Carolyn Rodriguez , E� Officio Member, and Staff Member Mr. Bassett. ABSENT : Mi11er. l. Call to Order. Chairperson Sterling called meeting to order at '� :02 p.m. 2. Approval of A�enda. Agenda approved as mailed. 3. Approval of Minutes from January 20, 1981. �inutes were approved as mailed, 4. Con�inue Discussion of Park Names. Ms. Sterling s�ated she would like to have a list that all I�� members more or less agree on by the end of this meeting. ', Ms. Hollenbeck stated she felt some of the park names on the ��' Historieal Committee's list were not good, and some om the Park Committee's list were very good. She said that if you went to the Dakota County I,ibrary there were eigh-� names that are credited for settling and plan�;��g the Ci�y of Apple Valley but only one of those names are shown on the list. She went on to sa3r that some of the people listed on the Historical listing hadn•t really done anything for the City of Apple Valley, but the City had done a lot for them. She went on to say that they had owned Iand. sold it , and made money, bu� truly didn't do anythin� for the City. Names of those who warked very hard for the City were John Natwick, Urwin Ulrich, Arleigh Thorberg who has put in at least 15 years a�ways as a volunteer, Steve Delaney first chair- man of the Tovrm Board, and other firsts of the community were Pearsall , Largen, Garrison, Branning and Hollenbeck. She said that in order for the City to be named Apple Valley they had to approach Orrin Thompson who wanted it stated that it was not done because of him because he felt he didnRt want to owe -the City of Apple Valley anything. Mr. Tousignant dedicated land because he had to. She added that if names were used she felt only one name should be used so it wouldn't be a memorial type thing. �is, Sterling �tated she had previousl�r mentioned that she liked the idea of current history also, and that ot��r. citi es have named parks, buildings, etc. , more or less for the people who started the cities. She said that because they were new people wasn•t a reason for not using the ne� names. Mr. Bassett stated the next City Council Agenda was a large one, and felt the Council would want to take some time on this item Park Committee Minutes Fehruary 3, 1981 � � Page 2 and i-� would probably be held for the last meeting in February which would give the Committee time to look at it again. Present Park Names : Historical Committee Su��es�tion: 1. Apple Valley East Tousignant Park Discussion: Ms. Hollenbeck stated that Mr. Tousignant owned the land, and he sold it donating what he had to for park dedication, but she didn't feel it sufficient reason to name a park after him. She stated the name MeDonald had been discussed; and that they had changed Westview to Hayes so there wouldn't I be two Westview Parks. Mr. Naegeli stated they were getting into the same thing I the�r had gotten into before. He said they previously had l.00ked at 18 names from the list received be�'�re. He stated � he didn't like using names because of the same problem they were going to have. Ms. Ho1leMbeck stated she agreed with the names of C�rrigan and Delan�e�, but did not agree with usin� Thompson because he hasn't really done anything for the City he hasn•t been asked to do. She stated he gave the City the Poo1 and Racquet Club building because he was losing money on it, and felt the City could handle it themselves. Mr. Naegeli stated that in getting into names each member would have an opinion and they would get nowhere. Mr. Bassett stated this was such a subjective thing, and there will be many different opinions with probably equal differences when it gets to the Council. He said perhaps it would be better to ask:=Council to set down some criteria for both the Park and Historical Committee to go by. Mr. Naegeli stated that could change depending on who was in at the particular time, and this Committee was talking about names that would go on parks presumable forever. Ms:. Hollenbeck asked" why ignore them when they are on record here in the City and at the Dakota County Library. She, s�id she felt they should use them. l�r. Bassett suggested the Committee name a portion of the parks. particularly those with bad names. Mr. Naegeli said he felt they should change Scott-Highlands. MOTION : by Naegeli , seconded by Hollenbeck, to leave it Cobblestones Park. Motion carried. 6. Farquar Hills Park Farquhar (Correct spelling) . MOTION : by Naegeli , seconded by Gutenkauf, to use corrected i spelling. Mo�ion carried. 7• Greenleaf Phase IV Tintah Park - Indian name �! for Prairie. ' Discussion: Not too many Indians settled around here. Park Committee last meeting had felt this park would be Delaney Park. �OTION : by Naegeli , seconded by Gutenkauf, to table for later consideration. �otion carried. 