Mittutes of the Park Committee of the City of Apgie Valley� held Tuesday�
December 2, 1986� at 8:00 p.m. at Cit�r Ha11.
PRESENT: Chairperson Greg Kopischke; Committee Members Dave Gross� Charlis
Maus, L�nn Mi1Ter, Tina Rankin; Park Director Jo� Gurban.
ABSENT: Dave Reif.
Visitors: Chazrper�son Ala� Kohls and Vice-Chairperso� Carlyle Mitchell of the
Apple Valley Historical Corn�ittee; and
Mr. Brian �lson, Mr. Kruger and Ms. Bright af the Fischer Subdivisiom.

2. ApprovaZ of the Agemda.
Mr. Gurban �ug�ested that the followiag ite�s be added to the agenda:

3. Minutes af November 18� 19$6.
MOTION: of Gross� seconded bg Maus� to approve the minutes of November 18�
1986� as presented.

4. �],d Schoo�. House Presentation:
CY�air Kohls/���s��ite�i��i�e��eas of the Historical Committee for the
restoration/use of the Scott Schoolhouse. It cauld be used as a
combination museum, meetin� place, and education center. Cost� for
moving a�@ restoration is estimated at �613,000.00. The Committee will
use volunteer help for much of the work. The H3.storical Committee
has $5�000.00 to contribute towards this project with an expected
$2,OOd.00 to come �rom the Minnesota Historical Society (grant).
Th� Cable TV presentation that was recently fi3med was described to
P�rk Cammittee members. It is the desire to r�store the fac3.lity in
place (on Ms. Scott's property) and thea move it o�to a park-like setting.
With the proxia�ity of Hayes Field to Westview School� Ha�es would be a
desirabl.e location. Mr. Gurban suggested an area SOx50 to 75x75 as 3c�ea1
for the schoolhouse; it should be fenced. Mr. Gurban indicated he felt
� Hayes would be the 2o�ical place to locate the school--it is the ant�nt
to make Hay�s a txue community center and having an historical presence
there makes sense. Another possibility would be at Apple Valley High School.
Costs were discussed and it was felt up to $20,000.00 would be spettt on
moving, restoration, foundation, some artifacts. It is desired to have
the Schoolhouse ready for d�dication on July 4� 198?! R�storation would
probably take 60 day+s. Ms. Miller wondered if School District #�96 would
be co�tributing funds �nd was told by the Hi+stor�cal Cat�r�ittes members that

theg wouZd be meeting with the Board on December 15 to present their plan
and request their endorsement/financial support. 2�. Mat�s auggested that
it would be very helpful to receive the endorsement of Schoo2 District �196.
MOTION: giving the support of the Park Conm3ttee to the Historical Co�mittee
endorsing their plas for the res�taration af the Sec�tt Sahoolhouse
and locating it at Haqe� Commuxitg Field� with the exact locatao�.

5. Review of The Fischer Subd�vision Park Dedication Requirements.
M�. Briaa Olso� e�glained the Fischer Site axad plans far development on
the first 4fl acres. The problem is how to plan park dedication in the
area that will not be developed until the cement operation is compTete.
Ms. Bright indicated that Mr. Fi�cher is just w:illing to develop 40 acres
now with sprin� e�mstruction expected. I3iscuss�on ensued as haw the
remaini�g 120+�ou1'� be developed and hox park dedication would follow
� a predetermined plaa. Ms. Br3ght indicated they are willing to take
?0' from Zot 3� Seaond Additios to use a$ ancreased a�cess to ()utlot A
(Park}. Mr. Gurban discussec2 that as Outlot B 3.s developed� the recreationa
pathr�ay (refer�ed to as Outlot C) be expanded from 40� to 100' (when rear
lot lines a3oixi the park on one side} and from 40' to 150' Ewhen rear 1ot
lines adjoin the park on two sides)! that Outlot G alignment is satisfactory
provided future ponding in ,_this area is completely encompassed by the
recreationa2 pathway, and that Outlot D needs to be increased according
to the guidelines set forth for Outlot C. The tota]. park concept plan
makes sense; it is neeessary to recogniae the future �eighbarhoad of 160
acres and how a11 park areas would fit togeth�r. Outlot D would very
clearly continue the pathway plan as outlined.
MOTION: endorsing the Fischer Subdivision Park Dedication Requirements
with ths enlargement of Outlot A (iacreased access, 70' fro�n
Lot 3� Second Addition) for adequate access; �antin�ent upon
Outlot � accessing to the street; contingent upon that as Outlot �
is de�eloped, the Recreational Pathway referred to as Outlot C
be expanded from 40' up to 1,50' at the discretion of the City;
that Qutlot D be developed according to the dimensions of Outlot C
that grades ia the Park and Fathway must be acceptable � and that
seeding be complete; that the pathwa�r linkage be completed as out- '
lined in the Park Comprehensive Plan.

� It was noted bg Chair Kopischke that these Park Plans are conceptual--at the
time of development� plans can be adjusted within the guidelines of the
Park Comprehensive Plan. It would be beneficial to have the ponding area(s)
adjacent to the public walkways.

6. Comprehensive P3an Issues.
It was decided that because of the late hour, na in-+depth d3scussions
wou].d occur on these issues during this meetiAg, At the annual
Christmas Part�, informal discussion will accur on these seve� issues (ar
at l�ast 2-3!}. Ferso�s who were a part of the Task Force! Bond Issue wi2T
be invited alo�g w3.th executives from the Youth +�ports Associatioxi. Theae
persons could provide inpnt on the seven issu�s defi�ed �nd other items.
