HomeMy WebLinkAbout01/22/1979 } ` . • CITY OF APPLE VALLEY � SPECIAL PARK COMMITTEE MEETING MINUTES JANUARY 22, 1979 PRESENT: Chairman Joe Be11, Park Committee members Sterling and Milos; Staff inembers Bassett and Walz; Councilmember Fitzsimmons. ABSENT: Dave Miller, Joanne Hollenbeck, Bob Naegeli. l. Chairman Bell called the meeting to order. 2. Due to the lack of a quorum the minutes will be approved at the next meeting. 3. Review bond issue timetable. Mike Bassett reviewed the revised Timetable indicating that the Council will be asked to approve the bond issue questions, bond brochure and election date �n January 25 rather than February 8. He hopes to have the brochure ready to go to the printer on February lst and have a copy for final Council approval on February 8. The Council Table is scheduled to come out on February 23rd to the 25th with the Bond Issue brochure scheduled to be mailed on March 6. The date for the election was discussed; the Committee reviewed the memo forwarded to the Council by Mr. Bassett and agreed with the recommendations. 4. A. Bond Brochure - Mike Bassett stated that he hopes to have a "typed layout" for the January 3Oth meeting. Ellen Milos suggested a "snazzier" cover than on the � sample. Joe Bell agreed to write a letter for the Park Committee to review on the 30th for the first page of the brochure. The Conunittee noted that at the last meeting they agreed to have the brochure from the Park Committee with the information from the City Council in The Council Table. b. Review 1977 presentation program. Bassett reviewed the format the Committee used in 1977. Roger Wangen, the Park Committee chairman gave a 3 to 5 minute introduction then Mike Bassett went into the slide presentation which was of a general nature. The needs of the five year plan were explained; it was a 10 to 15 minute informational presentation. Chairman Bell asked what the best thing in the presentation was. Ginny Sterling stated that it may have been a little too long; the best thing was that the initial five minutes made people more aware of the program; she feels the presentation should be shorter. Ellen Milos stated that she feels the format was to "dry" -- the committee members were almost indifferent. She feels the approach should be different and suggested Joe �ell give them a hard sell and have Mike available to answer the detailed questions; it should be a less formal approach. Ginny suggested put�ng information on a sheet of paper and distributing it. In 1977 the Park Committee visited about thirty different groups; she doesn't feel they should go to the individual groups. She suggested sending the Presidents of the organizations a letter and asking them to come to the Community meetings. Ellen stated that you could also invite them to the Park Committee meetings; she also suggested a follow-up phone call. Bell asked about the effect of not meeting with the civic groups. Mike Bassett stated that he feels that you are talking to people . at those meetings that are involved in the community and informed about what is going on. Bell stated that scheduling three community meetings, sending a letter to the Presidents of the organizations and a follow-up with a phone call was acceptable to him. Ginny suggested a less formal presentation at the community meetings. Milos suggested setting up the concept plans. � � Page ��2 • P Special ark Committe�tg. Minutes L/22/79 � C. Discuss format and content of promotion program. Chairman Bell stated that he is going to tell Why the City needs the bond issue to pass. f He recommended a short formal presentation then sufficient time to answer interested citizens questions on an informal basis. He doesn't feel that they should have any detailed types of dollar information - he also questioned the concept maps. Ginny stated that the concept plans are ideas of what can be done in the parks. Joe Bell suggested that the concept plans be available to show to persons that are specifically interested in particular parks. Ellen suggested explaining on a general basis the types of things that will be done in the parks if the bond issue passes. Ginny Sterling suggested that the meetings be held at City Hall. Mike Bassett asked if the Committee would make a presentation for a civic group if they are invited. Ellen Milos stated that she feels the "speech" should be a selling speech. Chairman Bell stated that he feels that they should go if they are invited. Councilmember Fitzsimmons asked about the informal meetings. The Co�nittee felt they should have at least two community meetings here at the City Ha11. Ginny Sterling suggested that the letter to the Civic groups should go out the middle part of February. Mike Bassett suggested that the information on the public meetings be included in the letter to the civic organizations. Then you rely on the club president to get the information to the members. He also suggested that a flyer