HomeMy WebLinkAbout08/05/1980 � • CITY OF APPLE VALLEY PARK COMMITTEE MINUTES AUGUST 5, 1980 PRESENT: Denis LaComb, Virginia Sterling, Robert Naegeli , David Miller, Mike Bassett, Carolyn Rodriguez ABSENT: Rita Gutenkauf, Joanne Hollenbeck Later attendance by Councilmember Marlis Overgard The meeting was called to order at 7:35 p.m. with a tour of city parks prior to the meeting. Minutes of the July 15, 1980 meeting were approved as written. DISCUSSION Re: Baseball in Pennock Park with Residents in Attendance Mr. � Mrs. Niemeier, 831 Regent Dr. , Apple Valley, reported that teenagers playing baseball in the park had resulted in noise disturbance to their privacy as wetl as damage to the patio and aluminum siding from stray baseballs. They pointed out the original plan for Pennock Park did not include ball play and persons using the pathway nearby were also in danger of injury during ball play. Niemeiers questioned why this baseball traffic could not be directed to Redwood Park, Souk�, adjacent to Co. Rd. 42. The Committee suggested speaking to park participants personally to urge them to play ball elsewhere e Mrs. Niemeier pointed out the same groups did not use the Pennock Park consistently, therefore, the disturbance would continue with each new group. Sterling clarified that Pennock park was originally programmed "open space" rather than official ball play. Niemeiers' major request was not to stop the play of ball , but to initiate some action to keep balls out of their yard to guard against property damage and irritating disturbance. The following possible points of action were discussed: 1) Sign stating: "Please, for the courtesy of nearby residents, Softball Only". 2) Follow up for in-depth review and additional action as necessary. 3) Plantings and/or posts in center of "open space" which will stop all types of ball ptay. Specific points brought out during discussion: 1) Several teenage boys live around park at this time which may contribute to the problem currently. 2) Development of Cedar Park may alleviate problem. 3) Posts in center of park would stop all types of ball play and/or may result in injury as children will most likely continue to play in the park. � • Park Committee Minutes -2- August 5, 198� DEGISION: A sign requesting soft ball play only will be erected as a first step solution. TIMELINE DISCUSSION M. Bassett explained timeline proposals, bids and completion dates in relation to the graph. The retaining wall at Hagemeister Park was revamped resulting in major savings. Also two tennis courts scheduled for Farquar Park and the additional two at Valley Middle (in conjunction with the Schoo} District) , will be completed the latter part of October and will be approximately $2,000 below the estimated expenditure. Back Stop instatlation for various parks will begin shortly. Seeding - Completion scheduled in late September for best use and least erosion. Planting - Approximately 200 trees are to be planted in Sept./Oct. and additional planting to be continued next Spring and Fall . Irrigation - City will hold off Nayes Field irrigation until mid-September to accommodate Valley High in the use of six fields for soccer practice. Valley's new sod prohibits use of their fields and + 250 girls and boys wi11 be out for Fal1 soccer. Tables - Metal will be substituted for wood in some areas for ease of movability by maintenance crews. Forty wood tables are built so far and forty more scheduled for next Summer. Play Equipment - It is currently planned that plans and specs for play equipment will be submitted for Council 's review and/or approval on August 28. Park Committee will review specs at a special meeting on August 28. Benches - Custom a1l-wood'design previously considered is very expensive and the suggestion was made to consider a bench with metal legs and wooden seats. Committee desires consistency in design. The majority of park benches will be installed next season. Bleachers - Aluminum semi-permanent bleachers have been quoted out and witl be pur- chased in August. Ten sets are to be purchased. Wood for Edging - M. Bassett discussed edging options of 6x6"x10' }engths of wood, to construct play perimeters, or use of telephone poles purchased by the Police Dept. M. Bassett suggested it might be possible to use both types for edging as long as mowing ease is maintained. Sports Lighting - Councilmember Overgard asked for a clarification of the infeasibility of Hayes Field lighting. M. Bassett explained that two existing fields are too shart for adult play, therefore, sports lighting may be put to better use at another field. A representative of Hubbel Mfct. has conducted a review of Westview lighting to deter- mine if any other lighting configuration might work. Park Buildings - Scheduled for Fall installation for Winter use with coordination of hockey lighting. Park building bids should be received by August 21 ," so they can be reviewed by Park Committee at a special August 28 meeting for re commendation to the Council . � Hockey Lights - The three sets of hockey lights for Galaxie, Hagemeister and Diamond Path Parks have been received and will be installed this Fall . • • Park Committee Minutes -3- August 5, 198� OTHER ITEMS Bassett confirmed entrance posts at Farquar Park will be installed. Overgard mentioned the distinction between pathways and drives are not clear. Signs vs. posts were discussed as paths are designed for park vehicle use and for use by the handicapped, Discussion - Re: Request for fencing and/or plantings to protect the privacy and property of homeowner Robert Bjorkman, 12992 Findlay Way. Bike traffic on the pathway of Findlay Way Park is resulting in bikers cutting across Bjorkman's yard thereby prompting the request above-mentioned. It was the general consensus of the Committee that fencing would set a precedent for similar requests by other homeowners adjacent to park pathways. Miller suggested plantings, as an alternative solution to fencing, may be an acceptable solution to homeowner Bjorkman. Naegeli opposed this suggestion pointing out plantings may set the same precedent as fencing and should not take place solely to safeguard homeowners' privacy or enhance private property. Overgard pointed out the Park Committee may have already committed, in writing, an offer to erect a visual barrier. Committee's general consensus is its responsibility to plant trees and place picnic equipment, etc. far the public's best use. MOTION: by Naegeli , seconded by LaComb, to individually again review and inspect the pathway along Findlay Way Park, before the next scheduled Committee meeting, in order to determine a further course of action. VOTE: YES - UNANIMOUS Bassett concluded work progresses for repair and replacement of storm-damaged trees, however, the City has no policy to replace boulevard trees. Meeting adjourned at 9:45 p.m.
