CITY OF APPLE VALLEY PARK COMMITTEE MINUTES AUGUST 26, 1980 PRESENT: Chairperson Virginia Sterling, Committee members Denis LaComb, David Miller, Rita Gutenkauf, Joanne Hollenbeck, Council member Marlis Overgard, Staff inember Mike Bassett, Architectural Con- sultant Bob Lambert of Inter-Design. ABSENT: Carolyn Rodriguez, Robert Naegeli Chariperson V. Sterling called the meeting to order at 7:00 p.m. Minutes of the August S, 1980 meeting were corrected as follows: Park Committee Special Meeting scheduled for August 26, rather than August 28 as written. Corrected minutes were approved. The previously scheduled tour of the City parks was rescheduled for Wednesday, September 3, 1g80 at 2:00 p.m. The next scheduled Park Committee meeting will be Tuesday, September 2, 1980, 7:00 p.m. REVIEW OF B1DS FOR PARK BUILDINGS Bids were compiled and tabulated on one sheet for the committee members. B. Lambert explained the base bid and conducted an in-depth explanation of each alternate items (1 - 9) listed on the tabulation sheet. Plans, specs and a scale model were used for further clarification. Listed below are each of the alternate items, pertinent discussion of them, and the Park Commiftee' s recommendation to the City Council , to include or omit the alternates in the final proposal for the park shelter buildings. Alternate #1 WQod Deck - $1170 ' Treated wood deck constructed with 2x6 beams anchored with conc�ete posts'. Could be substituted with asphalt. Both would require covering to avoid damage from skate blades. RECOMMENDATION: Include the wood deck. YES - 4, NO - l . Alternate #2 - Floor Tile - $1850 Would be omitted from bathrooms with epoxy-painted surface substitution. Regardless of a tiled or painted floor, covering wiTl be required during the skating season. RECOMMENDATION: Omit floor tile. UNANIMOUS Alternate #3 - Cedar Siding - $2250 Hardboard siding could be substituted. The lap will be 6" and could be painted to enhance wood roof shingles in grey tones. Cedar vs. Hard6oard Siding - Cedar is more attractive, particularly if wood roof shingles are used. Maintenance may be less as scratches and gouges from bikes, etc. , will be less visibte. The rough texture may discourage graffiti , therefore it is subject to less damage. Hardboard can be more easily painted to cover any defa cing; cedar may require eventual painting. The overall building cost would be less. RECOMMENDATION: Include cedar siding. YES - 3, NO - 2 (Gutenkauf, Sterling) � • Park Committee Minutes -2- August 26, 1980 Alternate #4 - Tempered Glass - $550 WouTd enhance the exterior; replacement cost of any glass is expensive, however tempered glass is more durable. RECOMMENDATION:' Include tempered glass. UNANIMOUS Alternate #5 - Door Support - $770 Greatly enhance the exterior appearance, however, may be an invitation to roof climbing. RECOMMENDATION: Include door support. YES - 3, NO - 2. Alternate #6 - Play Truss - $2580 Could be substituted with wood play equipment on a smaller scale at a cost of appro ximately $1200. RECOMMENDATION: Include play truss. YES - 4, NO - 1 (Miller) Alternate #7 - Trellis - $2170 Attractive appearance, however, may be subject to cYimbers (kid-type) . RECOMMENDATION: Include trellis. YES - 4, NO - 1 (Gutenkauf) Alternate #8 - Liquidated Damages - $1500 If completion date is stated along with a damage clause, the approximate damages per day, claimed by the City against the contractor, would be $30. B. Lambert stated these damages are difficult to collect, involves lengthy court proceedings and feels it would be in the contractor' s best interest to finish a project of this natuce as soon as possible. RECOMMENDATION: Omit the damages clause. UNANIMOUS /�lternate #9 - Wood Shingles - $3106 The wood shakes are machine cut, rough in appearance with a replacement life of ap�roximately 18-20 years. If patching is necessary, asphalt will show the patch-- wood will weather and blend. Shakes coupled with cedar siding will greatly enhance the appearance of the shelter building's otherwise "square" plain look. RECOMMENDATION: Include the wood shingles. YES - 3, NO - 2 (Miller Gutenkauf) These recommendations will be presented to the City Council at their August 28th meeting. • • Park Committee Minutes -�- August 26, 1980 B. Lambert presented color samples to be used on the interior of the shelter buildings. They consisted of warm earth tones to the cool blue hues. He also mentioned the ceiling treatment would be wood. OTHER AGENDA ITEMS PARK TREE PLANTING PROGRAM M. Bassett mentioned the original comprehensive plans for the park development program contains location of tree placement. Although the plans are often followed when trees are being placed for planting, it does allow some flexibility. The committee felt the plans would suffice as satisfactory explanations to any questions residents might have regarding this subject, therefore additional statements were not necessary. M. Bassett also noted there may be more trees planted than originally planned due to the availability of trees through the Forestry Department which are less expensive than through a nursery. PARK IMPROVEMENTS C. Rodriguez and M. Bassett are establishing recommendations for play equipment for the parks. They will determine the amount of play equipment needed for each park and are striving for consistency in color and style. These recommendations will be discussed at the Park Committee meeting scheduled for Tuesday, September 2, 7:00 p.m. The timetable is to request for bids by mid-September with a return of those bids by mid-October to avoid the 1981 price increase from manufacturers. M. Overgard asked if some metal play equipment will be included, particulerly for the purpose of adding color to enhance the existing wood equipment. M. Bassett � confirmed that metal equipment is being considered and will most likely be used in conjunction with the wood equipment in addition to some individual pieces. M. Bassett also mentioned that existing as well as new parks will be considered for play equipment. MOTION: by Miller, seconded by LaComb to adjourn meeting at 8:55 p•m•
