HomeMy WebLinkAbout03/18/1980 � i CITY OF APPLE VALLEY PARK COMMITTEE MEETING MARCH 18, 1980 PRESENT: Joe Bell, Bob Naegeli, Carolyn Rodriguez, Dave Miller, Joanne Hollenbeck Dave Gullifer, City Forester and Mike Bassett ABSENT: Ginny Sfierling and Ellen Milos l. The minutes from the February 19 and February 27 meetings were approved as submitted. 2. Discuss Arbor Day Program - Joe Bell stated that the Commission should offer some Arbor Day Program in the month of May including posters and other types of publicity to advertise the activities. He indicated that the discussion this evening should center around what the best direction to proceed should be. Dave Miller stated that an idea for an activity would be gathering the community and civic organizations together at commemorative tree plantings and, secondly, the boys and girl scouts being involved in the planting of 50 to 100 saplings. Miller questioned Dave Gullifer as to the survival rate of trees that are planted. Gullifer responded that the major mortality of trees is due to vandalism and that trees of a 2 inch diameter or larger have the best chance of survival and that conifer trees should be at least 3 feet high. Dave Gullifer reviewed a proposal whereby the City can purchase various species of evergreen trees from a tree farm up by Elk River for approxima.tely $2.25 a foot. A 4-foot conifer would cost approximately $10.00 and approximately $25.00 to $30.00 per tree to plant as opposed to $120.00 if we purchased a tree from a nursery and planted it ourselves to $200.00 if it was planted by the nursery. The proposal made to the Park Committee was to purchase approximately 200 trees this Spring and plant them in the parks. Gullifer further stated that the cost of the trees and the planting, both funded initially from the Park Development Program, would be eligible for reimbursement from the State Shade Tree Program in the amount of approximately 47%. Gullifer was asked what the survival rate would be of the trees and he responded that he feels that 90% survival rate is not unrealistic. They are dug with our own tree spade and our own crews. Bell stated that possibly a method to use in developing some interest in Arbor Day would be to contact some of the more active citizen organizations in Apple Valley and have them buy a tree and plant it and dedicate it to the park system. Rodriguez indicated that it might be good to have sehool kids become involved in planting trees in that it would foster a respect for the trees in the future. Miller questioned the implementation of an Arbor Day program. Bell indicated that possibly some pictures with the Ma.yor and the establishment of a one-day kick-off for the program might be most effective. Tt was determined that a letter would be drafted to send to the service groups along with the writing of some press releases that could go into the local papers beginning in April. Miller stated that it might be good to set up Arbor Day as the first Saturday in May so that a historical pattern can be established for future years. Bell volunteered to write the letter to the service organizations stating what Arbor Day is, what the City is going to be doing and encouraging others to do the same. 6 � � Park Committee Minutes Ma.rch 18, 1980 Page - 2 3. Special Park Committee Meeting - Bassett indicated that a special meeting should possibly be held on Tuesday, Ma.rch 25 at 8:00 p.m. for the purpose of reviewing plans and specs for the park development program bef�re they go to the Council on March 27. He stated that it would be advisable to invite the Council so that if they had any detailed questions that they could be responded to in more depth than what might be appropriate to discuss at the Council meeting. 4. Surveillance Lights - Dave Miller again stated that a street light/surveillance light should be installed at the corner of Park Lane on the West side of Alimagnet in that it is a location for many of the youth that come into the park use and it is very difficult for the police to see them leaving the park at this location without a surveillance light and the light would also improve the general lighting condition in that area of the park.
