a. Par� Ded�eation for "Sac�ut 80" Developmen�t-_
Mr. Gurban reported park entitlement would be 1� acres total with
7.8 aeres being parkland and th� o�her as access to the lake. The
City Council after eonsiderable discu�sion and suppart far a strong
park �.dentity on this site approved a PreZiminary P1at that provi�es
for approximat�ly 6 acres of parkland ��he unanimous endorsement of
�he Park Commit��e at its April 8, 1986 meetan� recommending 6 aeres
of ].and lacated and adjacent to the so�ztheast pnrtion of the large
pond for Park nedication.) The Comprehensive P1an for Parks must be
updated.
b. Bikeways Update--Mr. Gurbar� reported tha� on May 15 about ,50 citizens
were present at a public �ne�tin� with the �akota County Cornmissianersy
and they F'greatly indicated�' they want con�inuation of the Bikeways
Program.
c. 1Veighborhodd Park Use--Th� C3t� Cou�2ci1 approved request on a temporary,
trial basis for the "or�anized-regular" use r�f neighbnrhood parks (4) sinc�
request� for more ba�ebal.l and �dccer fields than can be handled in
community parks were made.
Support of the Park Cc�mmit�ee of C�.ty Cdun��.l s aetion for the use af
these four nea.ghborhood parks from A�ay through .August: namelyi Moeller
Park, Tintah Park, Lc�ngric3ge Park �nd Wildwpod Park� is `giv�n.

a. Thompson-Moxnin�view Park--In response to the interest of Ms. Crai1 Snnw-
beek in being invol.ved with the future development of this park, Mr. Gurb�Y
indic�.t�d to he� that no immediate �].ans for development are farthcom�.ng;
however,� initial pianna.ng should accur in mid or late 1g$6 at which time
she would be invited to participate.

b. Hunters �inod Park--Mr. Gurban reviewed a letter s�nt to Mr. Roger Potratz
re�arda.ng parkland a.n thi.s 1oc�tion and also his memo r��arding provi.sion
of a park in Hunters Wood. I3iscuss�.on centered arauxid trying to main�ain
the five.�aere parl� size� the possibil�.ty o� a pathway al.ang the ndrth
side of Palomir�o to connect to Hialeah. Once CR #38 is ccsmpl�te, Palomino
wi11 be �urned back to the City and the City wi11 urbanize the road; this
would be an opportunity to put a pathway in. This� though� is at least
five years away. Mr, Gurban wil]. secure cost estimates of a pathway along
Palom�.no. This letter a�ain typifaes concerns of areas like �he Qaks and
Hunt�r�s Wood.
6. B�ND I��tTE UP�ATE:
Positive comrnent was given about the back pa�e of the summer brochure t�.ankin�
the eitizens far the "�'es" vote.
Three raajor design cantraets were awared by the City Council. at their June 19
meeting. Weekl�r meetings are being he1.d. with the arehitect for Hay�s Communaty
Center; pr�sently, Staff is concentrata.ng on Hayes with eonstruction expected
to begin in Septe�nber. The design of the Athlectic Field Compl.ex i� being
done and there will be a meetin� with th� prineipals the first week 3.n Ju1y
t4 finalize the land purchase. There is an a�tem�t to get lights at
the tenr�is eourts at Hagemeister and Scott Farks wi�hin the next six weeks.
IIpgrading is expe�ted ta be done this summer at App1e Valley East and one o�h�x
neighborhood park. T�rrr proposals f'or AU East w�.11 be presented te� those
residen�s. Park acquisitian is goa.ng ver�r slowly at Belmont Park and
much improvement won�t be seen before spring.
7. RECREATI�NAL USE �F LAC LAVON I,AKE;
Mr, ��zrban reviewed a memo relat3.ve to the develapment of a Joint Powers
Agreernent with Burnsvill.e relative to the recreatiana2 use of La,e La�ron.
He has been eollecting information regarding thi.s. Park Committee members
discussed th� use of motorc on the lake and their feelin� �ras that they
wanted to lirnit use; thus! the following motion was made;

8. STAFFTNG; REGRE�TION FACIZTTIES MANt�GER; Mr. Gurban shared infc�rmation
as to requ�.rements/needs of the person chosen far the new recreational facil.i�
ties mana�er. This �erson will be locat�d at the new co�munity center at
Hayes. Mx. Gurban d�sires that the Park Committee b� invo�.ved and. invit�d
r�embers to be present at interviews to on Ju1y '14&1,�; the person shauld
begin work by Labor Day.

Preliminary D�.scussion on Gomprehensie� P1an Review and Update--
�he Park Committee/Staff wi1.1 be deciding what they wish to see done
in �he ne�t few years. The Comp Pl.an was done in 197? �xnd updated in
�979. Mr. Gurban wi11 prepare a summar� and overv:ie�a for the Au�ust 5
meet�ng, Park 1.and shauld be identi£ied in undeveloped areas. Ano�her
athletae field site south of CR 42 should be cor�sidered.
Ms. Ram,ka.n repc�rted she had received complaints re�arding the almost doubZe
fees tha� arc being charged for this summer's playg�ound program. ($17 far
4 w�e�s formerly w�.th tY�e present rate bein� $1� for 2 weeks} She said tha�
people felt they had va�ed 'tYes" for the bond i�sue praposal and are no��
being apenali�ed'i by h�.�her usage fe�s. Mr. Gurban indicated that the Caty
eo�.�.czi wants a �0� return on �he summer �orQ�ram and �his is what tl�e rat�s
were based c�n. The playground pragra� has few children invcal�'ed beea�zse of
the free summe� school, program� �n fact, Mr. ��.rban feels they will be
ou� of the summer play�a^oun�. program within tw€� years and w�.11 probably just
have the parks open wi�h park attetadants present to give Qut equapment as
requested k�y� children but with no struetured programs. Th� Puppet Theatre
is daing well.