8. Nordic South Park Nordic Park Named originally because it was thought there would be twti parks, bu� since there is not a Nordic North Historical Com- mittee suggested Nordic Park. Redwood I�orth Redwood Park Redwood South Ms. Sterling asked if in actuality these were just one park cut in to by County Road 42, or if they were two completely different parks. She stated she realized they came from two different plats, but the people really wouZdn't know. Discussion last mee�ing was to name Redwood Narth as Redwood, aMd Redwood South as McDonald's Park. Ms. Gutenkauf stated the Garden Club would like for it to remain Redwood. M�TION: by Naegeli, seconded by Gutenkauf, to leave the park names of Redwood North, and Redwood South. �otion carried. Ms. Hollenbeck stated she agreed on the names for the parks, but felt the bui2ding should be renamed since it isn't Apple Valley Racquet Club. MOTTON : by Hollenbeck, seconded by Naegeli , to rename the Apple Valley Pool and Racquet Club to Redwc►od Community Cen�er and Municipal Poo1. Motion carri�d. 1Q. Ms. Rodriguez stated many people associate this with a pri- vate pa,rk going with the Wildwood Addition. Mr. Naegeli stated the park signs would carry �the City logo which would distinguish it as a City park. Mr. Bassett stated he would like all the park signs �o read "Apple Valley Parks and Recreation Department"m in small letters across the bottom. �' 19• School Properties , Regional Parks or Special Areas and Fac- ities would not be changed. Ms . Sterling questioned if there were any new parks not printed on the list. Mr. Bassett replied no. Park Committee then returned to the five parks tabled. Ms. Sterling asked if it was agreeable with everyone to send the Council those park names recommended excluding the five tabled for later consider- ation. MOTION : by Naegeli, seconded by Gutenkauf, to send list of all parks discussed and named, less those tabled, to the Ci�ty Council . If a decision is made later on those five they eould be added. Motion Carried. Park Committee Minutes February 3, 1981 � � Page 5 Mr. Bassett asked if it was their intent that the list be sent to the City Coun�il or to the Historical Committee for their review. Ms . Hollenbeck stated she felt the list should be sent to the Historical Committee as a courtesy showing what we have done. She stated they would be meeting the next week. l�r. Dahlen said he felt the list should contain the criteria of why these names were chosen. Ms. Hollenbeek �'��t it would be self-explanatory. Ms. Sterling stated she fel�t criteria was needed. Mr. Naegeli stated he didn't think they should have to pick from �h�- g�ap�'s names submitted. Ms. Hollenbek said she didn't think it would be fair if �nly one was picked, adding that of the first four one is deceased, and �f the three living two were sti11 act- ive. Ms . Sterling said some of the names used now are very historical and go way back, and some are ;�egional that are �asily located by their names. She said she would like to see: some named because of their area, and some because of the historical signifi- cance but there could be names also of people who worked for the beginning of App3e Valley. Ms. Hollenbeck said in the beginning people weren't paid, they were a group of dedicated people and felt this should be used as the criteria. She stated they were a group of dedicated people who were the first to volunteer. She felt the idea �i�h the five names of the origin�l was that they were the first who volunteered and then later were elected because they were the first group, particularly the first mayor. She stated many eities have parks n�med for the first mayor, or the first of anything. Some of these five continued on and have worked many years . but they were members of the first Council and she saw no reason why the people originally involved iM setting up Apple Valley shouldn't be used. She added she didn•�t feel families who donated land for parks should have a park named after them because they had to give the land with the development as a part of the rules of acquiring land for parks. She said that of the five parks that v�ere tabled she would see nothing wrong in seleeting those first four names discussed and selecting anothe'r for the fifth. Her recommendation being that parks be named after the original Council people who are no longer involved in City Government. Mr. Dahl�n stated that there was a lot of s ace to be mc�r e p grow and would parks. Mr. Naegeli stated there wouldn't be that many more, adding that he disagreed on not using names of those who dedicated land ; that if hadn't been for �hampson Apple Valley might not be here at all . Ms. xollenbeck stated if he hadn't developed someone elso would have. Mr. Naegeli sited South St. Paul, and stated it hasn•t grown in 30 or �0 years, so it couldn•t be said that someone else would have developed. Park Committee Min�es � February 3 , 1981 Page 6 Ms. Hollenbeck stated she didn't feel anything was owed to some of these people. Mr. Naegeli questioned how just five na�r►es could be picked. Ms. Hollenbeck