ABSENT; Joanne Hollenbeck, Tersy I,an�ager, �}av�:d Miller. Chairper6on Virginia Sterling called the meeting �o order at 7z�0 p,m. The mi�.utes of the May 5 meetin� were approved as mailed. ..__ Review of the Pa�k Ct�nstruction Program: Mr. Bassett raised the question of whether tennis eourts shnuld be lighted. This was no� considered in the bond issue. Mr. Bas�ett felt lighted courts wc�uld enhanee the tennis system. Mr. Naegeli stated that he felt li�hts were needed at the courts used most frequently. Sn consideration of the Pmrl� Construct3.on Pro�ram� Chairperson Sterling felt th� committee should review the nec�ssary improvements and desirable improver�ents as compiled b� Mr. Bassett. She stated that she �ssum�d the neaes�ary i�prave- ments should be made. Fall4wing is a list of parks with decision�/recommendat3.ons of the Park Committee as to the necess�ry i.mprovements and desirable impr4ve�ents whic� indicate differences in the Park Construction Progra�n Draft a�s eompil.cd by Mr. Bassett. 1. Alimagnet--HOLD an $1�0�.00 desirable improvement of an asphalt turnaround at end of Ridgewood. Disaussion; Mr. Bassett stated the maintenanee department needed a plaae tc� plaw (round area} and Mr. Nae�eli meutioned the erros- ion problems. Mr. Bassett feels the committe� should loak a�t Alimagnet. 2. App1e Valley East--ALL necessary improee�ients are agreeable to the committee. �. Belmant--AD� a grill ter the list o� necessary impro�ements. Th� $1,40p.t3� desirable improvement of replacing t3�e d.rinking fountain should be moved to neces�ary improve�ments. �ise�ssion; St is a poliey to prdvide � drinking fountain wh�re there are tesnis caurts. The question of how a eost fi�ure is assi�ned to the installation of play equipment was ra3.sed. Mr. Bassett stated that he took 2C� of the ca�t of the eqtzipffient to estabZ�sh the cost of install.ation. 4. Carrollwotid--H�T,ll the $2,5pp.pp game court installation� �nti1 necessary impravements are made. This co�� could prdbably� be reduced �o �1,500.t�0. Disctassian: It was decided. ta grade far the game �ot�rt but not to install the asphalt slab� color coating, or basketball hoop until necessary improvements are made. Cedar Knolls--The $44�.(�0 desirable improqement of �he BMX Track was� increase+ to $1,��0.00� to become a necessary impr4vement. �iseussion: Considering the use th�� track �e�s� the Gammittee fe�t this track should b� improved. Mr. Bassett stated that aglime, which sets up hard, could be used to cover the ent�.re track with more money available. The �ptomist Club made a donation of �600.0� for impr4vemEnts to Cedar Kno11s. The committee discussed a matchin� fund of $60�.04 then went w3th the suggestion of Mr. Nae�eli to fund $1y��0.�4 for the improvement of the B�IX Traek. Thiss �1��0�.0� plus the $60�.Q� donation could do the job w�17.. If amy money were made from ranning the BI�X Track races� which �r. Basse�t felt was probable� this, too� eoul,d be used �or iffiprovements. 6. Chaparral--HOL� on act�al gradin� ar�d seeding the ope� play area� but leabe the $2,500.p0 appropriated for this r��,der neeessary i�nprove�ents. 7. City Ha11--A.11 necessary and desirable improvements were agreed upo�a. Discussion: The queation of eolor coating the game court� was �aised. Mr. Bassett expla3ned that markings could be made for �arnes on the courts that ehildren lil�e to play. Eventually, this does wear off, but �t can be touched up �rrer3+ 4-5 years. Game cour�s should be 30� x 30� or 3�� x 4d�. It became the f�eling of the committee that a11 parks� game co�zrts should be color coated. M4TI�N: by Mr. Nae�eli, seconded by Mr. Dahlen, to color coat, using vivid eoiors, a11 �ame courts in Apple Va11ey. Unanimous. $. Cobblestones--I�4LD a�t�.er� on pathways. Discussion: Th�: developer (Revere Properties} has �g��ed to ins�all pathways he was c��i,gina�,l,y obli�ated to put in, Zf he doesn�t install, then the city will instal2 the pathwa�rs. At this time, the eor�mittee will look at Cobblestones and hold any actiott on pathwa�rs. 9. Diamond Path--The �5,000.00 desirable improvement of asphalting the parkin� lot will not be decided v�at31 the cdmmittee has looked at this. The $3�90�.00 for protective skate tile wi11 becflme a H(JS,D item. Desirable i�prover�ents of extensioa ef the d�inl�in� fm�zratain�, $1�20a.