CITY OF APPLE VALLEY
PARK COMMITTEE MINUTES
FEBRUARY 19, 1980
PRESENT: Joe Bell, Joanne Hollenbeck, Ellen Milos, Bob Naegeli, Carolyn Rodriguez,
Dave Miller, Councilmember Qvergard, T�Tayor Garrison and Park Director,
Mike Bassett.
ABSENT: Ginny Sterling
1. Chairman Bell called the meeting to order at 7,13 p.m.
2. Minutes of the February 5th meeting were discussed and ,Toe Bell asked for
clarification concerning the discussion at that meeting with respect to slides
in the parks. Bob Naegeli explained the discussion indicating that playground
equipment will be increased in the various parks in relationship to the funds
available. Parks that have a larger budget will receive an increased amount
of play equipment including large slides whereas parks with a lessor budget
will not receive them.
The minutes were approved as submitted.
3. Bassett indicated that InterDesign will be making a presentation to the Apple
Valley City Council on Thursday, February 28th and stated it might be gaod for
the Park Committee to meet either Monday or Wednesday before the Council Meeting
to review the content of the presentation to insure that it is understood by
the Park Committee first. The Park Committee agreed to meet on Wednesday,
February 27th at 7:00 p.m. Councilmember Overgard suggested that InterDesign
present a park concept of a park such as Diamond Path that will be receiving a
substantial amount of development and, in addition, possibly bring the 3-
dimensional park design to the meeting. Bob Naegeli asked that the 3-dimensional
park design remain in City Hall for those interested in seeing it to observe.
4. 4th of July Celebration - Ellen Milos indicated that the Park Committee should
consider getting involved in the 4th of July Celebration as a show of support.
Discussion ensued concerning how to become involved and it was determined that
Ellen would attend the next 4th of July meeting in an effort to determine how
the Park Committee could become involved and then report back to the Park Committee
at a later date.
5. LacLavon - Mayor Garrison spoke to the Dakota County Board of Commissioners this
morning urging their support of Lac Lavon as a Regional Park facility. The Ma.yor
updated the board on the project since it last appeared before them in 1978. He
indicated that the Metropolitan Parks and Open Space Commission will in the near '
future be determining if the park should be classified as a regional park facility.
Without the regional designation and subsequent acquisition and development which
is funded L00% by the State, the City of Apple Valley will not have the financial
where with all to preserve the site. Mayor Garrison stressed that any chances
for regional designation would necessitate a solidarity from Dakota County, Apple
Valley and Burnsville with respect to the acquisiton, development, and operation
and maintenance of the facility. The County Commissioner's reluctance at this

point is to accept the maintenance responsibility for the Lac Lavon site.
The �pen Space Commission is reluctant to enter into an acquisition and
development agreement with the County unless operation and maintenance is
also agreed to by them.
The County Board of Commissioners set a special board meeting for Tuesday,
February 26th at 10:30 a.m. to further discuss Lac Lavon and receive any
additional community input. Bob Naegeli questioned the Ma.yor on what decision
is needed from the County. Ma.yor Garrison indicated that a maintenance com-
mitment is needed from the County in exchange for some operational commitment
from the Cities of Apple Valley and Burnsville.
6. Community Trail System - Bassett reviewed the pedestrian eirculation system
for the commercial area as designed by the City Planning Department in con-
junction with the Chamber of Commerce. Considerable discussion ensued con-
cerning the integration of the commercial pedestrian circnlation system into
a community-wide trail or pedestrian circulation system.
MOTION: by Joe Bell, Seconded by Dave Miller to recommend to the City Council
that a staff directed consultant be selected to develop a pedestrian circulation
system with the intent of completing the plan by the Fall of 1980 at the latest.
Said plan should include information on funding and a priority program for trail
development. Naegeli indicated that any consultant selected should know the
Community thoroughly to do an effective job of laying out the trails. A consultant
such as John Voss should be considered because of his knowledge of Apple Valley.
VOTE: Yes - 5, No - 1. Naegeli indicated he was not eqmfortable with the
motion as it was stated. This item will be forwarded to the City Council on
Thursday, February 28th.
7. Arbor Day - Joe Bell reviewed some ideas for an Arbor Day Celebration in Ma.y.
The major intent of the celebration would be to establish a program of planting
trees in public properties. Civic groups and organizations could be encouraged
to donate trees to be planted either by their members or City Crews and for
individuals to adopt a tree that is either provided by them or through the City.
The individual would then select a location in a designated park in an effort to
provide community identity and pride in the public parklands.
Dave Gullifer, City Forester, wi�� be present at the next meeting to further
discuss Arbor Day activities as well as the App1e Va11ey Reforestation Advisory
Committee.
8. The meeting was adjourned at 9:00 p.m.
