 with Mr. Jerry Norgaard, Facilities Manager, AVHA, to continue discussians regarding the ir�prove�nent of ice facilities, quality of ice, etc. The attempt is to broaden the perspective�-not just a second arena� but possibly covering one of the outdoor rinks. Pr�or to June 15, Mr. Gurban will have the proposal ready to bring before the Park Committee and Mr. Norgaard, along with his group. Mr. Gurban indicated that we are dedicated to improving ice conditions either with a second arena or with � an outdoor shelter type of facility. B. Park P1an Update r�+. The "opening't position regarding side-yard easemen.t€ and nei�hborhood park identity was reviewed by Mr. Gurban as he indicated for inclusion in the Comprehensive Park P1an Update. C. Issues for "�9g7--The items from the "second session" of planning, #2$ through #�5 were added to the list of Issues for 1987 and presen.ted FIO. D. Apple Ponds Development--The memo from Mr. Gurban regarding his meeting with the develo�lers of Apple Ponds FIO. E. Indoor Soccer Facility. FIO. PAIAMINO PARK DEVELOPMENT: Mr. Gurban reported that one bid for �45, 769 for the grading and seeding of Palomino Park seemed like a reasonable price and, therefore� requested that the Park Committee reco�nmend to the City Council the expenditure of Park Dedic:�.tion Funds to undertake this project. The Park Dedication Fund balance, as of March 31 , '!9$7, is $29�,836.64. MOTION: That the Park Committee recommends to the City Councii the expenditure of �45,769 from Park Dedication Funds for the gradin� and seeding of Palomino Park. The matter of 2ighting pathways �hou3d be considered via a program that addresses the issue and steps taken for fundin� by way of the yearly budget, park dedication i'unds� and/or a future bond issue. This issue shauld be aduressed as a part af the Comprehensive Plan Pudate--Public Safety, LSGH3'ING. The solar light used at Valleywood could be placed at Palomino or Sunset and a larger one secured for Valleywood. T�e question of whether or not to light park shelters was brought forth for discussion. Lighting the shelters could cau5e them to be used later than is wished. ORINTATION MEETING--FUTURE MEETINGS; Discussion followecl as to the need for having open dialogue with the City Council and Plannin� Commission in order to cover such subjec�s as the Comprehensive Plan, Bond Issues--present� future--, ete. There �hould be a joint committee/commission warkshop in May with an agenda to be prepared by the Park Committee Chairperson and the City Council Liaison. April 13� Groundbreaking Ceremony, Hay�Community Center ApriZ 21 � meeting cancelled unless the need arises for an.e MaY 5, '�;00 a.m.--Breakfast Meeting, Carbone 's OTHER: �esignation of Dave Reif and Lynn Miller--The Committee accepted Kith regret th� resignation of Dave Reif and Lynn Mi11er from �he Committee and wished to convey to them their appreciation for their ti.me of service. Ms. Rankin indicat�d that it would be very helpful for the Public to be made at�rare o� the Redwood Pool closing during the summer at this time since people are not planning summer activities. Mr. Gurban indicated he had prepared a press release, but the final decision from City Council is . pending. Construction cou�d begin in April.
