PARK COMMITTEE MINUTES
June 2, 1981

TOIIR c�f PARKSz The £ollowing parks were toured by committee ffiembers from 6-7,3p pm
on June 2--Alimagnet�, Delaney' Faith� Greenleaf, �ayes, and Tintah.
Committee members who toured were�••Chairpersan V. Sterlin�,

Chairp�rson V. Sterling called the meeting to arder at 7;33 p.m.
The minutes of th� May 12 meeting were approved a� mailed.
Mr. Mil.ler w�.shed clarifica�ion of Stem 16 (Greenl,eaf3 under the Review of the
Park Co�structir�n Pro�ram portion of t�ie minutes. The sentenee, (There is a
need for equipment that older ehildren can en�o�r, now this is mostlp a "tot lot.t')
He asked if the Park Comm3ttee was tryi�g to keep paee with the �hronolo$ical age
of the children. Mr. Bassett explained that i�. the Bond Tssue provision was made
fcr that park receining a wave slide, swiag set, and tr�o baek hoe dig�ers. The
committee quest�.oned whether one or more activities �should be added Por al�der
kids and wi1.I make that decision upon review of the park. Mr. Miller felt h��
questions were a�s�ered.

1. Greenl.eaf--Game caurt and play �quipmeMt will be installed. A pl,ywv�d back—
board will be fastened to the fence for tennia practice, A �ame
caur� will be in�talled at the west end. Mr. Bassett will study�
the area and scale it to �et th�: exact dimensionr for the area to
be asphalted. 40� x 40' is a �ood size. The �ame court will be
on the west side of the tennis cc�ur�--on one—ha�.f the court. One
basketball post, backbaard, and hdop wi11 be installed, The
desirable purchase of additianaZ play equipment wi7.1 be placed on
H�L�.

Mr. Bassett mentioned that in talking with the Cit�r Attorr�ey he had said that
after impl.�menting the park construction program� the �56�CJ4�.fl� uneneumbered
could be used for additional park develc+pm�nt car to pay off the bonds. In answer
ta Ms, Savaniek�s question of using it for Farquhar, I�r. Ba�sett stated that the
approval of the Ci�t� Attorney would be �ou�ht.
2. Faith--The �1,5��.�� necessary improvement of purchasiag play equip�tent should
be held until it can be determined if people are using the area. It
could be desirable $o install play equipmen� in the upper area.
Mr. Naegeli que�tianed if the upper play perimeter could be pulled out.

Mr. Bassett stated that he did not know; l�s. Sterlin� said that she
could not see pulling the equipment out. Mr. Naegeli said that he
did rac�t feel the area was worth any money.
Ghairperson Sterlin� wiil talk with Ms, E11en Milos, a farmer Park
Co�mittee member who lives in tha� a.rea, to �ask her opinio� of t2�e
�se Faa.th gets. Ms. Savanick felt that a picnic table and backhoe
digger should at least be in�talled.

3. Tintah--Desirable improvement of $�,OO�.n� for E-W Path Extension 740'--
MOTION; bg Mr. Naegeli, seconded by Mr. Dahlen, not to ma.ke pa�hway�.
Vote: YES, Unanimous.
�iscussion: ,� path wouid be parallel with the sidewalk.
Mr. Naegeli felt th�t the school should be responsible for putting
it in in that area. Mr. Dahlen suggested goal posts that could be
us�d for soccer or football. Mr. Bassett would like to talk with
th� VAA, who perhaps would like to install goal posts, or perhap�
the sehool distriet would take �he responsibil�.ty for installing
them.
4. Delaney--�esirable improvement of �5,000.00 fd� �spha�.ting the parkin� lot--
(and short pathway)

parking 14� out of Park funds and to in�tall pasts so �that cars
don�t move on.
�iscuss�.on: The quest3.oz� was raised as to the parking lot being
built �p toward north end. Mr. Bassett replied th�t ft cauld be
built up a little wa.th some additional fi].1.

Cit�r Attorney Jim Sheldon arrived at 8:�5 p,m.

Ms. Sterl.in� asked Mr. Bassett �Eo find out tY�e dif`ferences in
cos�s of cont3nually gravelin� the area versus asphalting.
MOTION: b� Mr. Naegeliy seconded by �ir. Dahlen to asphalt the turnaround.

Further Discussion--Mr. Naegeli questioned the eo�t of adding
one or two lights at the eurve in eorner wh�re i� makes
a turn to the left. �ir. Bassett estimated $�Op; alsc, additional
lighting possibly could be extended from the present light. He
wi1.1 check with Dakota Electrie.
Ms. �terling asked for a motion to spend appro�imately $1 ,�0�.��
for Zi�hts, but I�r. l�ae�eli and Mr. M�.11er would like to check
further into the costs. l�s. Sterlin� ther� requested Mr. Bassett
to eheck on �he cast of lights.

