CITY OF APPLE VALLEY
PARK COMMITTEE MINUTES
May 4, 1982
PRESENT: Chairman Robert Naegeli, David Miller, Ellen Milos, Rita Gutenkauf,
Virginia Sterling, Park Supervisor Tom Wahl, City Forester Dave
Gullifer, Planning Assistant Rick Kelley.
ABSENT: Douglas Dahlen, Terry Langager. \
Chairman Naegeli called the meeting to order at 7:03 p.m.
The minutes of the April 20, 1982 meeting were approved as printed.
Rick Kelley, Planning Assistant, was present to explain an offer from Orrin
Thompson Homes concerning park dedication in the Morningview Addition. The
previous agreement was a cash donation of $83,520 in lieu of land. Thompson
is now investigating the possibility of donating an 8.7 acre parcel of land as
partial satisfaction of the dedication. The consensus o� the committee was to
wait, take a look at the property before the next meeting, and make a recom-
mendation on May 18. The committee'was canCerned about the advisability of
accepting another small, isolated parcel of land for a park.
The meeting recessed for a brief ineeting of the Reforestation Committee.
The meeting was called back to order by the Chairman.
Park Supervisor Tom Wahl reported on the park bond work that is being done and
said they are taking parks in groups of three, going in and completing the play
equipment installation, then moving on to another group of three. When the
play equipment is completed in all the parks, they will then install all of
the benches at one time. To date, Apple Valley East, Tintah, and Delaney parks
are complete; Farquhar, Hagemeister, and Moeller will be finished this week.
Al1 of the park bond issue work will be completed by the end of the summer.
Mr. Wahl also reported that he is compiling figures for an estimate on the cost
to complete all of the remaining park bond work. He stated that if committee
members have items they wish to have included, they should contact him as soon
as possible. The following is a list of items discussed by the committee and
which will be included in the estimate Mr. Wahl is assembling.
- Walnut Park - Motion by Milos, seconded by Gutenkauf, that the portable
backstop be removed from the park. Ayes - 3 - Nays - 0 -
Abstained - 2 (Gutenkauf and Sterling) .
- Installation of Volleyball Courts - Asked that estimates be included
for installation in Alimagnet and Farquhar parks.
- Horseshoe Pits - Suggested that they be installed at Alimagnet and
Farquhar.
- Belmont Park - Motion by Sterling, seconded by Gutenkauf, to include
installation of security lights in Belmont Park. Ayes - 5
- Nays - 0.

- Belmont Park - Some obstruction is needed to keep cars from driving
on the pathway_ in the park.
- Color-Coding of Game Courts - The committee suggested that only lines
for basketball be painted on the courts.
- Basketball Hoops - It was the opinion of the committee that basketball
hoops (of good quality to minimize vandalism) for the game
courts were high priority items.
- Sealcoating of Parking Lots at Hayes and Alimagnet - The committee
agreed that the Hayes lot should be done this year, but the
one in Alimagnet would not need it until at least 1983.
- Signage - Mr. Wahl reported that the major signs for all of the parks
have been installed. The committee would like to have smaller
signs installed at a11 secondary park entrances.
- Greenleaf Park - A tennis backboard should be installed on the blacktop
pad by the courts at 134th Street.
- Delaney & Hagemeister - A ground cover (crown vetch) will be planted on
the slopes around the tennis courts at these parks to control
erosion and eliminate the need for mowing the hills.
- Delaney - The window on the sough side of the building was broken again
and Mr. Wahl suggested boarding up the window with cedar to
match the outside of the building and material to match the
wall inside. The windows cost $1,200 to replace and the last
one took three months to arrive. The committee was reluctant
to cover the window with cedar. It was suggested that perhaps
screening could be used to protect the window. There was no
resolution.
Copies of the new booklets on park building use were distributed to the members
of the committee.
The question of whether or not hitting golf balls in the parks was permitted.
was raised. Committee members did not know if this item was covered by the
park ordinance. Committee members will check on this.
Mr. Wahl reported that there is considerable vandalism occurring at the Farquhar
buildings. The committee discussed the report and made the following motion:
Motion by Sterling, seconded by Milos, that the Park Committee recom-
mends that due to the deteriorating condition of the farm buildings
and the potential hazards, that the City Council take appropriate
action to insure public safety at the park. Ayes - 5 - Nays - 0.

Mr. Wahl reported that the old clubhouse building from the golf course is now
available to be moved to another location. The committee would like to look
at the proposed new location before making a decision.
MOTION: by Sterli.ng, seconded by Milos, that the meeting adjourn. Ayes -
5 - Nays - 0. Meeting adjourned at 9:40 P.M.
Minutes of the Reforestation Committee
May 4, 1982
The meeting was called to order by Chairman Miller.
Dave Gullifer, City Forester, reported on plans for Arbor Day, May 8. Arrange-
ments for planting the large Scotch pine are complete. It will arrive about
2:00 P.M. , ready to be planted. There will be several shurbs on hand to be
planted and the first tree from the Apple Valley nursery will be transplanted.
The committee diseussed the plaque to be placed near the Scotch pine. The
possibility of mounting it on a large rock that would be moved to the site
or placing it on a cement base was discussed. No decision was made at the
meeting. Mr. Miller will have a temporary marker prepared for Saturday's
ceremony.
Mr. Gullifer reported that MnDOT has donated four large trees to the city.
Two will be planted at Hayes Field, one in Longridge and one will be planted
on Arbor Day. Also, trees were planted in Longridge around the play area this
week.
The committee thanked Dave Gullifer for all the work he has done on Arbor Day.
The meeting was recessed to allow the Park Committee meeting to continue and
Mr. Gulli�er to leave for another meeting.
The meeting was called back to order at 10:40 P.M. by Chairman Miller.
Chariman Miller reported on the sale of the seedlings. All but about 200 of
the seedlings were sold. The remainder have been planted in the tree nursery
and will be transplanted in the parks when they are large enough.'.