�4 and installin� underground gas, �1,�Ot�.��� were decided upon as necessary improvement�. Disc�ssionz �he parkin� lot asphaltir�g would be done where the base is already. �a.d� will be receined far the asphaltin� �eeded to be accomplished. Mr. Bassett showed the committee various• types of skate tiles. Free conveyor belts have been used in the past, but there are no�e available at the present tit�Ca. Archery Butts--Mr. Bassett stated that this $10�.00 expe�diture could eome £rc�m general park operating f�tnds. Hay bales do not 1ast. Thec�e butts would be installed at the base of the 3pi banl� where there is r�o cross traffic. This �hould be a gc�od place and z�ot dan�erous. (Mr, Bassett, said that he eould show the committee equipment that might be considered fcrr Faith. Perhaps there could be a playground on the lower Ievel. The upper area, wh�.ch has a scenac overlr�ok� wou3.d be a de�irable place for picnic benehes, etc.) Cancel the $8,�DA.O� desirable 2mprovement �or asphait pathways. Tiiscussion: Mr. Nae�eli expres€,ed concern ov�r the cc►ndition of the barn at Farquhar and wished to know the thinking of the architect. Other committ�e members, too� expressed concern. Mr. Bassett briefly expZained his meeting with Mr. Foster I3�inwiddie concernin� the possibl.e stabiiization of the b�rn aMd farmhouse at Farquhar. Mr. Bassett raised the questions of should t�.e buildings be s�^�ed, should we take the $64s���.00 and gtabilize them so that , they don't fa11 down! The question was raised as to how much it w4uld �ost to renovate these buiidin�s? Mr. Bas�ett said that one way would be tc� hp ase the work over a period af tYme. There are �ood barn boards stored that cauld be usecl. �he key would be ta �nake the new parts laok as realistic as the old. The LA4dCON �rant mone�r eannot be used for the buildings at a31 at Farquhar. It caa be used �'or paving the parka.ng lo�� buildin� a picnic pavillion� restrooms� etc. Probably hook up �o Citq water and sea�a�e systems would be �one. 13. Chairpersan Sterlin� su�;gested t�at the eommi�tee, after the necessary improve- ments have b�en a�compli,�hed, study each pa�k ta decide what additional improvernents mi$ht b� n�ade to make the p�rk mare complete. �f there is money left over, then the commit�ee couid decide how to use it, �tr� Nae�eli. su��ested the possibilit�r of retiring the bond and stated, as an example�$�00,000.00 toward a $1.2 mYllian bond. �:gain it was stated that if a: cer�ain a�oun.t of mo�ey was left avers what could be done to make the park� more complete. Mr. Naegeli suggested that the committeey as a whole� taur ALI, of the parks to�ether nearer to fa11 ta see what additional impravements mi�ht be made. Ms. S��erling wa�dered if a large an�ount of money could be spent in one area. Mr. Bassett replied that he felt t�ere would be some flexibility but that he would ask for the opinion of the Caty Attorney. He further stated tha� he felt the valid reaetion o� C3.ty �:dministrator Dick Asleson wo�1d be that expend3tures would be al,lrigh� 3f they were within sec�p� of �he general bond iss�e. Mr. Ba�sett �tated that they would proceed �ith the asphalting. On the Park �ommittee�s next tour, ffiembers will 1oc� at the items whieh were put on H�LD. Consider recommed.in� retai�.ing the firm csf Mi31er-I}uttwiddie for the Farqu2�ar Fro�ect: Mr. Ba�sett expressed once agair� the need of an architec�ural cflnsultant to help with the buildin�s at �'arquhar. He feels Mr. Faster Dunwi.ddie is verq competent and he should be hired for the Farquhar Project. Mr. Aunwiddie work� oa� a time and materials basis. He eharges a ba�ic rate of $4�.�4 per hour. The IdAWCON GRANT was for $97,DOO.QO; a basie 1('� can be charged to planning. Theoreticall�r� �1��4��.�� could be charged to ZAWCON. The Ci10h3.6L�S availabie are $97,000.00 from the LAWCON GRANT, and $60,�D�.flO vated in the speeial parks B4ND issue. The contract with Mr. Uunwiddie eould contain a clause that the �ontra�t be mu�ually termir�ated v.pon written notice without a penalty. Mr. Baasett feels that l�r. Dunwiddie eould te3,1 the committee fairly early �r�at �rauld have to be spent on the buildin�s. Mr. Bassett wot�ld also recomme�.d to Council t�at he have the fl��ibility no� to �pend all the money just to know the b�ildings canna� be saved.
