SPECIAL JOINT PARK COMMITTEE/CITY COUNCIL MEETING
MARCH 25, 1980
PRESENT: Chairma.n Joe Bell, Committee Members Bob Naegeli, Carolyn Rodriguez,
Councilmembers Marlis Overgard, Barbara Savanick, Park Director Mike
Bassett and Harold Skjelbostad of InterDesign.
ABSENT: Dave Miller, Joanne Hollenbeck, Ginny Sterling, Ellen Milos, Mayor
Garrison, Councilmembers Bill Holton & Dianne Kelly.
Bell opened the meeting by stating that this joint Park Committee/City
Council meeting was arranged to provide information to the Council
regarding park development plans prior to Thursday's Council meeting.
Harold presented the plans and explained the grid and what the symbols
represent. Overgard asked if this was a good time to go to bids or
wait for possible lower bids. Harold said it wouldn't make any difference,
inflation could get worse. Contractors have already shown a great deal
of interest:. Question was asked how the bid would be let, entire project
or individual. Harold explained that it would be let to a general con-
tractor and individual projects would be sublet. Question was asked
when we could expect to break ground. Harold said there would be a three
week bid period and approximately two weeks before it would get to City
Council sa things could begin happening by late May or early June. We
can reasonably expect the site work to be completed this season.
Bassett mentioned the option to purchase additional land at Belmont. He
stated that soil borings were conducted last week and the results should
be coming back sometime this week. Carolyn noted that basketball hoops
and backstops were not included. At a previous Committee meeting these
- had been omitted. Harold was instructed to add these items back in at
all existing parks. Game courts should be completed with hoops.
Bassett asked the Committee to take a closer look at Cobblestones play
area location. The Committee will take a walk through the area again in
April. Diamond Path Park Building not included in this phase. All light-
ing, buildings, etc will be included in Phase II. (Savanick arrived at
8:45).
A security ,light should be added at Faith Park, No hockey is planned at
Farquar, grade to flat surface for future. Priority item is to have a1L
parks named by June so signage can be accomplished. Bassett spoke of a
new process rather than routering signs. Possible diseased wood could
be used for park signs. Harold asked if a water fountain is still
included at Heritage Park. Both water lines are under the street.
Hagemeister will have a small shelter building constructed and parking
- for approximately 20 cars. Moeller Park - church offered parking in
their lot for free skating. Parking at Keller will be controlled and
shrubbery planted to please the homeowner. Long Lake Park minimal
grading, play area, clearing and grubbing. Longridge - hold on plans
and wait for development. Add basketball hoop at Duchess.
