CITY OF APPLE VALLEY
PARK COIVIMITTEE MINUTES
JANUARY 6, 1981
PRESENT : Virginia Sterling, Chairperson, Robert Naegeli ,
Joanne Hollenbeck, Denis LaComb; �ike Bassett, Park
Direc�or.
ABSENT : Carolyn Rodriguez , Rita Gutenkauf, Dave Miller.
l. Call to order - approval of a,�,enda.
Chairperson Sterling called meeting to� arder a.°� 7 :20 p.m.
2. Approval of Minutes from December 16, 1980 Meetin�.
Committee approved minutes as mailed.
3. Discuss meetin� with Historical Committee concerning Park Names.
Chairperson Sterling stated the Historical Committee would be
mee�ing on January 13th, and would like a joint meeting with the
Park Committee on the �Oth. Ms. Hollenbeck stated she would not
be in town for the meeting on the 20th, but would like to be
pres��t when naming the parks was on the agenda. �Is. Sterling
listed Apple Valley East, Greenleaf 11 & 12, Diamond Path,
Sc��it �H�tghlands, Carrollwood, City Ha1� Park; and Nordic South,
adding that she felt since there would never be a Nordic South
it could be just Nordic Park. Also she stated Hagemeister and
NlOelleY' do not need new names.
Decision of the Committee was that the Historical Committee for-
ward their suggestions and recommendations for their names of
parks at the January 13th meeting. The Park Commi�tee could then
go �rrver them a�t the January 20th meeting, and take the item up
again at the first meeting in February to make their recommendation
tc� the City Council. Mr. Naegeli asked Mr. Bassett if he would be
sending a memo to the Historical Committee. Mr. Bassett stated he
would.
Mr. Naegeli stated he didn•t think one would find 34 significant
names in Apple Valley and that perhaps the State of Minnesota
should also be considered. Ms. Sterling added that first leaders
of the city also had different things named after them. 5he
stated that these parks needed to be named before spring.
Mr. Bassett stated that some of the Historical Committee Members
may want to come tv the January 20th meeting just to explain
why they want a certain name. Ms. Hollenbeck said that if the
names are discussed on the 20th she would like to suggest �they
not be so formal because they would never be called by a long
name and it would be better just to keep them short. It was ,
agreed that if a long name was felt important the park sign �'
itself could be shortened to just the last name with the full '
name stated on a metal plate or kept on file at City Hall f'or
those who might wish to follow up on the history of the individual.

MOTION by Mr. Naeg.eli, seconded by Mr. LaComb, to nominate
Ms. Sterling as Chairperson.
Nominations closed. On call of the vote all present voted aye.
Motion carried.
MOTION by Ms. Hollenbeck, seeonded by LaComb, to nominate
Mr. Naeg.eli as Vice-Chairperson.

5. Discuss 1981 or�anization of Cammittee
Deeision was reached �hat the Committee would continue to meet
on the lst and 3rd Tuesday of each month at 7 :00 p.m. Every-
one was urged to be present at 7 :00 so the meeting could start
promptly.
6. Other Items b.y Committee.
Mr. Bassett stated he had talked ta the finance director and he
is going to try to get the financial information on the Park De-
partment to the Committee as soon as possible. He felt it
probably wouldn't be ready for the meeting on th� 24th since
he had requested a complete financial report but should be
done for the first meeting in February at which time the �om-
mittee might want to define some of the priority items they
wanted to work on between now and spring. The first priority
being park signs which need to be done by spring. Following
the gaing over the financial report and defining the initial
priorities he felt they might want to list other projects they
might want to pursue. He suggested Committee M�mbe�s be on the
lookout for signs th ey notice, and that if they would nate the
location he could go out and take pictures so the Committee
could look at tnem. He felt the signs should be kept simple,
and spoke of the Brooklyn Park signs which are mounted on 6x6

made up and the work up for the Apple Tree Logo. �Cs. Sterling
asked if he felt there was anything he would like the Committee
to be doing as far as the community was concerned. Mr. Bassett
mentioned the� had previously talked about Arbor Day which they
might wish to explore further, that perhaps they could ask the
City Forester to corne and talk to them about planting stock,
landscaping and other forestry related items.
Mr. Naeglie s�ated that this Committee was also on the Apple
Valley Reforestation Committee and an election of officers should
be held.

Mr. Bassett stated the City Council has contracted for grants
and at the last meeting they had been talking about what type
of grants this Committee would like them to pursue. He said
they were going to submit the Farquar building to the State and
National Historical Preservation Society. He stated that having
it on th� national register for historical buildings didn't mean
that they could put any- s�ipulations on it unless you accepted
a grant. He said he had ealled the State Historical Preservation
Society at Ft. Snelling and the person he talked to said there
were no restrictions over and above destroying the natural integrity
of the building making it look completely different. He stat�d
he had applied for a grant of $65,665 last May for Y,awcon funds.
What he hoped to do at Farquar was untilize the $20,000 that would
be spent on restrooms , and coordinate those in the lower area
of the barn sQ that in the winter they would be l�ke warming
rooms , yet could be utilized in the summer for outdoor pienics ,
and use the remainder of the funds for rennovation of the barn
vaith perhaps one or two picnic pavilions. He stated he didn't
know yet if it was approved but felt they would know by the first
of February. After the application goes through the State of
Minnesota and is approved , it then goes to the Federal level ,
but once it is known that we have the funds the Committee eould
proceed on selecting a picnic pavilion. H� stated the �tiracle
Play Ground Equipment Company has a type of prefab building
where an architect would not be necessary, and the buildings can
be bought really re�sonable at a packag� price. He stated he
would show them designs when they talk again on priorities.
�s. Sterling stated she would like to see the signage done, and
then in the spring have the press co�e out for ribbon cuttings
as she felt people were not aware of parks such as the Alimagnet
Park, Mr. Bassett stated he would like -�o get into a park sign
that are green like the regular street signs and fit on the metal
post right below the street name. He add�d that another priority
would be the locations for installing playground equipment and
which should be done first. Mr. LaComb asked how long a process
the installion wauld take for al.l the equipment, and Mr. Bassett
stated he felt if they could start in April they would be putting
in equipment all summer. He stated he would like to do it in
an orderly fashipn for better efficiency of personnel and equip-
ment. He felt hiring, a couple of crews of three men each might
be the best way. He stated he had just �eceived City Couneil
approval to purchase a new tractor whieh would be split 50a50
between the park and forestry department budgets.
Ms. Sterling asked about building completion, a.nd Mr. Bassett
replied �hat hopefully by the end of the week they would be far
enough along to open them for skating. He added they were paint-
ing at this time, probably 2/3's of the fixtures are in place,
a�d both heaters are working now. He added all woodwork inside
is done, the trellis is up, however he felt the outside painting
would have to be held off because of the winter weather. He
felt May or June might be a good time for a ribbon eutting so
seeding or sodding could be done.