stated the reason it was brought up was because there were enough names. Mr. Naegeli said he like the Historical Committee's suggestion of Tintah for Greenleaf IV. He said it had some indian signifi- cance, and he liked the name. Ms. Sterling s�ated she felt the name Largen should be considered because he not vnly ovvned land, he was a good volunteer whb worked very hard, and he was the first mayor. Mr. Bassett stated they might consider the criteria being a dis- tinction between being a landowner and that of a ci�ty father. Ms. Sterling stated she didn't fe�el being a landowner sY�ould count. She added that Mr. Ulrich had also worked very hard. Mr. Naegeli pointed out that the two often times go hand in hand. Ms. Gutenkauf suggested naming Greenl;�af IV as T�ampson Park. MOTION : by Naegeli , seconded by Gutenkauf, to name Scott Highlands Park after the fi�st Mayor - Largen Park. Nis. Gutenkauf questioned why City Hall Park shouldn't be named after I,argen. Mr. Naegeli stated Scott Highlands had -to be re- named and he was suggesting Largen after the first �ayor. He stated being Mayor was a lot different than being a Council Member. �tr. Bassett stated he wasn't disagreeing, however he asked if there was a better person to name the City Hall Park after than the first Mayor, �nd if so who would they name it after. Mr. Dahlen asked why it shouldn•t remain Gity Hall Park. Ms. Sterling replied that a big eentral park was hoped for in the center of Apple Valley, and there couldn't be two City parks. Mr. Naegeli stated he felt the first Mayor was something different tha� first Council Members. M��ion �n the floor to name Scott Highland as Zargen Park. YES : 1. NO - 2. (I?ahlen & Holler�beek) . Abstained - 2. (Sterling and Gutenkauf) . Motion failed. MOTION : by Gutenkauf, seconded by Dahlen, to name City Hall Park as Largen Park. Mr. Naegeli stated he felt this too politieal ; that Scatt Iiighland had to be renamed whieh was wh� he had suggested I,argen Park; but he felt that was diff�rent than naming the Gity Hall Park after Largen. Motion on the floor to name City Hall Park as Largen Park. YES - 4• ND - 1. (Naegeli) . Motion carried. Mr. lYaegeli stated his no vote was because they were not just nam- ing a �ark, but were naming City Hall Park. Park Committee Minutes February 3, 1981 • � Page 7 Scott Highlands Park: Mr. Naegeli stated this park was a priority for renaming. He added that Mr. Delaney basically owned the land where Northstar Concrete is located, though he did not own the 160 acres where �the school is located he did own the land directly to the south. Ms. Sterling stated that Delaney had been suggested at the last meeting far Greenleaf IV because it was a good sized park, howe�er in talkin� of the names brought up she now felt this would be her second choice. Mr. Dahlen stated if names were going to be picked there needed to be some criteria. Ms. Hollenbeck stated there was a mixture, first eonstable, first city couneil . first mayor, first town board, and a first landowner and developer. �Ir. Basset-t said he agreed there needed to be more solid criteria; then they could go with the list of names they had and perhaps there would be others . Ms. Sterling stated Apple Valley has a history, though it now doesn't go back as far as other cities but it would, and it would go back �o Delaney and Largen. She stated she felt a significant mi�ture should be used beca�se others would be old names eventually and they started Apple Valley. MOTIOIV : by Gutenkauf, to change Greenleaf IV to Delaney Park. Mr. Naegeli stated he didn't think they should have any names. Perhaps Delaney, he said, because he was one of the first, and is now deceased which could be a part of the criteria in that they wouldn't be naming anything after a living person. Ms. Gutenkauf stated they would hav� �through the whole list using that criteria and that Carrollwood ws��.�ld have to be renamed. Mr. Naegeli stated that he had meant from now on; that there was enough problem in deciding what to name these parks wi�thout going baek. Motion on the floor to name Greenleaf IV as Delaney Park. Mo'tion failed for lack of a second. MOTION : by Hollenbeck to change Scott Highlands to Delaney Park. Mr. Dahlen questioned how they could name parks after people with- out criteria having been set up, particularly when there isn�t a good reason for doing so. Ms. Sterling the criteria of landowners has been used, however they were considering not just landowners but people like Mr. De7.aney who was a landowner, but also was chairman of the first town boaxd. Mr. Bassett stated there were a lot of other parks that had names with no mear�ing whatsover, and there was some rationale to having a Scott Highland Park making more sense than a lot af the other reasons. Ms. Hollenbeck stated if the pa,rk was named Scott Park now, and then land was donated by the Scott Highland School there would be two Seott Parks. She