could be distributed at the meetings. The Committee discussed a flyer with some basic facts that could be sent to the dlub presidents to distribute at their meetings and felt that it should be pursued. Chairman Bell stated that the letter should be mailed no later than February 15; find out when the groups are meeting and tell them that flyers will be available to � distribute at the meetings; a follow-up telephone call can be made after the letters are mailed. Joe Walz suggested sending the flyers with the letters -- he suggested using a small card about the size of a library card. Joe Bell will draft a letter to bring to the Committee for discussion by February 6, 1979. Ellen Milos suggested that the letter state that the committee members are available if they would desire a presentation. D. Discuss Community Meetings The Committee discussed the number of ineetings and when they should be held. They agreed to having two meetings. The first will be held on March 15, 1979 at 7 :30 p.m. The second meeting will be held on Saturday, March 17, 1979 from 10:00 to 4:00 with formal presentations at 10:30 and 2:00. Ellen Milos & Ginny Sterling will provide cookies; Mike Bassett will take care of the cups and napkins. They will be held at the City Hall. E. Discuss other bond issue promotional activities. Areas such as the shopping center, churches, coffee parties, etc. can be used for promotion. Joe Bell suggested that the City be divided into sections and the Park Committee members find someone in each area to have a coffee party. Councilmember Fitzsimmons stated that the S.O.S. committee had coffee parties and they found that at alot of them only 2 or 3 people showed up. She indicated that she had 17 people at her coffee, however, you have to invite alot of people to get a good turnout. The Committee agreed to try to � pursue the coffee party idea particularly in the area where there are undeveloped parks. Ellen Milos suggested that a comment be made in the brochure that the Park Committee is available to attend get togethers or coffee parties. Mike Bassett reviewed comments made in the information on passing bond issues as to what is positive and what does not have a big effect on the turnout, - Page ��3 � Special Park Committee 1�. Minutes 1/22/79 � Ellen Milos stated that she would contact some of the leaders in the community and attempt to set up some coffee parties. Joe Walz stated that it is important to get the "pro-parks" people o.ut to vote. Ellen Milos also suggested getting posters up in the shopping centers, etc. The committee also discussed some strategic lawn signs. Mike Bassett stated that Pins can:also promote a bond issue. Joe Bell stated that the committee members should attempt to come up with some sign materials and they should think about the length of time the signs should be up. This can be discussed further at the next meeting, Ginny Sterling asked about going to a community group and asking if they would donate funds to promote the bond issue. It was noted that Joanne Hollenbeck stated that she would get a "Vote Yes" flyer printed to be passed out door to door. Ginny Sterling suggested that the Nursery, Eaton's, & Apple VAlley Square be contacted about the use of their reader boards. Someone will be assigned this project at the January 30 meeting. Ginny Sterling asked about working at the shopping center to promote the bond issue. Joe Bell stated that someone should be at the shopping center on Saturday, the 17th and also on Friday, the 16th from noon until 9:00 p.m. This can be further discussed on the 30th. Chairman Bell asked if there were any other ideas; suggested that the Committee members think about other ways to promote the bond issue and it can be further discussed at � the meeting on January 30th. F. Press Releases Mike Bassett explained that his intention was to have a preIss release ready for the newspapers each Friday starting with February 9 and going Chrough March 9th. With the bond issue question going to the Council on January 25th rather than the February 8 date we could have one more press release. He plans to have the first press release be an overview and background information on the bond issue; general information on what the Park Committee and City are trying to accomplish. Then each press release until the March 9th date will be more specif ic with the last one being a summary of why there is a need. Ellen Milos suggested that he should include what the Park Committee is and what they have been doing; stress that they are a volunteer group. Say some things that will basically "warm up" the residents and make them feel good toward the bond issue. 5. OTHER ITEMS: Joe Bell asked about another member for the Park �ommittee. Council- member Fitzsimmons stated that there are several applications on file and that she stressed the importanoeof appointing a member to the Park Committee to the City Council at their last meeting.
