HomeMy WebLinkAbout01/08/1980 � i CITY OF APPLE VALLEY PABK COMMITTEE MINUTES JANUARY 8, 1980 PRESENT: Chairman Joe Bell, Committee Members: Ellen Milos, Ginny Sterling, Bob Naegeli, Carolyn Rodriguez, Dave Miller and Joanne Hollenbeck. Park Director Mike Bassett, and Harold Skjelbostad from InterDesign, Inc. ABSENT: None. 1. Chairman Bell called the meeting to order at 7:08 p.m. 2. Minutes of the December 18, 1979 meeting were approved as written. 3. Park Design Plans - Harold Skjelbostad. CARROLLWOOD - Approxima.tely $25,OU0 is budgeted for this park. A north/south trail has been programmed but is very steep and wooded. The question being how much should be spent on a play area or additional facilities. This is a very difficult park to add field activities and can be omitted as the High School is very close which already has track and football. Sterling suggested using the money for something else or keep the funds for future use. There is a very strong request for a pathway and play area. The Committee agreed to placing an average play area and construct a trail. CITY HALL - Add to existing play area, install drinking fountain, tables and benches. Has extisting ballfield. Concept looks good. LONGRIDGE - Because of the extremely steep grades, Harold questioned whether we could combine the flatland activities. Sterling suggested leaving it as the Va11ey Middle School is quite close. Orrin Thompson is responsible for grading, topsoil and seeding. Bassett prefers the park maintenance crew to finish and seed. Will look at this park again later. VALLEY MIDDLE - Major improvement would be an additional ballfield, signage and plantings as well as a wall mount drinking fountain. Question was asked if the east/west hockey rink could be moved. Not feasible as it would be too close to the building and is the area where free skating is held. Advise leaving it where it is for pick up games. Valley Middle concept OK. WALNUT - This park as the least amount of money budgeted. Miller spoke for the residents of the area. They believe money should be held rather than install new play equipment. Repair exi��ing:_equipment as necessary. (Marlis arrived at 7:45) . Committee agreed to hold off to see what happens to Alima.gnet. The Committee agreed to go with a trail from the pavillion to the play area and repair play equipment. � Park Committee Minutes • January 8, 1980 Page - 2 WESTVTEW - The major question at this park is whether to install irrigation and if it is wise. With the amount of money budgeted only half of Westview would be irrigated. Question arose if money should be used for lighting. Harold said it would be tough to light both football and baseball for the amount of dollars set aside. Rodriguez questioned why lighting is necessary as we have enough ballfields now. Sterling recommended plantings be moved to the Southeast boundary plus plant near building for shade. Proposed also are bleachers, tables and benches. Harold was asked to get cost estimates for both the irrigation and lighting. Mike was asked to check on entrance light. WILDWOOD - Existing ballfields, tennis courts and trail. Proposed free ska.ting, parking and play equipment. Play area moved away from street and relocated closer to skating, tennis and ballfield. Iiiclude tables and benches. Concept good. This concludes the park design plans. . Harold asked if the Committee wanted to go with fr�e skating and a fountain at Heri�age rather than , play equipment. They agreed and also recommended a small parking area for tennis. Park Identification signs necessary. By the next meeting Harold will present written documents that are updated showing in detail what is going into the parks. He will bring the plans from all previous meetings. Harold stated that it will take approximately a month to prepare documents - he would like to advertize for bids the first part of March. Next meeting will be January 22 at 7:00 p.m. 4. Nominations and Elections - Sterling opened by thanking Bell for the past year. Bassett thanked the entire committee for their cooperation, prot�ptness and attendance.in such a difficult year. Election of Chairman - Joe Bell, nominated by Milos, seconded by Rodriguez. MOTION: to close nominations by Sterling, seconded by Miller. VOTE: Yes - 6, No. 0. Election of Vice-Chairman - Ginny Sterling, nominated by Naegeli, seconded by Milos. Sterling decTined nomination, reason being she felt other Committee members should have a chance to hold office and experience the position. Discussion followed and Sterling accepted. VOTE: Yes - 6, No - 0. � . Park Committee Minutes January 8, 1980 Page - 3 5. Organization of Committee - Bylaws - The Park Committee reviewed two proposed bylaws which had never been adopted. Considerable discussion on No. VI, Attendance at Meetings. The question being how many meetings a member can miss per year and still do justice to the committee. MOTION: by Naegeli, seconded by Milos to change wording as follows:- If a member misses three consecutive regular meetings without having an excuse, that member will be reviewed by the Park Committee and may be recommended to the City Council for removal from the Committee. In the event of continued absence by a member, the chairperson may, with the consent of the other members of the Committee, request that the City Council terminate the appoint- ment of the absentee member. VOTE: �es - 7, No - 0. 6. Section VII Meetings - Date and Time - Regular meetings shall be held at 7:00 p.m, on the first and third Tuesday of each month, unless otherwise agreed to and proper notice is given to Committee members and to the general public. 7. Other Items by Committee - Bassett mentioned that the Planning Commission will be meeting Wednesday night, January 9th at 8:00 p.m, to review the Comprehensiue Plan and that a section on Parks will be discussed. Anyone interested should attend the hearing. Mike also mentioned that the Park Ordinance is on the agenda for the City Council meeting on Thursday, January lOth at 8:00 p.m. Miller mentioned that a resident in Heritage Hills has constructed a basketball hoop in the fence of Heritage Park. Bassett will check to see if t.he fence is being damaged. _ 8• Adjournment MOTTON; by Sterling, seconded by Milos to ad�.ourn. Meeting adjourned at 9:30 p.m.
