DISCUSSI4N QF CITIZEN REQUESTS:
A. Request ta fill ponding area in Faith Park or al.ter pathway adjacent
to it.
A r�sident of the Faith Park area, Sandie Reiter� voiced deep concern
oner the hazardous eondition createci by� this pondi.ng area. She stated that
it is presentl� filled with junk, it is too c1c��e to the play area� that a
child bikin� down the pathway ean easily just �o into the water� that
masquitoes are a problem, and generally felt the pond should be eliminated
by fillin� it.
David Mill�r pointed out that developer �rrin Thompson did not construct
a raad and buiid additional houses in that par�3.cular area because af the
terrain. When land is left because of terrain, it is usually ginen to the
City for a park. He po�.nt�d out the need for water draining off the hill
having a place t€� go. Instead of filling in the pond, which would be
extremel� exp�nsive! he suggested that a buffer be created ta prevent children
from �oin� into the pond. After discussion of type� of �aterial.s that could
be used for barriers (railroad ties, trees, f�r�cing), it was �enerally f�1t
that e�er�reens or some type of tree of sufficient size could be plar�ted
close enou�h together to create a feeling of seeurity aso�.�d the S curee to
the crdssov�r. I� was sug�ested to Mrs. Reiter that perhaps the nei�hbarhot�d
residents cotxld gather the �unk and pl�ce it in piles far the Cit�r �o pick
up. The Mosquito Control authority will be alerted �o the problem at �"aith
Park.
The Comm3.ttee decided that s4me type of trees (the particular kind ta
be decided by Park Uirector Mike Bassett) be pl.anted elose enaugh to�ether ta
provide a natural barrier to the pondin� area in Faith Park.
Mr. Bassett pointed out that approximately 1 ,000 feet Qf pathwa�r is to
be completed at Faith at a �ost of $8,OOn.
B. Ex�ension of pathway in Greenleaf 5th Addition. I� is not in the trail
plans to ext�nd this pathway. Tt was g�ne�allq felt that this pathway should
not be impraved until somethin� is done with the adjacent property.

C. Acquisition of vacant lo� on 167 Chaparral ➢rive and eons�ruetic�n of a
tennis court. Mr. Miller .felt that because of the developme�t of 3�E, it would
be a waste of taxp�yers money to purchase� and eons�ract a tenni� court on that
lot.

REVIEW 4F PARK DEVELOPI�ENT PROGRAM:
Mr. Bassett requested that this item be tabied u�til the next committee
meeting. He wishes to a�sign cost figures for needed pro�ecte at eaeh park.
Mr. Bassett reported the hiri�tg af 3 CETA emplayees thrQU�h a special �rant.
He also repor�ed that play equipment will be assembled as much as possible
at the shop, holes wi12 be drilled at the play�round� eean�nt w�.3.1 be pmured isto
the holes, and the play equipment will be set righ� in. Th�.� a park aoul.d
have al1 of 3ts new equipment in 2 or 3 days.
Ms. �terling questioned who would decide the priority of parks �e�ting
new play equipment first? Mr. Bassett plans to in.�tall the equip�ent in the
most efficient way startin� with Diamond Path and Ha�emeister Parks where the
two new park buildings are which will house park activities this su�mer.
There wouZd be more stress on gettin� equipment insta2led in those park areas
that are presen�ly vacant.
DISCUSS�ON 4F PRIDRITF PRflCEDIIRE FOR IIVSTALbING PLAY EQt1IPMENT IN PARKS:
Chairp�rson �terlin� presented a 3ist she had compiled of park� in priority of
need. It is l�oped that the new playground equipment can be entirely installed
during this construction season. Mr. Bassett will develop a list and pass it
to each comm3ttee member og the parks in the order in which they should receive
equip�ent. Th� �mphasis will be first on parks with s�r�mer AC't1.41t�L5� parks
with no d.evelopment, and thirdly, assemblg procedures and dri�ring time.
OTHER ITEMS:
Cobblestones-- Mr. Bassett reviewed a letter received from Revere Properties
concerning the installation of pathways in the Cobblestones Addition. They are
agreeable to installing pathways to the proportion of lineal feet they were
originally obligated to put in. Sterling questioned the cost of installing the
deleted path from 140th stating that the fill needed would be more costly than
completing the paths as desired�by the Park Committee. Bassett will pursue with
the develo er.
Consultan� Fee--Inter�esi�n, Inc. had a basic c�z�traet for �f�,60�. The contract
was renegociated for �,�3�000. Mr. Bassett �e1� that was a fair settlement for
work performed b�r Tn�erDesi�n (tennis courts installed� gradin�� water and sewer}.
interDesi�n will r�ot be in�olved in the Farquhar Pro�ect. Axt;� wt�rk needed at
Farquhar will be performed b�r some other firm. InterDesign employees good
desi�ners, b�t they �ive poor estimates af eosts. I,awcon Grant wi21 be used
for paving parking 1ot at Farquhar, putting in a pavillion, si�n��e ancl. other needs

An architect/eng3.neering firm will have to be empla�ed fc►r si�nin� the
plan� fdr the renovation at Farq�har because of �trict bt�ildin� and fire
codes. Petersar� Clark is a �e�od b�sic architect/engineering fir�.

LA�1C�N/LCMR Grant Applieation.-- Mr. Bassett reviewed a memo he has sent to
the Mayor and City Council concerning a preliminary applicat�.on fc�r Iand and
Water Consereation fundss (LA�fCOAT) and Ze�is7.ative Commiss�an csm Min�esota
Rerource fund� (LCMR) for fiscal year 1q82. He feels the prAjeet with the
�reate�t chance fc�r funding would be the aequis3.tian of a portion of �he
I,�� Lavon property. That parceZ which includes the maintenance bui.ldin�s
that are e�zrrently occupi�d by tMe Park Maintenance 13epartm�a3t would be the
hi�hest pr3.ority. The maximtim grant application is $'i5(?,40U. �epending
upon the amount the owner ask per acre wauld determiBe hpw mu�h land could
be purchased. Mr. Bassett stated that the City 3s in d�.re need of this
maintex�ance space. The maintenance area is the hi�hest priorit�, btzt it
would be highl;� d��irable to obtain a portion for a sheltered swYS�r�i�� beach.
REMINDERS TO C4NlMITTEE:
Chairperson Sterling asked if each member received a letter statia� that they
should call Mr. Bassett �s secretary, Betty, if they are unable to attend a
meeting, if they wi1l have to Ieane early, or if they will arri�e late.
On April 3�y �he Park Committee a�d Historical �ommit�ee have been invited
to �e�t with City Cauncil.