6. Hay�es Fie1d--Desirable improvement of $6,000.4� to asphalt remainin� parkang
lot.
Discussion--Rita t3u�enkauf suggested the installatio�a of po�ts
and chains. Mr. Bassett s�g�ested ways t� improve asthetics at
Fiayes such as concrete abutments, etc. (Hayes Fie1d will be
stripped in hottse.)

Ms. Savanick asked about the benches at Hape� Field, Mr. Bagsett told her of
purchasing the other half of t�e supports and costs of in�tallation.

M+�. Sterling stz�gested that an the next excursion the following parks be visited:
Chaparral, Sunset, Long I,ake, and Lon�rid�e.
Mr, Naegeli wauld Iike to continue visiting the parks until the committee has
gane to a11. of them. Mr. Bassett expre�sed the hope that some of the new play
equipment would b� in the gronnd by the week o�' June 8. Mr. Ptae�eli would like
to see a park that is gettin� n�w equipment once installatior� is compl,eted.
l�s. Sterlin� asked the price of the adjoining land at Farquhar owned by Mr. Jahn
Houston. Mr. Bassett hopes to have this ].riffl2'!llc�tl.O�L by June 16.
Faith Park--landscapin�; includes rather straight type trees and smaller scrubs
r�hich wi11 be installed. durin� spring plantin.g.
Scott Park--Ms. Sterling a�ked if the Gommittee should cor�siaer a to� lot type
of pl.ayground area to be installed at the top of the hi11. She mentioned that
people were asking her about this possibility.
BMX Track at Gedar Kno11s--Ms. SterZing talked with Mr. Joe Milbauer re�arding;
the track, and he su��ested aglime be put on the bi� curve rather than the ent�.re
area and that scrubs be takeM c�t�t where the children sit,� Mr. Bassett replied that
more aglime w4uld go c�n at crucial parts 4f the track; part of the s�rubs couJ.d be
removed �o that people could see, but to take them a11 out woul.d cause errosian
problerns.
Park Open �ouse--June 6, from 1O-12p.m. at the Pool a�d Racquet C1ub wi.th the
purpase af promoting the summer programs and to aecept re�;istrations.
R�signation of Joanne Fiallenbeck--Ms. Sterling read the lette� she sent to Mr. Bass-
ett. This wi11 be sent to City Council�the cn�a�ittee t�anks Ms. Hc�llenbeck fdr hep
service.

Mr. Foster D►�nwidd3e, axchitectural consul�ant for Farquhar, wrote a con�raet fmr
the work at Farquhar �hat City Council reviewed two weeks �go. Citg Council felt
this contract wa� a bit �xtensine. Ms. Savanich and Mr. Bassett revised the
scope of �he contract to be given to City Gouncil �'or° : the reno�aa�ion of the barn
and bui.lding. There are two phases of the work: 1. �hnuld any re�ovation be
done at al� somewhat econon�ically and 2. Tell how much �he renovation would eo�t
and wha.t could be done. Mos. Savanick asked how the Comrn�.ttee feels about Farquhar.
�Ir« Mi11er replied that he �'elt th� barn lends itself we11 to the �e�t3nga
Mr. Bassett st�ted that it would take perhaps a $2�5�4.�C! expenditure to see
what kind of problems exist w3.th the buildin� ar�d the cc�st of restoration. When
he has that informatioM� then phae�e � eould be implemented. Ms. Savanick urged
the Park Comrn3.ttee to make City Council aware of their feelir9.gs abovtt Farquhar.
Mr. Bas�ett que�tianed Mr. �heldon as to �he apprapriater�ess of tak3.ng the �60�040
over bud�et under the park development pro�ram and r�allocating it into other
park impraveffient pro�ects th�;t were not in �he ori�inal park program. Mr. �heldon
replied that two ideas mus�t be considered: 1. He would review the p3an with �he
City�s Bond Council so as not to run afoul with the bond�s provisiens and
2. He needs guidelines� priorities of hnw the money wr�uld be spent in the parks.
Mr. Mi3.ler statecl that even though he is a vocal praponent af the barn at Farquhar�
he has a limit on the dollars he feels should be spent th�re.
Resi�r��tion of doanne Hollenbeck--Her l�tter will �o to Cit� Council on Thursday�
June 4. Ms. Sterling expressed �he desire to have her replacement be a person who
can regularl�r a�tend the meetings. Mr. Miller expressed the desire that a letter
b� sent Ms. Hol2enbeck thanking fier for her time and assistar�ee.- Mr. Bassett will
check c��. the certificate that has, in the past, been �iven to "retiring'� committee
rnember�,