asked about calling it Highland Park. Ms. Sterling stated �here was a person by the name of Highland and she had been told it was the reason for the two names used. Mr. Bassett stated the name was spelled Hyland, and he felt s Higlands had been used comparing the land to that in Ireland. Park Committee Mi es February 3, 1981 � . Ms. Hollenbeck stated she agreed with Mr. Dahlen about making rules and regulations. She asked if the Committee wanted a Delaney Park. Ms. Sterling said that discussion last meeting was that a paxk should be Mamed Delaney since he was on the town board and one of the historical people. Mr. �laegeli sta�ted he thoughtthey should have a completely different name, or that they call it Scott Park. Ms. Steriing stated Mr, Scott was a landowner, but that he didn't work for the beginning of Apple Valley. Mr. Naegeli suggested these be tabled until spring� that every park except four Mave now been named, and the Committee e4uld afford to delay until the end of the month or th� first of March. Ms. Rodrigueti suggested they could use Delaney for Diamond Path Park. Ms. Sterling stated they had named a park for the first mayor. Ms. Hollenbeck said that she wouldn't have voted for that if she hadn't thought they were g4ing to go through with the rest of the names. and that in using Delaney they would he elim- inating the other three f�.rst Council Members; Natwick, Ulrich, and Thorberg. Ms . Sterling suggested all names, exc.�-� the fo�r �ab7.ed, be sent to the Historical Committee, and on to the City Council for their second meeting in February. She suggested the Committee spend a rnonth going to the library and talking with people, so that each could come to the first meeting in March with cri- teria and suggested names for the four parks along with their reasons for chosing the name. Mr. Naegeli sta°ted he felt the Committee would be in trouble once they started using names, though he felt Scott Highlands should be changed. He questioned why just this list was being looked at when possibly there were others bac� in history that should be used. He stated he was not in agreement on usiMg names. Mr. Bassett said the Historical Committee has several other indian names they might wan�° to consider. Ms. Hollenbeck said she would prefer using the amercian version of the indian name. s. Park Si�na�e : Mr. Bassett reported that the rauter wasn't in as yet, but he expected it the following week. He said the Committee should de- cide what role they wanted to play in the park signage. He asked if it was their feeling they wanted to come up with layouts, or if they wanted a passive role and he would bring in suggestions. He requested that each member either bring in a picture of a sign they h�pp�n to see, or tell him the address and he would take a picture. He circulated some photo's he had for review. Mr. Dahlen stated he traveled quite a bit and would be �alling to take pictures. Mr. Naegeli questioned if names rather than the national symbols Park Committee Minutes February 3 , 1g81 � � Page g wasn't already agreed upon. Mr. Bassett stated it was. Ms. Hollenbeck said she would like to see a green �ree with the red apple used. Ms. Sterling suggested since they had elected r�4t to use a consultant that a little extra money be sg�nt on having a co�ple of signs made up when the router comes in for samples. Mr. Bassett stated he would� be meeting with a sign et�mpany and tha� he might get some ideas from them. He said he was looking far effective signs; i.e. , a 12" board, ��unted on 6 x 6•s, with the name of the park, and in smaller letter at the bottom "Apple Yalley Park and RECreation Department" , and the logo on the 12" board. 6. Arbor Da�r: Mr. Bassett said that he and Mr. Gullifer had not had the oppor- tunity to taik further about Arbor Day. Ms. Sterling reported she had talked with Mr. Gullifer but that he hadn't mentioned anything so she was assuming he was still working on plans. 7• Future Park Development : �, Mr. Bassett said he wpuld soon have a recap of all expenses in- curred during 1980. He said he was not sure how mueh excess dollars they might have for extra projects. He said any new pro�ects should be in terms of those talked about in the bond issue, and before they could get into a lot of additional projeets any money left should be spent on the perimeters, hard surfaced areas and touehing up the rough edges on the parks should corne first. He stated they had gone over a list c�n -�he buildings with the architect and construction company, and the architect was making them go back and redo some. He felt the architect was doing a good job in follow up. He said 50� of the painting is yet to be done. He suggested they be thinking about a priori�y list as far as future pa.rk development. 8. Other Items : Mr. Naegeli asked if Marlys Overgard was still the Paxk Commi�tee Liaison. Nir. Bassett reported they had not made new appointments at this time.
