HomeMy WebLinkAbout06/03/1980 � • CITY OF APPLE VALLEY PARK COMi?ITTEE MEETING , JUNE 3, 1980 PRESENT: Committee Members Virgini.a Sterling, Robert Naegeli, David Miller, Joanne Hollenbeck, Carolyn Rodriguez (arrived 7c25 P.M.) ; Park Director Michael Bassett,; and Robert Lambert of InterDesign, Inc. ABSENT: Committee Members Joseph Bell and Ellen Milos. Ginny Sterling called the meeting to order at 7:10 P.M. The Committee approved the minutes of the May 6, 198Q meeting as written. Corrections were discussed for the minutes of the t4ay 21, 1�80, meeting and those minutes were approved by the Committee as corrected. Review of Plans for Athletic F�elds by District �E196 Mike Bassett reviewed the plans with the Committee. They are considering a track with a football fiel�3 in the middle; he will have to take measurements to be certain it will work. Mike is uncertain whether there will be tennis courts or not. There will be two baseball field, two softball fields and several soccer fields. He said it would be a good area to consider lighting, and he will confer with Bergquist to see exactly what they are going to have' before we go to bids a�ain. Discussion of Lighting and Irri�ation at Hayes Field Mike Bassett informed the Committee there were a fe�a problems with the way the consultant laid out the irri�ation. He is consulting with the bidder and they are discussing a little different way of doing it in order to work out these problems, He said the irrigation contract should be executed in the coming week. The Committee was agreed the best way to accomplish the job is to..start from scratch and do it properly and the Committee agreed to go ahead with softball lighting. Bassett said he would have to work out alternate fields with the V.A.A. Other Items Ginny Sterling spoke to Peg and Jay Morgan about development in the Longridge �r'eaand told them it would not take place this year. They were satisfied with her comments. Review of Plans for Park Shelter Buildings Bob Lambert of InterDesign, Inc. , presented a model of a Park Shelter building and discussed different aspects of it. He said it is a simple design and they tried to utilize the building for play and bring some of its elements outside to the play areas. Two sliding ranch doors were used to slide over the building � . PARK COI��'ZITTEE 2�INUTES JUNE 3, 1980 Page 2 entryway and office windows for security. Trusses are used inside the building and he would like to have three ar four more made for the outside play areas. Windows allow light to filter through the trusses to keep it warm and they are trying to work out cross-ventilation.: There will be a sand box and skating area. He has not had ti�e to do a cost estimate but will have a progress report for the next meeting and at this tiMe would like the Committee's approval on the direction they are going, then they will start working drawings. - Rodri�uez suggested the sliding doors may be a problem with vandals; Bassett stated they seemed to be having more trouble with vandalism this year than ever before. MOTION: of Naegeli, seconded by Rodriguez, to approve the direction InterDesign, Inc. , is taking for design of the building with the stipulation they try to re-do the sliding doors to make them more vandal-proof. VOTE:• YES - 5 - NO - 0. MOTIONt of Naegeli, seconded by Rodriguez, that this design be used for both buildings. VOTE; YES - 5 - NO - 0. Sterling requested the model for the upcoming open house and Lambert agreed. Other Items ` Naegeli suggested the Committee begin future meeting at 7:00 P.M. , he felt in that way the Committee members would have an opportunity to go out and rev�:�w park development work. MOTION: of Miller, seconded by Naegeli, to be�in future Park Committee , meeting at 7:00` P.M. VOTE: YES - 5 - NO - 0. MOTION: of Miller, seconded by Naegeli, to go out to review parks at the next meeting on June 17, 1980. VOTE: YES - 5 - N0 - 0. Naegeli questioned whether resignations had been received from Plilos or Be1l (they had not) and he asked the Committee for sug�estions on how to handle this problem. He was upset because of the difficulty in raising a qucirum �nd =he fact the Council would not appoint new members until resianation.s were received. MOTION: of Naegeli, seconded by Miller, to recommend the City Council remove Ellen Milos and Joseph Bell from the Park Committee and appoint new members. Amendment to above Motion: of T�filler, that should the resignations come in before the Council meetin�;, the Council act to appoint new members. VOTE: YES - 5 - NO - 0. Sterling aslced the Committee for suggestions for new members. Dennis LaComb had expressed an interest and Naegeli would ask Marlis to check to see if he would like to become a member. Naegeli stated he uJOUld like to have two new members appointed at the same time. . • PARK COMMITTEE 3ytINUTES JUNE 3, 1980 Page 3' Miller informed the Commit�ee of an at'taek and alle�ed rape that had taken place in Redwood North, and reminded the members of an ordinance tabled by the Council in this regard. He said the Com�ittee is char�ed with the responsibility of Earks and he would like to do anything he can to prevent such an occurrence from happening again. The Committee discussed the problem and it was generally agreed to look into security lightin� for the parks. Mil�.e Bassett agreed to do so but said he would like some help in determining to what extent and where it should go. He believed Dakota Electric might have a consultant to discuss this with and information on what type of li�hting would be best; he will investigate and Sterling suggested the Committee give it some thought before the next meeting. Sterling informed Bassett of a tree farm in Eagan that sells various trees for a reasonable price. ' Hollenbeck stated a problem with tree branches han�ing too law on the `sidewalks and questioned the regulation on that. Bassett said they have a di�.gram in the office that shows the li�titations and that it will coming to the Council table to- encourage people to trim their trees or else the city will do it for them. Bassett reminded the GommiCtee of the Park and Recreation Open House on Saturday at J:30 A,M: Bassett as�.ed the Committee to think about purchasing manufactu.red play ' equipment as an alternative should the bids come in too high again. The meeting was adjourned at 8:G5 P.M. Virgin�a Sterling called the Reforestation Committee Meetirigcto order. MOTION: of Sterling, seconded by Naegeli, to open for ,nomination of officers. VOTE: Unanimous P�IOTZONa of Naegeli, seconded by Rod�iguez, to nominate David Miller as Chairman. VOTE: Unanimous MOTION: of Miller, seconded by Rodriguez, to nominate Robert Naegeli as Vice Chairman. VOTE: Unanimous �20TION:;: of Rodrigue�, seconded by Sterling, to close the nominations. VOT�; Unanimous Naegeli asked Bassett how the tree planting was coming along. Bassett said they had to hold up on the planting, they are stored, and the evergreens will be planted in fal1. Bassett informed the Committee the�Z were having • , problems with the tree spade ancl a rnanufacturer's representative was due to come out to solve the prob�em. MOTION: of Naegeli, seconded by Rodriguea, to recommend to the Council that Ellen Milos and Joseph Bell be removed from the Reforestation Committee at the next meetin�. VOTE: Unanimous.
