Harold Skjelbostad representing InterDesign, Inc. was present to review plans for the play areas as part of the park development program. A detail sheet was submitted for each new park play area along with corresponding cost figures being compared to the budgeted figures. The Park Committee reviewed each individual detail sheet. Harold reviewed each of the play apparatus components with l7 components being depicted in total. Harold noted that tires will be used in virtually every park for play apparatus construction and it appears there is virtually an unlimited supply of small tires for free. Mike Bassett had contacted Ziegler Tire Company and a substantial number of large earth mover sized tires will be available during the spring and summer months. Harold stated that the proposed play equipment should come in under the established budget by several thousand dollars at this point. Joe Bell stated that individuals or companies ma.ke contributions to the City in the form of tires, concrete pipes, trees, etc. should be recognized in some form. Bassett indicated that possibly a well-worded resolution could be - adopted by the Council. Discussion followed on the procedure and timing of approval from the Planning Commission and Council. Harold indicated that he would like to go to bids the second week in March which necessitates going to the Planning Commission on Wednesday, March 5th for approval on the park shelter buildings and then to the City Council on March 13th for approval of plans, specifications and authorization to go to bids. Bids could then be received the first part of April and bid awards could be made by the City Council on April lOth. i i The Park Committee questioned the amount of flexibl!ility in the program with respect to park equipment as far as adding additio'nal equipment to some parks or deleting. Harold indicated that the figures should have some flexibility to them at this point so that if bids come in higY the budget can still accomodate them. Naegeli indicated that the Comm'ttee should wait until after the bids come in to see whether additional equipm t should be added to certain parks or possibly deleted. Carolyn Rodriguez questioned the cost over run at Findlay Park of approximately $2,500 where in the Greenleaf IV Park the proposed cost for play equipment is approximately $5,000 u der budget or a 40% cut. General concensus of the Park Committee was that additional equipment should be put in Greenleaf IV Park. Rodriguez indicated that items No. 6 & 7 should be considered. Bassett indicated that the budget established for Greenleaf IV was similar to the Hagemeister and Diamond Path Parks as far as scope of play apparatus equipment. Marlis Overgard questioned the need for another slide at Duchess with the existing large tornado slide there already and proposed that the slide be deleted from Duchess in lieu of swings. Special Park Committee Minutes February 27, 1980 Page - 2 Bassett indicated a concern that more of the existing parks were not receiving swings and that efforts should be made to modify existing apparatus to accomodate belt type swings or consider using funds left over from other play apparatus budgets from the new parks to use in installing swings and possibly slides in some of the existing parks. The Park Committee briefly discussed the presentation to the City Council tomorrow evening, February 28th, and it was determined that two or three examples of park layouts should be reviewed including one or two examples of high budget parks, an example of a medium budget park and a lower budget park. In addition, drawings of the proposed shelter building will be reviewed with the Council along with a timetable for proposed construction. Meeting was adjourned at 9:00 p.m.
